Hogwarts, headmaster's office, October 31st, 1988
In Albus Percival Wulfeck Brian Dumbledore's office, about a dozen strange objects stand on a shelf. These objects are connected to the wards at pivot drive, in order to monitor both their condition and the conditions of the house's residence.
In the afternoon one of these objects begins to make a exceptionally loud clicking noise, indicating a significant spike of magic within the wards. A few moments later another of the object begins making a popping noise, indicating that Harry Potter has left the premises of the wards. A third objects that produces a stream of smoke that indicates the condition of Harry Potter, which usually produces its smoke in a dark gray color, indicating his relatively poor condition, begins to produce a thinning stream of smoke, decreasing in size the farther away from the wards Harry went. Another object begins making a large banging noise about 3 hours after the first object began acting irregularly, indicating that Harry has left the approved area around pivot Drive enforced by compulsion charms put on the Dursleys to ensure they never brought Henry that far from the house.
But no one living is there to hear the irregularities of the objects. Albus Dumbledore is currently at a emergency meeting of the International Confederacy of Wizards to determine whether a committee will be set up to propose legislation to deal with a Civil War that recently began in magical Ethiopia. Unlike with Britain not so long ago, who managed to get enough sympathy from the atrocities committed by the death eaters to get the committee set up even if all about the most bare bones legislation proposed were rejected due to the massive profits other countries were making selling war materials to both sides of the war, a committee was not created. But the other nations of the ICW took this opportunity to push forward their own agendas without having to wait until the annual two week meeting that occurs in July. The meeting will not be concluded until the early hours of November 5th, at which point Dumbledore will be able to return to his office from the ICW meetings in Paris. Until then, the devices continue to make their irregular noises, no one able to hear or act on them.
Potter Keep, November 5th
Amelia Miranda Bones walked through the brilliant green floo flames into a room in the ancient keep that her grandmother dwells in, unsure what to expect.
She had always known her grandmother was odd, according to everyone she had died during the final years of Grindelwald's war from a stray killing curse and now lived on as a ghost in Potter keep, but she was unlike any ghost she had ever seen. She had for many years attempted to determine what Helena is, but was never able to figure it out entirely. From what she knew Helena is a wreath, a creature that was once human, but has significantly more capability to interact with the world than ghosts, but she was never able to determine how wreaths are created. All she knows is that every few centuries, a wreath is created, stays around for about 80 to 200 years, depending on the magical level of the area they inhabit, then disappear. The only mention she ever found of how wreaths are created was in a 700 year old German manuscript that mentioned a hourcrux being involved, but after that she could find no information about any such object.
"It is good to see you Amelia, you have grown a lot since I last saw you, August of 77 if I remember correctly." Amelia's gaze turned to her grandmother, who was in the corner of the room in a chair, reading a large brown cover book with the Potter family coat of arms on it. She only looked to be in her mid-20s, even though she was almost a century old, having been born in 1891. She was in her physical form, which Amelia tried not to think about. One of the few abilities of wreaths she could determine was their ability to possess animals, including humans. The only reasons Amelia never attempted to investigate this was due to the fact that 1. She doubted she could prove anything to the point that the wizengamot would vote against one of their own, and 2. It only became a common occurrence for her to be in her physical form after multiple significant death eater attacks on Potter property, it wasn't worth trying to get justice for people who would already be sentenced to life in Azkaban anyways.
"Why did you send your little messenger to get me, grandmother, and how have you been able to overturn the lockdown?" The distain in her voice was evident, Brian O'Neal is a well known smuggler who transported restricted items into and out of the country. The only reason he has never been charged is due to the fact that a large amount of the nobility use his services, she herself is not innocent of this, as that is how she obtained the German manuscript.
Helena turned her eyes from her book and looked upon her granddaughter, "It has come to my attention that an enemy of the house has been illegally holding Regency over my house, and I need someone to replace him. As for how I have been freed from my unintentional imprisonment, well, the last child of my blood and name has finally returned home, much to the irritation and worry of his own warden."
Amelia stared wide eyed at her grandmother because of the request "You want me to become Regent?!" Then she processed the answer to her second question and shouted "You have Harry Potter here?! How?! Why?!"
Helena appeared quite amused at her granddaughter's reaction "Yes to both. The ministry has these quite inconvenient laws restricting the dead from controlling the living's assets and the Potter family tree is too well mapped out to claim to be a cousin, not to mention the fact that transfiguration cannot copy the blood. You won't have to do much of the work, besides public appearances, I can do all that with you approving it. As for Harry" rage and venom began to seep into her voice "That wretched man made him as much a prisoner of isolation and ignorance, as I was of wards and stone. He has never had any contact with the magical world and has constantly been suffering at the hands of his Muggle relatives, who have no claim to him besides the one Dumbledore fabricated. Dumbledore is a horrible Regent, even if he truly cared for our family and its future, he has too many positions to properly manage our assets. Look at the damage his negligence has caused." Helena handed Amelia the book she was reading through earlier.
Upon closer inspection, Amelia realized what the book was, a Gringotts book. These books were only given to the most affluent of Gringotts clients, showing those select few live updated information on all of their assets and all information on their money from net worth to investment health to projected growth.
"The lockdown interfered with the charm for the book, but with the lockdown over the book has begun to update. I believe it to be prudent for you to see what I ask you to control." as soon as Helena said this she flipped the book from a page dedicated to the projected growth or decline of the family's realestate assets to a page simply titled basic asset overview in comparison to previous Dates 1968 vs 1981 vs 1988 [in this story the war starts in March 1971] "Read" Helena said in a commanding voice, and Amelia obeyed.

But Regent Dumbledore tesla initiated the sale of any of these materials, due to either inaction or or there in a inaccessibility due to being in Potter Keep. Because of this, a seven-year stockpile has accumulated including materials including but not limited to: Grains, plant components(numerous), magical animal components (Wyvern, Runespoor, Ashwinder, Aethonan, Thestral ect),
Debts owed to Potters: 2,923,075.65 by the ministry (1.5 million Galleon loan in 1975 with 10% interest but the stipulation of payment only beginning upon the death of Voldemort, payments halted indefinitely by order of Regent Dumbledore), 1,948,717.1. By multiple Light/Neutral Common and Noble houses (1,000,000 galleons in total loans with 10% interest but the stipulation of payment only beginning upon the death of Voldemort, payments halted indefinitely by order of Regent Dumbledore)
Amelia continue reading several more pages, getting an understanding of the Potters current finances before turning her head to Helena and saying "I agree to become the Potter Regent"
Helena smiled, and handed a document to Amelia "now you must only sign."
Three words sealed the fate of control of the Potter assets for the next nine years until Harry becomes an adult.
