Keigo had to physically hold himself back from pouncing on the lady, reminding himself that yes, you could go to jail for doing that
Plus, I'm pretty sure the detective and Aizawa were recording that entire interaction. Keigo held onto Izuku tightly as the lady tried to drag him out of his arms. Her nails leave scratch marks on the boy's arm.
"ma'am I'm going to need you to step away from the child" The woman jumped quickly turning around to face the detective.
"How do you think you are?" the woman yelled "This is my child I will do as I please" Izuku flinched back at the women's harsh towne. Keigo was pissed, letting out a low growl at the woman so she would let go of his fledgling.
"I am detective Tsukauchi Naomasa" Tsukauchi said taking out his badge "and Inko midoriya you are under arrest for child neglect and child abuse" Inko was frozen turning to glare at Izuku.
Tsukauchi put handcuffs on the woman as she was distracted.
With much protest and struggle for the woman, Tsukauchi and Aizawa got the lady out of the hospital room.
After a few hours the doctor's came to give Izuku one last check up before giving the OK for Izuku to be able to go home and that yes he is a eagle

Izuku was about to head back to his old apartment building when he was stopped by Hawks Turning to face the hero he met with a small smile.
Izuku blinked confuse on why he was being stopped
"We need to get to the police station to see if you have any living relatives," Hawks said and Izuku remembered that no 14 Year old don't normally lives on their own.
"N-no I do-don't have any liv-living relatives and my Da-dad disowned me a-a long time ago" Izuku stuttered out hoping the hero would let him live now.
"Oh well you still need a garden so let's go" Hawks said and before Izuku could blink he was in the arms of the pro hero and in the air

After a short flight and a lot of screaming later they make it to the police station.

Izuku's hair was sticking in different directions, shaking his head it went back to its normal bush like state
After a bit of waiting in front of the police station two cars pulled up one was a police car and the other was a black Jeep, stepping out of the police car was Tsukauchi and the hobo looking man.
But now that Izuku gets a better look at the man he's pretty sure that the man is the pro hero Eraserhead.
After a few seconds a mouse, dog, bear, No that's a stoat, definitely a stoat but why? What isn't there a hero that animal Izuku focus.
When Izuku looked up to see, two parts of eyes were on him and they were no longer outside. Izuku blinked, looking at the heroes and police officers in confusion.
"What great observation skills" The stoat said. searching through his wide range of heroes he finally placed the name to the stoat.
"Principal Nezu," Izuku said, hitting the side of his fist on the palm of his hand, completely forgetting what Nezu had just said.
"Ok thank you Hawk's you two are free to go after you sign this" Izuku looked over to Hawks and the detective the question clear in his eyes.
"Izuku midoriya if you approve Hawks will be your garden" the detective said and Izuku blue screened.
"What?" Izuku questions because he must be hearing things wrong because the detective did not just say that Hawks wanted to adopt him right?
"I'm adopting you kid….with your permission of course" the last part seemed to be a afterthought
"I-I-I Yes" and Izuku was crying because the number 15th pro hero wanted him. . . HIM???
"Great, now I'm going to sign this and we are going to go home" Hawks said grabbing a pen with a wink.
