Personality: Clever, competent, kind, sweet, loving, brave
Outfits: Light yellow button up shirt, pleated blue skirt, saddle shoes and red hair ribbon(movie). Light purple t-shirt with hood, blue denim jumper dress, red hair ribbon, black sneakers (1st season). Cotton Candy Pink t-shirt, blue denim jeans, white and light green converse style sneakers, yellow lightning bolt hair clip (2nd & 3rd seasons). Blue short sleeved shirt with dragon design, white shorts (pajamas). Has a red watch that Jimmy modified making it similar to his secret watch.
Likes: Reading, writing, drawing, art, baseball, rollerblading, getting mixed up in her brothers shenanigans, adventure, school, learning.
Dislikes: Bullies, Jimmy being bullied, Jimmy being in trouble, embarrassment in front of her peers, being called a giant or big in any way, seeing Jimmy sad, Jimmy & Cindy pretending to hate each other.

It's very clear that Penelope is the opposite of Jimmy in some ways and vice versa. Penelope is the more athletic of the twins, is tall, finishes her chores ahead of time and has creative talent. She isn't a genius like her brother, but understands his science talk better than others because of how much time she spends with him. Penelope is very close with her twin and can sometimes be protective of her brother. For example going as far as taking the blame for one of Jimmy's inventions going awry. Penelope once tried to make friends with Cindy when Cindy moved to Retroville, but after finding out she's Jimmy's sister it didn't work out. Sometime after she met Betty Quinlan. Penelope enjoys having adventures with her brother and their friends. She also wishes Jimmy and Cindy would stop pretending to hate each other because it's obvious that they really like each other.
