I was looking through my fanfiction folder and I found this old fragment of a work. Maybe OOC a little. Basically, Katniss and Johanna talking about Peeta and how Katniss doesn't love him romantically. Leads to their kissing.

This might seem like a full-length expansion of my one-shot, This Would Have Happened Anyway. It starts out like that, but goes in a new direction. When Katniss Everdeen is kissed by Peeta Mellark after being Reaped for the Hunger Games, she fights to return to him by loving him from afar. Can true love conquer all when a tribute is in love with a Baker? Can love blossom in secret?

"Fetch your battalions, open your war chests. Run the railroads, make your address. Protest for the fallen, make them confess. Caress her broken head in your arms; kill at their behest. I tried to incorporate everything from the last few paragraphs of the chapter, but extended over a few months. "The weird thing is, it feels kind of reassuring to have the flashbacks."

The Rebellion has been crushed and the Dark Days are over. Like a phoenix rising from the ashes, the Capitol has taken control once more. To make sure that the districts never forget their defeat, the Capitol institutes the Hunger Games: a battle to the death using the districts' children. Whether these children will become phoenixes or stay ashes- that's up to them.

This is the 650th Hunger Games. Each District will reap the same amount of tributes as the number of living Victors that District has.
