Disclaimer: I don't own Power Rangers but I wish I did as I would bring back some of the old rangers to mentor teams, like Tommy in Dino Thunder.
Summary: 16 Rangers combine to fight Master Vile who has returned to Earth, the rangers can only use Zords that haven't been destroyed. S.P.D. unable to send anyone back to help, RPM in a different universe. This to my knowledge is the first time for this pairing so I hope it works ok.

Master Vile's return
The Return chapter 16
The next day a Giant Thrax, along with a small army of Giant Tenga's, Mooger's and Sting Wingers attack Angel Grove it was the first time in 13 years that there had been an attack on the town. Meanwhile up on the moon Master Vile and Marshal Fetch were watching the attack while Rito and Zedd were planning to attack another city far enough away that the Rangers would have to split their forces to fight them off.
"So far this attack is going well the Rangers haven't shown up yet, maybe they have realised it is hopeless" said Fetch.
"Huh I doubt it they will be here" said Vile.
"What makes you say that?"
"This is sacred ground to them this is the town that has withstood the longest and heaviest bombardment from evil in the past Rita, Zedd, Rito, Myself, The Machine Army, Divatox and Astronema all focused attacks on this town and the Rangers always won fights here eventually"
"Then why attack it now?"
"With the four who are here we may stand a chance but we are going to make sure this town is finally destroyed that is why Rito and Zedd haven't gone down to join the fun and also why I held back most of our troops"
Master Vile's return
Meanwhile in Panorama City the alarm sounded just as a news report started about the attack in Angel Grove.
"Tommy we have an attack" said Ji.
"Yes I know Angel Grove" said Tommy.
"How many are you taking?"
"I'll take Ryan with me something seems strange about this attack"
"What about Cam and Jen?"
"Get them ready to mobilize and expect a second attack"
"Ryan come on we have a job to do" said Tommy as he walked to the door.
Ryan came jogging after him and when they were outside he said.
"So what's the Job?"
"An attack in Angel Grove Thrax is already big as are his friends"
"IT'S MORPHIN TIME DRAGONZORD" called Tommy.
"TITANIUM POWER" called Ryan.
Tommy then told Ryan to hold his shoulder and as he did Tommy teleported them both to down town Angel Grove. And then he pulled out the Dragon Dagger and played the activation tune to call the Dragonzord, which responded and soon arrived.
"Max Solarzord activate" called Ryan.
Both Rangers entered their Zords and began fighting the Dragon Zord was dealing with Thrax while the Max Solarzord was dealing with the others.
Master Vile's return
"Yes just as predicted but why have only 2 arrived?" said Vile.
"Maybe they expect a trap" said Fetch.
"Well let's see how they respond to this Rito my boy I want you to go and attack Panorama City let's try to draw out the other two Rangers"
"Right" said Rito.
"This time take more soldiers with you"
"See yah later" said Rito as he hand about half the remaining soldiers vanished and arrived in Panorama City.
Master Vile's return
Back in Panorama City the alarm rang again, this time Jen and Cam ran into the front room while Ji activated the map to see where the attack was this time.
"Tommy was right there is a new attack this one is on Panorama City" said Ji.
"Right we're on our way" said Jen as she and Cam left the house and Jen held on to Cam as he Ninja Streaked to the attack in Panorama City.
Cam and Jen both nodded to each other and pulled out their Morpher's.
"TIME FOR TIME FORCE" called Jen.
"SAMURAI STORM RANGER FORM" called Cam.
As they both came out of their Morphing sequence they both got knocked down by an energy blast from Rito
"Ha, ha, ha two pathetic Rangers what do you think the two of you will be able to" said Rito.
"We will defend this town and stop you" said Jen.
"That is the funniest thing I have ever heard" said Rito as he slammed his sword into the ground and he along with the Tenga's, Mooger's and Sting Wingers all grew.
"Time Force Megazord Mode Blue formation power up" called Jen.
"Samurai star Megazord" called Cam.
The two Megazords arrived and Jen and Cam entered the Zords and began the fight.
Master Vile's return
"Ha, Ha, Ha this is perfect" said Lord Zedd.
Master Vile and Marshal Fetch looked to Zedd and saw that all the Rangers were busy and there was still Lord Zedd and some Tenga's, Mooger's and Sing Wingers waiting to attack.
"I'm going down their" said Zedd.
"Ok go when you return Globbor should be here ready to defeat those pesky Rangers"
"Excellent he was a valuable asset the last time he fought the Rangers"
"Why are you going Down their the Rangers are already struggling to deal with Rito and Thrax?" asked Fetch.
"If we can separate the Rangers even more we could maybe take one of them out, then they would be more vulnerable until the others return from the trip"
"Well let's get it done then" said Vile.
Master Vile's return
Lord Zedd teleported out of the Moon Palace with the remaining troops and arrived in Blue Bay Harbor.
"Ah a town with no protection" said Zedd as he and his troops walked through the town attacking anything that was in their way until a group of around 300 hundred ninja's appeared and began trying to defend the town.
"What is this" said Zedd as Three Ninja's approached him dressed differently to the others and began attacking him using elemental attacks.
Zedd aimed his staff at them and blasted them with an energy wave and they flew back and hit the ground.
One of them pushed a button on a devise around their neck and began talking to someone. And a few seconds later a wiring noise could be heard and in the sky heading to the fight was a Green helicopter.
"Come on Green Ranger I will destroy you and then your friend in Panorama City will be history as well" said Zedd.
"Don't count on it Zedd" said Cam as he leapt from the Helicopter which stayed hovering in the sky while Cam and his Samurai saber began fighting Lord Zedd, the other ninjas had been beat back and the Samurai star Helicopter was firing lasers down at the troops destroying them.
Zedd made himself grow and Cam entered the Samurai Star and made it form his Megazord and he began fighting Zedd.

Meanwhile in Panorama City Jen had called Tommy to see if she could get any help fighting Rito and his troops since they were now outnumbering her. A few minutes later the Max Solarzord arrived and Ryan began fighting alongside Jen.
"What's Tommy doing that Dragonzord of his must be almost out of Power?" asked Jen.
"He said he had another Zord he would call on" said Ryan.
"I just hope he knows what he's doing?"
"Don't Worry Jen he said he as in control"
"Well I guess we should let him handle it himself after all he is as close to a legend as we get as Rangers"
Master Vile's return
Meanwhile in Angel Grove Tommy had pulled out the Shield of Triumph and called "Mezadon Rover activate" and with a roar the Mezadon Rover arrived Tommy's Green Ranger suit again slightly altered and had the Triassic Ranger designs on it he entered the Rover and immediately formed the Mezadon Megazord. Tommy now inside the Mezadon was remotely controlling the Dragonzord and his two Zords were now both fighting Thrax and they were getting the better of him, and soon enough the combination of Drill tail, Missile Fingers and dual Axes was too much and Thrax hit the ground. But he managed to get back up and tried to charge in and attack again and this time Tommy used all the power he could muster from inside the Mezadon Megazord and with a final Dual Axe blow Thrax exploded.

"NOOOOOOOOOOOO" screamed Vile.
Before he could make any decisions an alarm went off and it revealed that the Astro Megaship was on its way back to earth.
"Excellent they will do as a way to vent my anger. Launch all Velocifighters and attack the Astro Megaship" said Vile.
The ships took off and flew towards the Astro Megaship.
Master Vile's return
Meanwhile in the Astro Megaship everyone was relaxing until DECA'S voice came up on the communicators.
"BATTLE STATION ALL HANDS WE ARE UNDER ATTACK" said DECA.
The 12 Rangers on board ran to the control room and done whatever they could to help, but these Velocifighters were much more agile that the old one had been so that even the mega Lasers on the Astro Megaship were struggling to hit them.
"Carlos keep at it I'm taking a few Rangers out there on the Galaxy Gliders" said Karone.
"Ok be safe out their" said Carlos.
"Ronny, Conner, Rocky, Adam, Delphine follow me" said Karone as she lead them to the jump tubes and once they had gone through the Jump tubes they were morphed and reached the Galaxy Gliders, once on the gliders they exited the ship with their Blasters in their hands and fired at the ships and tried to get their attention and lead them into the range of the Mega Lasers.

10 minutes later the battle was over the Rangers had been victorious and defeated the Velocifighters and returned to the ship and then continued back to Earth. Once in Orbit they witnessed Thrax being defeated and Cam was struggling to fight Lord Zedd.
"Ok Guys lets go" said Justin as he looked on the screen at Cam's Zord hitting the Ground hard.
"GO, GO SAMURAI" called Lauren.
"SHIFT IN TO TURBO MOUNTAIN BLASTER TURBO POWER" called Justin.
"LET'S ROCK IT" called Carlos as he pressed the numbers 335 on his Morpher.
"WITH THE SPEED OF A CHEETAH FULL FURY JUNGLE MASTER YELLOW RANGER" called Lily.
"WILD ACCESS" called Alyssa.
"DINO THUNDER POWER UP, TYRANNO" called Conner.
"IT'S MORPHIN TIME BLACK RANGER POWER" called Adam Park.
"GO GALACTIC" called Karone.
"OVERDRIVE ACCELERATE" called Ronny Robinson.
"WILD ACCESS" called Cole Evans.
"IT'S MORPHIN TIME ZEO RANGER 3 BLUE" called Rocky De Santos.
"IT'S MORPHIN TIME WHITE AQUATAR RANGER POWER" called Delphine.
The Twelve of them headed to the Jump tubes and jumped through them and landed in Blue Bay Harbor next to Cam's downed Zord.
Zedd saw this and immediately retreated and as he left in Panorama City Rito vanished as well.
"DECA, can you teleport us to the Shiba House and then land yourself their' said Karone.
"Of course I will Karone" replied DECA.
The twelve of them de-morphed as the came out of the teleportation and stood outside the front door of the Shiba House.
They were joined their shortly by Cam, Jen, A guy they hadn't met and Tommy.
"So who's the new guy?" asked Justin.
"This is Ryan Mitchel the Titanium Lightspeed Ranger" said Tommy.
They all said hello to him and introduced themselves then headed inside the Shiba House.
"Ji we're back" said Lauren as Ji met them in the front room.
"Yes I see this and I also saw that we have one less enemy to fight now that Thrax has been destroyed" said Ji.
"Yeah Thrax will not be bothering us again" said Tommy.
Master Vile's return
"The Green Ranger will pay for destroying my grandson find that Pink Ranger he liked so much and bring her hear we will finish off the plan of turning her in to Rita since Mystic Mother is refusing we shall use her and deal a blow to the confidence of the Green Ranger" said Vile
"I have found the location of Kimberly she appears to be in Reefside" said Zedd.
"Obviously she and Tommy got back together"
"Rito do whatever you need to, to capture her"
"Ok Dad" said Rito as he teleported to Reefside and soon found Kimberly was sitting on the porch of a house.
Rito Snuck up behind her and zapped her with a containment blast from his sword and teleported away with her and returned to the moon.
"Place her in the Evil reviver and program in my Daughters personality and levels of evil and witchcraft" said Vile.
"It is done" said Rito as he finished the orders and they watched as Kimberly was being transformed into Rita Repulsa.
