Fury is on his office on the Helicarrier with one of his many agents.
Fury:
As you are aware, we've been watching Dr. Banner ever since his little accident. We also tried to speak to him a year ago before he disappeared. So is there any updates on our friend?
Agent:
Yes sir.
The Agent turns on the TV and switches the channel to a news station. The reporter goes into detail about a Hulk attack on Culver University.
Agent:
Based on eyewitness, there was a mutant fighting Hulk
Fury:
Do you know who the mutant is or what it looked like?
Agent:
I don't know who the mutant is but he is a white male that popped metallic claws from his knuckles. Some of the students recorded footage of the mutant. Here it is.
The agent plays the recording. Hulk and Wolverine are fighting each other. Walls collapses.
Student *on video*:
This is awesome.
Fury:
Wait I know this mutant. His name is Logan. I wonder what Logan is doing with that Son of a Bitch Ross.
Agent:
I can find out for you sir
Fury:
Do that and be careful. From the looks of things, it looks like Logan's abilities got enhanced that they usually are. Ross must be up with the Super Soldier experiments again
Agent 2:
Sir. Our technicians just flagged an unauthorized user in the database.
Fury:
Were we hacked
Agent 2:
In a way yes. The user had the proper encryption key and authorization codes.
Fury:
Do we know who it is exactly?
Agent 2:
Yes sir. General Thaddeus Ross.
Fury:
*Groans*
Date: June 21, 2011.
Fury goes to a airbase base where he meets with Ross.
Ross:
Surprised to see you here. I thought you would just one of your snoops to hide in the shadows and take notes
Fury:
That thought crossed my mind when you illegally hacked my encrypted database
Ross:
Nothing illegal about it. The World Security Council gave me authorization to hack thru your database. Besides, you didn't really believe that they would trust you alone the safety of the world? The world needs both of us, I'm out in the battlefield killing the enemies, while you're safe in a wall protecting all secrets that everyday citizens can't handle, You are the shield and I am the sword
Fury:
You're not sharp enough to be a sword.
Ross:
That was the old me, the new me is embracing the practical applications of advanced science in modern warfare my team and I have made some very significant breakthroughs and I also know that you would prefer to dig around in the ice for antiquated weapons but I places more value in moving forward,
Fury:
Well the "New you" could learn a few things from the "old you" especially in the subject of rushing into things you don't fully understand, you're half-assed super soldier experiment is dangerous and I strongly suggest to put out Logan out of the field immediately,
Ross:
I don't take orders from you Fury. Now if you excuse me I got a Hulk to catch
Fury leaves, he calls Coulson
Fury:
Coulson: Lock on to Banner's location and send Natasha there. I got a feeling things are about to get ugly.
That night, Romanoff goes to Oscorp where she sees that Ross team is taking Banner away
Romanoff:
Director Fury, I was too late. Ross has taken Banner into custody.
Fury:
*Sighs…*. Keep me updated
Romanoff:
Yes sir
A few minutes later, Romanoff contacts Fury again.
Romanoff:
Fury, Ross's mutant is out of control. He's been mutated futher and it seems, that he's bonded with that alien symbiote Coulson told me about from a year ago, but I'm not sure how that can be possible. Coulson also said that, that Peter kid destroyed the symbiote
Fury:
The how, doesn't matter. What matters now is that Logan is out of control.
Romanoff pauses. A loud bang is heard.
Fury:
Romanoff?
Romanoff:
Banner just busted out of the place and is fighting Logan.
Fury:
Good, leave Logan to the Hulk. The Hulk can handle things from here.
Much later after the battle is over. Romanoff enters Fury office, where Fury is briefly talking to Coulson, he turns to look at her.
Fury:
I heard that Banner has escaped.
Romanoff:
Yes sir
Fury:
I also got a call from Ross, he wants me to take care of his monster.
Coulson:
stuff is really getting weird and it's too much for us to handle. I mean we are talking of Gods, Monsters, Mutants, Spider-Man, Armored Billionaires, Alien Robots, etc.
Romanoff:
He's got a point. We have gotten mixed up deep stuff. How am I supposed to go against someone like the hulk with simple armor piercing rounds? We are outmatched and the sooner we accept it the sooner we can fix it. Or sooner we can stop wasting their time in pretending that we can make a difference.
Fury:
You both are right. I want you two to see something.
Fury then contacts the world security council,
Council member 1:
Fury is there an important matter you would like to discuss.
Fury:
Yes I'm one sending a prospectus for SHIELD new budgetary allocations and you will see that it substantially increases the funding for the agency, expands jurisdiction for my agents and augments my strategic authority,
Council member 1:
You are asking for quite a lot.
Fury:
The whole world some might say.
Council member 1:
Has there been any significant progress with the tesseract recently,
Fury:
No
Council member 1:
Then I'm afraid we can't help you seeing as you have made no headway. Reigniting the tesseract is and will remain as you're primary objective as director of SHIELD.
Council Member 2:
Easy there council member. We're all adults here so let's be reasonable. Fury. Can you please enlighten us as to what you have accomplished as of late that would justify compensation of this magnitude,
Fury:
Sure. I have had a quite busy since last year. first off following the battle at Egypt, two of my scientist brought some tissue of one of the robot aliens that we could use for reverse engineer some new weapons which will be powered by tesseract, we already got the old weapons from WW2 by HYDRA that were also made from Alien tech, but we could also use some fresh tissue for new weapons and stuff, second thing we not only saved Tony Stark life, but I provided the guidance he needed to finish his father work and the result of that being the creation of a new element which comes research Howard did with the Tesseract, so if we apply what Tony learned it might be extremely useful in reigniting the Tesseract. We an formed an alliance with the Extraterrestrial Thor and recovered the asgardian weaponized armor which if not mistaken comes from the same realm as the tesseract. maybe our new pal Erik Selvig can help us with the Tesseract, just a thought, then SHIELD helped to save New York from the Sinister Six and lastly I ran interference to keep that halfwit Ross from destroying New York with his Enhanced Mutant Soldier, I'd hate to speculate on how a man like Ross got his hands on the classified intelligence that led to that incident and meanwhile I have kept a small team to hunt for Steve Rogers which may be perceived as disobeying orders, I just thought it may be handy to have access to someone that had more experience with the Tesseract, that's what I've been up to and also done some thinking and in doing so I realized that the world is changing, getting more dangerous, one thing I know for sure, nobody is better suited to protect the world than me and my people, all we need are the means to do what we do best,
Council member 2:

Minutes later
Council Member 2:
We have reviewed your propectus and that you will have what you requite by the year end
Fury:

Fury:
I've made dozens calls of that nature and this is the first time they have really listened
Romanoff:
