Disclaimer: I don't own Power Rangers but I wish I did as I would bring back some of the old rangers to mentor teams, like Tommy in Dino Thunder.
Summary: 16 Rangers combine to fight Master Vile who has returned to Earth, the rangers can only use Zords that haven't been destroyed. S.P.D. unable to send anyone back to help, RPM in a different universe. This to my knowledge is the first time for this pairing so I hope it works ok.

Chapter 15 The Final Ranger Joins
While 12 of the Rangers had set off to Phaedos the remaining 3 Rangers were training and sharpening their skills, that soon changed when the alarm went off indicating another attack, was going on.
"What's going on Ji?" asked Tommy.
"There is an attack in Mariner Bay Rito, Thrax and Zedd are causing havoc along with armies of Tenga's, Sting Wingers and Mooger's"
"Is there anyone there to fight them off?"
"There is one Ranger trying to hold them off the best he can but the odds point to him being destroyed"
"Ok we're out of here" said Tommy as the three remaining Rangers run out the house and pull out their Morpher's
"IT'S MORPHIN TIME DRAGONZORD" called Tommy.
"TIME FOR TIME FORCE" called Jen.
"SAMURAI STORM RANGER FORM" called Cam.
The three of them were about to teleport of when Ji stopped them and handed them 3 disc's and said "Take the Battle wing disc's with you, you may need them"
"Thanks Ji" said Tommy.
The three of them formed the Battle wing Megazord and flew off towards Mariner Bay.
Master Vile's return
Meanwhile in Mariner Bay Ryan Mitchell the Titanium Ranger was doing everything he could to hold off the attackers, but he was surrounded by the creature. He currently had his Titanium Laser in his hand and was firing at them in a circular motion trying to knock them down before they could reach him.
Master Vile's return
The Battle wing had finally arrived in Mariner Bay and the three Rangers soon found the attack and exited the Zords returning them to the Disc's and joining Ryan in fighting of the Tenga's, Sting Wingers and Mooger's.
"Thanks for showing up I wasn't sure how much longer I could hold them off" said Ryan.
"Hey don't mention it man we Rangers have too sick together" said Tommy.
Before the Rangers could say anything else to each other Rito, Zedd and Thrax shot energy beams at them from their staffs and Sword in Rito's case and the four Rangers hit the ground hard. And the three evil beings walked towards them until they suddenly disappeared and reappeared in the Castle on the moon.
Master Vile's return
After a few minutes where Tommy, Ryan, Jen and Cam weren't sure what was going on they finally realised that Zedd, Rito and Thrax weren't going to back and attack them the second they got up.
So they re-grouped and powered down and followed Ryan as he lead them back to the remains of the Aquabase, where captain Mitchel was waiting for them along with Carter, Dana, Kelsey, Chad, Joel and Angela Fairweather .
"Are you alright son?" asked Captain Mitchel.
"Yeah I'm fine thanks to these three other Rangers" replied Ryan.
"Tommy, Welcome to the Aquabase" said Carter as he shook hands with Tommy.
"Thanks Carter" replied Tommy.
"You two know each other?" asked Ryan.
"Yeah Tommy was in charge of the mission to the moon to stop the machine empire I went on" replied Carter.
"Oh so it was him who got you to leave without telling me on a secret mission?" asked Dana, as she walked towards Tommy and slapped him then she turned and walked away.
"What was that for?" asked Tommy.
"She's still a little pissed that I went on a mission and didn't tell her, and now she found it was you who organized the mission well I guess she wants to take it out on you" said Carter.
"So what are you doing in Mariner Bay anyway?" asked Captain Mitchel.
"Well I was hoping Ryan might join us in our fight against the greatest threat to the planet" said Tommy.
"Are you leading it this time?" asked Carter.
"Actually I was called in by two others who are currently on a Planet called Phaedos with 10 other rangers looking for two hidden Megazords that should help defeat the threat"
"Who are we dealing with?" asked Ryan.
"Master Vile has returned along with as you have already seen Rito his son, Lord Zedd his son in law and Thrax his grandson, his daughter Rita Repulsa who is currently known as Mystic Mother to the Mystic Force team has been taken but has so far managed to fight off the attempts to turn her back, Vile also has at least 3 hostages, that we know of and he may have more"
Ryan looked to Kelsey and then to his father almost like he was looking for an answer.
"Ryan you know what we do it is what we do we save the world so if you need to go and help go" said Kelsey.
"I agree we had a feeling something like this would happen once the attack's in panorama city ended someone always comes to replace the fallen leader that is why we began to try and fix the Lightspeed Morpher's but we have only been able to fix the Titanium one before the trouble got here we also were able to fix the Max Solarzord" said Captain Mitchel.
"That's great news it will certainly help in our efforts to hold them off until the rest get back" said Jen stepping forward.
"I shall also continue to try and fix the other Lightspeed Morpher's so that if something happens and you are unsuccessful at least there is another group of Rangers who can take the fight to whatever is left" said Angela Fairweather as she, Joel and Chad headed off to the lab to begin work on the other Morpher's.
"Give me a few minutes to pack a small bag and I'll be ready to join you plus I need to speak to my sister" said Ryan.
"Ok Ryan we'll be waiting for you" aid Tommy as Ryan and Kelsey went off leaving Carter and Captain Mitchel standing with them.
"Since you are fellow Rangers how would you like a tour of our facilities?" asked Captain Mitchel.
"That would be cool" said Cam.
"Well Carter would you mind giving them the tour while I go and keep an eye out for any movement from our enemy" said Captain Mitchel.
"Sure follow me guy's" said Carter as he began the tour.

Meanwhile in the moon palace Rito, Zedd and Thrax were wondering what they had been recalled.
"Why did you brings back here?" asked Zedd.
"I didn't an evil energy wave coming from a hidden space craft that is approaching the castle recalled you and I have no idea why" said Vile.
The Castle suddenly started to shake and in a flash of black lightning and creature unlike anything they had ever see before arrived in the castle and as the smoke cleared it became possible to see who the intruder was he was wearing a fedora hat and a trench coat and as the trench coat swung open more of his appearance became visible he had a clip board hanging under his arm and a commination devise attached to his ear.
"What do you think you are doing interrupting my plan to gain revenge on the earthlings for the trouble they have caused me?" demanded Master Vile.
"I am Marshal Ignatius Fetch I have been sent from the remaining Board members of the UAE to appraise your efforts and see whether you or any of your cohorts are worthy of being the next Leader of the UAE, it has been no secret that we have been in need of a new leader ever since Dark Specter and Astronema both failed to complete our ultimate vision and that is a Universe without Power Rangers, and the UAE have decided that the person who takes Earth will lead the assault on the rest of the Ranger wielding Planets in the universe, weather that is you or not as there are other forces who are interested in destroying this planet" said Fetch.
"Well if you had of just observed instead of interfere we would have dealt with 4 of the menaces just now" said Zedd.
"The reason I stopped you is because I want to assess how strong these 4 Rangers are and whether or not you were right to let 12 of them head to Phaedos and not stop them"
"I already dealt with Phaedos before returning to Earth" said Thrax.
"I hope you did, that was the problem the idiot Ivan Ooze made he assumed his Tangu warriors would deal with Phaedos but they were fought back twice and destroyed forever by the power of that Planet, so when the Astro Megaship returns I have gifted you these to attack it with."
Marshal Fetch swung his arm round over the balcony and a battalion of Velocifighters appeared on the surface of the moon.
"Thanks for the ships but I hope you are not going to fight the Rangers looking like that they will make light work of you" said Vile
"Not to worry I have a battle suit of my own ready for when I face the Rangers" said Fetch as he took of his Fedora and Trench coat and on a control panel on his wrist he pressed a series of Numbers and a crab like monster appeared in front of them (it looked like Ferocious Knight D from Zyuden Sentai Kyoryuger)
"I also have the ability to replicate humans and spread dis harmony among them" said Fetch.
"Well then it appears then that this will be the beginning of the end for the Rangers" said Vile.
"Let's hope so" growled Zedd.
"Well then return to the surface and destroy those Rangers while I summon my most destructive monster"
"You are bringing back Globbor?" questioned Rito.
"Yes because if they return with new Zords Globbor can drain them of their energy and become as powerful as he once was" replied Vile.
Marshal Fetch, Rito, Zedd and Thrax teleported down to Mariner Bay once more and began their attack.
Master Vile's return
In the Aquabase the Alarm was sounding and over the Tannoy system came Captain Mitchel's voice "Power Rangers the city is under attack meet up with Ryan and he will take you to the attack"
"Carter can you get us to Ryan?" asked Tommy.
"Sure thing this way" said Carter as he lead them through two doors and there was Ryan waiting for them.
"Ok guy's let's suit up" said Tommy.
"Right" came the replies.
"IT'S MORPHIN TIME DRAGONZORD" called Tommy.
"TITANIUM POWER" called Ryan.
"TIME FOR TIME FORCE" called Jen.
"SAMURAI STORM RANGER FORM" called Cam.
The 4 of them now stood there in their suits and were ready to head out and fight off the attacking creatures this time. They jumped into the Lightspeed Jeep and Ryan drove it to the location and that's when they saw the newest monster.
"What are you supposed to be?" asked Tommy as he jumped from the jeep.
"I am Marshal Ignatius Fetch of the UAE, and who are you little pest" said Fetch
"I am Thomas Oliver and in case you haven't heard the UAE was defeated years ago"
"No we just sat back and watched while some others tried to defeat this planet"
"Well in that case you shouldn't have come back because we will defeat you again"
"Not this time this time there are only 4 of you here to fight us we will defeat you now and then when you friends return from the wasted trip to Phaedos they will be next to feel the wrath of the UAE" aid Fetch as he, Rito, Zedd and Thrax charged at them with their weapons drawn two staffs and two swords.
Master Vile's return
After going back and forth for almost 20 minutes and finally the Rangers had all got knocked back.
"We told you, you would not win" said Fetch.
"Let's finish them" said Zedd as he handed out his growth Bombs to the four of them.
They popped the top of them and slammed them into the ground all growing.
Tommy pulled out the Dragon Dagger and played the activation tune to call the Dragonzord, which responded and soon arrived.
"Time Force Megazord Mode Blue formation power up" called Jen.
"Max Solarzord activate" called Ryan.
"Samurai star Megazord" called Cam.
The 4 Zords were barely able to hold their own the Dragonzord was in a bad way it had taken the most damage of all the Zords. Then Tommy remembered Conner had given him the Shield of Triumph before he had left.
"It looks like we will need the extra help" said Tommy as he got out the Shield of Triumph and called "Mezadon Rover activate" and with a roar the Mezadon Rover arrived Tommy's Green Ranger suit had been slightly modified and had the Triassic Ranger designs on it he entered the Rover and immediately formed the Mezadon Megazord. And now there was 5 Zords there seemed to be a small improvement as the Rangers were now able to handle, Rito, Zedd, Fetch and Thrax.
Master Vile's return
After another 10 minutes Marshall Fetch called a retreat since he claimed he had enough information on the Rangers to assess if Master Vile was doing all he could to defeat them.
The four of them teleported to the moon.
"What do you call that?" asked Master Vile
"I call it doing Research" said Fetch as he calmly jotted down the observations he had made during the battle and which of the 4 Rangers seemed to be the strongest overall
"So what does your research tell you?" asked Zedd.
"These Rangers are more trouble than they are worth"
"And that is only 4 of them" said Vile.
"Oh Yes we have the 12 who went to Phaedos tell me is there any other planet they might go to find Power?"
"There are a few colonies out there that have Ranger protectors but if you are talking about powers that could be used I can only think they might head for Eltar since it's the planet that Zordon came from"
"What is the condition of Eltar?"
"It is currently power neutral I stopped by their before returning to Earth" said Thrax.
"Good my report at the moment is positive that you are the right people to become the next leader of the UAE"
"Then are you staying to watch the rest of the show?" asked Vile hopping Fetch would be leaving then he could get back to reforming Globbor.
"No I will be staying to watch the destruction of the Power Rangers, the only thing I would say is to get it done before the other 12 return from their trip to Phaedos" said Fetch.
