"No" Tevos just stated flatly.
"What why?" Admiral Sophia Limburn of the Solar United Nation's tenth fleet pouted.
"You cannot just adopt the entirety of the Quarian species." Tevos just glared at the admiral.
"Not an answer, councillor." The Admiral leaned back in her chair.
"For starters, you just made the Quarian migrant fleet the most powerful navy."
"We only gave them five carriers. All demilitarized." Limburn pointed out.
"Yet the secondary broadside cannons hit harder than the main armaments of our dreadnaughts. Every single one bigger and outmassing the Destiny Ascension. And made with armour surpassing our Silaris armour plates." Tevos countered.
"They're Orions. They're only two hundred metres long than the Ascension."
"That's not counting the five hundred ships you 'donated' to their fleet! Fifty of them dreadnaughts!" Tevos snapped.
"Dreadnaughts? Those are modified colony ships, mining vessels, construction ships, support carriers, transports, retired troop ships- wait what does this have to do with me not being allowed to adopt the entire Quarian race?" The admiral glared at the Asari councilor.
"The biggest political shitstorm of all!" Tevos threw her hands up. "Half the Citadel races thinks you Solarians are going to annex the Quarian race. Add in the Krogan and the shenanigans with the Turians and the Galaxy thinks you humans are going to take over the Galaxy!"
"But wouldn't me adopting them be a sign of reigning them in-"
"Oh and the logistics and paperwork with adopting an entire race! Humans don't live longer than the Quarian being the migrant fleet! I don't think the elderly of the Quarian appreciate being adopted by someone younger than them?!"
Limburn decided not mention that she and forty other Humans were over five hundred years old and having lived long lives, were immortal somehow, and through Earth's third world war.
"And don't get me started on adopting every single Quarian! How do you expect to get those indentured on Illium?!"
Limburn also probably should mention that her wealth eclipsed that of the Batarian Hegemony, equaling hundreds of trillions of Citadel credits and a few Trillion energy credits. Most of it was sitting in banks collecting interest though she did periodically go one spending sprees. Primarily charity or publicity stunts.
Like buying hundreds of mothballed and retired ships for young Tali's pilgrimage gift. After somehow developing an upgrade that boosted a five percent increase for zero point energy reactors in a record three months , the human fleet admiral decided she deserved a big gift. By being grateful that while the Solar United Nations adopted the American and western Euro military style and standards, they also adopted the Scandinavian criminal system. Limburn thought.

"I think I can handle it." Limburn shrugged.
"The answer is still no." The Asari councilor firmly stated.
"But cute little Quarian babies-"

Tevos gritted her teeth. It was so tempting to biotic punt the Human admiral out the window.
Then again, it would be very bad if Tevos murdered an admiral of the fourth largest military navy in the galaxy. Said navy that had more dreadnaughts sized ships than the council had cruisers.
Just then, Prime Minister Victor Ross, former general of the United Nations Terrestrial Army, one of the current heads of states for the Solar United Nations, and the ever eternal pain in the ass for the Citadel council, poked his head into the meeting room. "Councilor Tevo?"
"Yes mister Prime Minister? Are you planning on annexing the entirety of the of Attican Traverse? Or send dreadnaughts and battleships to annihilate the Hegemony positions in the Terminus? Because if it is? No." The Asari just felt like dying.
"Oh not that. I'm aware of the Asari and Salarian's position on capital ships in the Terminus Systems. Primarch Fedorian has been invited onto a military tour of some of the UNAF's military facilities. Is it alright if we steal you for a few weeks?"
"Oh perfectly. Get that utter pain in the ass off this station." Tevos was relieved for a few weeks of not dealing with the Turian.
She didn't catch the smirk of the Human Prime Minister.
Three weeks later.
Tevos awoke to a bright morning illuminated by the Citadel's artifical weather system.
The outside with bright.
The buzz of air cars roared outside.
The chirp of birds chirped inside her room.
The smell of fresh coffee emanating from out of her room-
Wait a fricking second. There were no birds on the Citadel.
Tevos shot up and activated her wrist mounted omnitool. There were dozens of buzzing with a single message from her Salarian counterpart marked as priority. It was simple and straight to the point.

Human Fleet Admiral gains custody of Geth Collective.
Fleet Admiral Sophia Limburn, commanding officer of the United Nations Allied Forces tenth space fleet, has once again made history. In the past three hours, she has both negotiated a peace deal between the Quarian Migrant fleet and artifical intelligence Geth Collective and somehow become the legal gaurdian of the entire Geth Collective.
According to the Fleet Admiral herself, she claimed that the Geth had been having difficulty thriving without a parental figure. As such, she has decided to take up the mantle of adopted mother over 8.2 trillion individual Geth. This makes the Ross family the largest I'm the Galaxy, thanks to SUN laws determining that all AIs are sapient. No comment from the Solar United Nations government itself on the matters, including her husband Prime Minister Victor Ross-
Tevos just started at the newsletter. Now only one question rang in her mind.
How in the goddess did a single human end a war that had technically been ranging for three centuries.
And then a second message buzzed her omnitool. Another piece of breaking news.
Breaking news. Solarian and Turian governments acknowledge the existence and deployment of Ship Spirits.
This just in, multiple pirate and slaver bases have been destroyed by a joint task force of Solarian and Turian forces. In a joint statement, both Prime Minister Ross and Primarch Fedorian have acknowledged and credited the success of the operations to the recently operational Hierarchy and United Nations Auxiliary Naval forces, composed entirely of spirits of destroyed or scrapped vessels that have been summoned into being, special forces operators, and logistics staff. These ship spirits, dubbed Kamusus, are the literal embodiment of a vessel and carry both the systems and weaponry of said ships.
Both the Turian Hierarchy and the Solar United Nations have just formally recognized the sapience of the Kamusu and afford all civil rights. Religious attendance in the Hierarchy and enrollment in ancient seagoing classes in the United Nations have skyrocketed to great heights.
No one knows why all the Kamusu have been summoned as beautiful women, hot men and cute kids so far. Both the Solarian and Hierarchy Governments plan to continue summoning Kamusu to augment their forces-
Tevos just shakily stared at the ceiling. What the fuck? How in the hell did the Humans and Turians just shatter any semblance of normalcy? Ship spirits.
And then the Councilor's omni-tool buzzed again, marking another piece of breaking news.
PANIC SPREADS ACROSS THE SALARIAN UNION AS AN EXPERIMENTAL CURE TO THE GENOPHAGE HAS BEEN RELEASED OVER TUCHANKA. ALSO, NORA VALKYRIE HAS DECLARED HERSELF QUEEN OF THE KROGAN.
Nope, that's it. Tevo immediately whipped out a bottle of Thessian wine and started chugging like a seasoned alcoholic.

The Solar United Nations is the representative body of the Human, Faunus, Roccan, the Lumos races (the latter being Artificial Intelligence created and granted sapience by organics), and several smaller races. It is a democratic confederal body representing multiple species and is considered one of two primary political blocks in the galaxy, the other being the Citadel Council.
The Solar U.N. traces its origins to the United Nations of Earth formed during the Second Terran World War. It's member nations would compete for resources both on the homeworld of Earth and later the Sol system. Following the development of the Hyperdrive, these nations exploded outwards under the banner of the UNE, colonizing vast swathes of the orion arm by the 2440s.
During the latter half of the 25th century, the UNE would make first contact with the world of Remnant and, after dealing with the Grimm issue on the planet, incorporate the world and its people into the UNE. The UNE would later rebrand itself as the Solar United Nations as it now incorporated non-Earth peoples. This period, the Lumos race of the Solar United Nations would be born.
In the mid-26th century, the S.U.N would make contact with the corporation known as the Minamar Specialized Industries. Tensions would flare between the two powers, only exacerbated when the independent Roccan Resistance provided evidence of what MSI had done to many pre-FTL races. This sparked a major war between the S.U.N. and M.S.I, resulting in the dismantling of the dictatorship that was M.S.I and the peaceful absorption (albeit with some growing pains) of the Roccan Resistance and several smaller races.
In 2612, a Solar United Nations science vessel would be attacked and damaged by ships of the Turian Hierarchy when investigating a Mass Relay (something unknown in Solar U.N. Space). This resulted in the Solar United Nations deploying it's tenth fleet to counteract the Turian 32nd and 35th fleets. However, any conflict was prevented when an Asari diplomatic vessel enroute to the Batarian Hegemony arrived and brokered a peace deal.
The Solar United Nations is considered a rival power to the Council. Despite only having the fourth largest population behind the council members (totaling 3.2 Trillion beings), they are the most technologically advanced new blood race. The Solar U.N is a leading expert in spaceborne megastructure projects, energy generation, alternate FTL, AI development, computing, genetic and biological research, ecological and planetary biosphere management, and robotics, but generally eclipses Citadel Races in most fields.
The United Nations Allied Forces, the chief military force of the S.U.N, is no slouch as well. While only having the fourth largest navy in the galaxy in terms of ship size, it holds the greatest number of dreadnought-sized vessels, including ten 20-km long Titan class vessels, something the Citadel Council has yet to find a solution to. The UNAF ground forces also account for the third largest ground army in the galaxy, behind the Turians and Geth. Among them include several specialized units that continue to bewilder most experts to this day, including the aura imbued Hunters and semi-immortal Crusaders.
