Chapter Three:
The decision to take All for One alive had been debated in the highest circles of the Japanese government. The Prime Minister himself had been present, although everyone at the meeting knew he would deny he'd known if matters ever came to light. All for One might be too dangerous to be contained. He represented a serious threat to Japan's military rule. However, his ability had unprecedented usefulness. With All for One under their control, they could ensure that powers were removed from dangerous hands and no politician got embarrassed by a metahuman relative. If the military could monopolize metapowers then public order could be restored. Metapowers would not be such a problem if they could be ensured to be strictly in the right hands. With his unique body capable of holding multiple abilities, All for One might represent a scientific opportunity to understand the origin of metapowers. The military scientists had been begging for even a scrap of his DNA. Perhaps a cure or vaccine could be synthesized. This last argument had finally decided the Prime Minister (who, of course, was never there.)
It had been agreed that All for One would need to have both legs removed at the bare minimum, probably one of his arms too. If he tried to escape then they would lobotomize him, though that was a last resort in case it interfered with using his power. Human rights were not a concern. Japan had been under martial law for years now. The press reported what the Prime Minister instructed them to. Countless people with far shorter rap sheets than All for One had been quietly locked away without a fuss. Officially the government did not even acknowledge that All for One existed. Unofficially they would rather no one found out he'd been captured so they had an excuse to continue suspending elections.
Of course, they didn't have All for One yet.
The capture would be even more challenging than the containment. A team of intelligence officers had studied the target for months. He had immunity to all known drugs, but the scientists had created a cocktail that they believed would knock him out. Tonight, All for One would be attending a banquet celebrating the reopening of Tokyo Tower after the damage had been repaired from the last terrorist attack. (Ironically, everyone of real importance knew that All for One had been one of the terrorists but then everyone also knew the military had been trying to assassinate him at the time.)
Foreign diplomats would be attending the banquet. The current regime tried to put on a good face at these events, since they were already under serious foreign pressure to restore democratic elections. All for One probably believed he would be safe from attacks while under such intense public scrutiny. However, if all went well, no one would even notice the fall of the most powerful man in Japan.
The military assassin moved quietly among the crowd, wearing a silver sparkly gown. She passed All for One laughing among a group of well-dressed people. He appeared to be flirting outrageously with the American ambassador. His wineglass sat on a tall round table. A flick of her hand slipped in a white powder.
It was difficult to be absolutely certain if their poison would knock out All for One without trial and error. However, if the drug didn't affect him then he likely wouldn't even notice it. She had a couple more to try.
The assassin watched All for One as he took a sip. In short order, he'd started slurring his words. He stumbled, gripping the white tablecloth. Then he headed for the men's restroom.
This was perfect. The intelligence team had anticipated possible reactions from All for One after he fell ill. They already had a team of soldiers waiting just outside the bathroom window, ready to enter. The assassin sent a message on her phone. Then she stuck an out-of-order sign over the bathroom door.
Minutes later, smoke poured out of the bathroom. This was a known ability of All for One's, but it was a pity that the guests might be alarmed. The assassin headed for the microphone at the front of the banquet hall to announce that there had been a small accident with the sprinkler system, nothing to be concerned about.
Then she realized the murmuring of the crowd wasn't only because of the closed bathroom. The ambassador of the United States of America lay conked out on the floor, snoring. He was surrounded by increasingly agitated Diplomatic Security Service officers.
The assassin immediately headed for the exit, power-walking as fast as she dared to avoid attracting attention to herself. When she stepped out into the cold night air, she breathed a sigh of relief and reached for her phone.
"Don't move," a deadly voice purred in her ear. Cold steel pressed against her throat.
The assassin went still. Even without turning her head, she recognized All for One's voice. As well as the outline of an army knife in the darkness.
"Give me your phone."
Her phone had a special feature to erase all data with one touch of a button. She reached for it.
"Nuh-uh, now that I know where your phone is, I'll get it myself." All for One reached down and removed her phone from her pocket. She briefly considered trying to grab it and press the button, but if she had to die for her country then she did not want it to be making an entirely futile gesture. She could never be faster than a man with so many powers.
"You swapped drinks with the American ambassador," she said, wanting to keep him talking long enough for help to arrive.
He didn't reply as he professionally patted her down for a second phone. How odd—all the intelligence about All for One said that he loved to talk. She tried again. "You must have known about the plan from the beginning, that's why you flirted with the ambassador before I even poisoned your drink." Another odd tactic from All for One. Something strange was going on here. Why had All for One threatened her with a knife instead of one of his many abilities? He'd used smoke…but there were plenty of ways to produce smoke besides a metapower. "You're not All for One!"
"Oh, I do wish you hadn't realized that. I was planning to let you live." Green eyes looked down on her coldly. "But since you wanted to throw my brother into a dark cell forever, I won't lose any sleep over your death."
Adrenaline pumping through her veins, she dropped to her knees to duck under his arm, then ran. She reached for the gun strapped to her thigh. Once she put a little distance between them, she could surely take down a mere ability-less civilian—
A knife thrown from behind went clean through her throat, and the gun clattered uselessly to the ground.
Bellowing, Gigantomachia busted down the brick prison wall. Hisashi smiled, admiring his handiwork: a combination of a strength and a giantification metapower. Gigantomachia had been a brilliant acquisition, with his unique ability to handle multiple powers at once. Hisashi still planned to find a better ability to let his favorite bodyguard grow even bigger.
A dozen of All for One's agents poured through the hole in the wall. The prison guards didn't even bother to fight, simply running. Hisashi had come here to free his own imprisoned people, so he didn't bother to open the other cells for now. Perhaps it would be entertaining to let everyone out in order to embarrass the government, but if he did it now then he'd cause a riot.
His phone rang. The Captain Hero theme song ringtone was assigned to only one person. Hisashi picked up immediately. "How did it go, my dear brother?"
"Even better than planned." Yoichi laughed. "I seized an opportunity to drug the American ambassador. Thanks to the evidence on the assassin's phone, we can connect the crime to the Japanese military. The sanctions will go from bad to absolutely brutal after this."
Hisashi chortled. "Well-done. How did you get past the ambassador's bodyguards?"
"Oh, I winked at him, and he came right over."
"Hmm? Did he think that you had intelligence to share with him?"
"Heh, he wanted to share something all right. Don't worry about it, bro." Yoichi's voice could barely be heard over the sound of Gigantomachia breaking more walls. "I've obtained a spy's phone and some interesting information for you on internal American politics. How's it going on your end? It certainly sounds exciting."
Hisashi said, "It's so easy that I'm just waiting for something to go wrong."
He'd been only joking, but Gigantomachia immediately ran over, tears streaming down his cheeks. "Lord, I've failed you! I penetrated the solitary confinement cells, but I don't recognize any of the prisoners."
"That would be a failure of intelligence, not yours." Hisashi petted Gigantomachia's head, rewarded with a purr. "Give me a moment." He pressed his hand to an open wire dangling from the broken wall, sending one of his powers through the circuits. In minutes, he had penetrated the main prison computer. "They transferred our people into a military van just a few hours ago, heading for a base in Hokkaido. I can't even strangle any of my spies over this, it happened too recently for them to have known. It looks like the military took some vigilantes too, so I don't think they did this in anticipation of our attack. I might still be able to catch the van." Hisashi turned away. "Come, Gigantomachia."
"Yes, Lord!"
"Wait." Yoichi's voice came from the phone. Hisashi had nearly forgotten his brother was listening. "Not right this moment. We just humiliated the Japanese government on the international stage."
Hisashi understood his twin's meaning immediately. "They'll be looking for 'terrorist attacks' to put in the news to distract from their failures, even if they have to fake or exaggerate the incidents. It would be better to give them as little as possible to work with. It will take a while for the van to reach Hokkaido."
"Exactly," Yoichi said. "We can plan a more subtle interception instead of something flashy."
Hisashi would have thought of the same thing, if he hadn't been too caught up in the moment and his desire to win. His twin had always been good at cooling him down when his recklessness got the best of him. "I could even leave all the prisoners here locked up."
Together, the brothers chorused, "Then we'll make the government media look like idiots when they report a jail break."
The pure twin synergy flowing through him made Hisashi laugh out loud. "I'll download a copy of the prison records as proof that no one escaped."
Gigantomachia nodded. "I don't understand this plan at all, but if Lord's brother thought it up then it must be good."
After a couple years of working together, Gigantomachia had come to trust Yoichi completely. It was a welcome contrast to how he'd used to grumble about being assigned to missions with Yoichi. (Always subtly, but Gigantomachia was not good at subtle.) Teasingly, Hisashi asked, "Oh? Are you saying that Yoichi's plans are better than mine?"
Gigantomachia's eyes widened. "I have inadvertently insulted Lord! I will do anything to apologize." He dropped to his hands and knees.
Hisashi laughed. "I'm kidding! A compliment to Yoichi is a compliment to me, after all. Because we're one and the same."
From the phone, Yoichi said, "Stop teasing Gigantomachia and listen to me. If there are any people imprisoned without a trial, then can you free them? We can submit proof of their wrongful imprisonment to sway public opinion. That way our plan to embarrass the government will still work. And we'll free the vigilantes taken by the military when we retrieve our people, too."
Hisashi rolled his eyes. "You are far too soft-hearted. I'm going to develop a reputation as a softy because of you."
"It's all part of one of my brilliant plans," Yoichi said. "I have long-term intentions for the local vigilantes. Please, big brother?"
Hisashi smiled. "Because I love you so much, I'll indulge you."
"Love you too, big brother. I've gotta go, I have a doctor's appointment early tomorrow and I need to get my beauty sleep." Yoichi hung up.
Hisashi ordered Gigantomachia to carve "All for One Was Here" into the side of the building, then left riding on his bodyguard's back with the warden's hat on his head.
Yoichi changed out of the hospital gown and back into his regular clothes. Opening the door, he asked, "How soon will I get my results back?"
Looking up from his clipboard, Dr. Garaki replied, "I'll expediate it and have your test results back within a day."
"Thanks," Yoichi said. "Can you help convince my brother that my body is strong enough for a metapower? Come on, I haven't coughed in a month. A power would be extremely useful for pretending to be him."
Dr. Garaki adjusted his googles. "You shouldn't overuse that trick. Last time you tried it, I was able to figure out it was you."
Last time, Yoichi had deliberately given himself away because Dr. Garaki had been trying so hard to tell the twins apart that he felt pity. Even years later, the doctor was still a bit sore about failing to notice the first time Yoichi had replaced his brother. Afterward Hisashi had pretended the swap at the march had been his plan all along, but that had only made Dr. Garaki more resentful at not being included. With a light, flattering smile, Yoichi said, "No one else knows Hisashi as well as you."
"That's true." Dr. Garaki puffed out his chest. "We'll see after the test results. You know your brother is only worried about the condition of your body. We've had serious issues with people who have failed to adjust to powers in the past, and we still don't completely understand why."
"I know." Yoichi sighed. "I've just always wanted a metapower." He'd wanted to develop one of his own, secretly believing it would surely be strong like his brother's All for One. But he would settle for a gifted power, if only his twin would agree.
It stung deeply that Hisashi wouldn't share his powers. They'd always shared everything. Yoichi knew his brother was sincerely concerned about his health, but Hisashi was overprotective and overly cautious. Frankly Yoichi would be willing to take the risk. He wanted to feel like he was one of the metahumans making up their movement. He wanted to be able to help his brother fight. Couldn't his twin just remove the power if it turned out to be a problem later?
Dr. Garaki patted Yoichi on the shoulder. "No matter how the tests turn out, you're already doing a lot for All for One. Right now, you serve as a voice for people without powers, or people with virtually invisible powers like me. That's important, too."
"I didn't think of it like that. Thank you." Yoichi smiled. The doctor was such a kind person. He was unfailing helpful to Yoichi, he had a pleasant demeanor toward his patients, and he loved children. Even if Dr. Garaki had a bit of an ego, that was understandable for such a talented scientist. Yoichi had always liked the man.
After his medical exam, Yoichi headed to the gym. He'd been working out every day in order to build up the muscles to look more like his twin. Already he'd made great progress. Afterward he practiced knife-throwing and sleight of hand. It was all to fake powers and become a better body double. Yoichi sometimes wished for longer hair, but he hadn't been able to sell his twin on the idea and they needed to look alike. If serving as a body double was Yoichi's most important role in the organization, then he was determined to do it well.
Even if he sometimes wished he was good for more.
Hisashi sat in a café, sipping a latte with the perfect balance of sweetness and cream. The staff knew his taste. Hisashi never had to pay here—after all, the owner owed him a favor.
Tipping down his sunglasses, Hisashi watched a nervous woman approach. She wore a blue ruffled top and a pencil skirt. In his head, he classified her as the Haga Technologies CEO because he didn't bother to remember unimportant people's names. She glanced in all directions, sweating. Hisashi did not make it easier for her by approaching first. But he did take off his sunglasses and slip them into one of his many pockets. He adored the coat his talented twin had designed for them. It looked perfect for both business meetings and villainy. Today held a dab of both.
The CEO slid into a seat across from him. "Are you…All…" She stuttered, unable to complete his name. It didn't matter to Hisashi if she said it out loud or not, since everyone in this building belonged to him. Her included, even if she didn't know it yet.
As amusing though it was to watch her squirm, Hisashi's time was valuable. "You need me to remove a metapower from your son." Hisashi had known long before she'd contacted him, because he'd slipped the power to the ten-year-old boy himself. It made the child exude noxious gas. In fact, Hisashi regularly forced unpleasant and obvious powers on people who opposed him politically or their children. It was so amusing (and useful) to see his enemies come to him, desperately needing him.
She shook her head. "No, he wants to keep the power." Her voice rose stridently. "And why shouldn't he? It's a new era! My son needs to be able to defend himself! I've been saying for some time now that the new metapower laws are completely unreasonable. What started as a way to maintain order went too far."
In fact, the CEO had been saying no such thing. She was one of the current prime minister's biggest donors and her company sold weapons to the military. It was always interesting to see how bigoted parents reacted when their own precious little angel became metahuman. Some violently rejected their children, some were desperate for a cure, and some of them immediately flipflopped hard on their political viewpoints. Hisashi didn't care as long as he got what he wanted. And even though the CEO appeared to be the third kind, she still needed him. "Then your son requires assistance with the side-effects."
She nodded. "The gas has been making him sick."
This was at least partly because the boy hadn't been born with the ability. Hisashi had several different metapowers that imparted various types of immunity to poison. He could easily part with one of them. "Did you bring the information I wanted?"
She slid over a flash drive. "Half here, the rest after you help my son."
Pocketing the flash drive, he stood up. "Take me to him." He would like to get this over with quickly. A bit of irritation gnawed at the back of his mind. Maybe because this strong-opinioned, career-minded woman reminded him of his mother, except his mother had reacted very differently to his power. She'd wanted him to get rid of any hints of abnormality right away. Hisashi pushed the irritating feelings aside. He'd never needed anyone except Yoichi, anyway.
He focused his mind back on the plan. The military was creating a team of traitor metahumans who would oppress their own kind, and Hisashi intended to end the so-called heroes team before it got a chance to start.
Hisashi returned back to his base with military locations and security plans in his pocket. He headed for Dr. Garaki's office. Normally he would greet his twin first, but Yoichi did not know about the children Hisashi forced metapowers on. There were some things Yoichi was too softhearted to understand. During missions Yoichi often acted too merciful, but of course Hisashi indulged his twin. Hisashi would handle the dirty business for both of them.
Dr. Garaki sat before his desk, typing. He looked up. "Did the swap go as planned, Master?"
"I lost an ability instead of gaining one, but that piddly power was nothing I wanted. The information is comprehensive. I have everything we need to destroy the Special Power Military Team." Hisashi bared his teeth. He had stronger motivations than political reasons or even desire to claim some strong abilities: this was personal. Metahumans who joined the military were the lowest of scum even (especially) in a villain's eyes. Taking a seat, Hisashi said, "First, tell me about the test results from myself and my brother."
Dr. Garaki sighed. "It's as I suspected. I'm certain at this point that All for One is the result of two different powers: the power to take meta abilities and the power to give them. I've found a couple other cases of twins with compatible powers. Also, my tests clearly indicate that your All for One contains two powers within it. I would say with 95% certainty that Yoichi was born with the ability to give metapowers, but you took it as a child and merged it into your own power."
Hisashi's shoulders sagged. He'd already suspected this but hearing it confirmed still felt unpleasant. (Deep down, Hisashi winced every single time Yoichi talked about the unethical nature of taking and giving metapowers without consent, because he still remembered what he'd done when he and his brother had both still been children. That had been an accident. He wanted to believe his twin would understand if he ever found out. He also didn't want to risk it.)
Noticing, Dr. Garaki asked, "What does it matter? The ability to give a metapower was completely useless to Yoichi without the ability to take them. Even if he found out, I can't imagine he'd ask for it back. He knows you need it."
Yes, but Yoichi would want to know why Hisashi had never admitted to stealing his power. Hisashi didn't have a good answer for that. For a long time, he'd planned to slip Yoichi's ability back and pass it off as a hidden ability. Now that was no longer possible. Over the years, Yoichi had tried so many different abilities and been heartbroken at each failure. While Hisashi had watched and never told his twin he was wasting his time. Hisashi's tiny lie had swelled and blossomed into something his twin would see as a betrayal.
In order to win forgiveness, Hisashi would have no choice but to give his twin any metapower that he wanted. Even Hisashi had to admit that only his strongest powers would be a fair trade for Yoichi giving him the cornerstone of his own ability. But Hisashi had concerns about the impact of a strong metapower on his brother's frail body. Even if Yoichi had been doing better in adulthood, he still coughed and became short of breath easily.
"Do you think that Yoichi's ill health might have been exacerbated because I took his metapower? Would giving him a new power make him better or worse?"
Dr. Garaki shrugged. "That's very tricky to say. We don't yet fully understand the impact of meta abilities on the human body. At least right now your brother's health is stable. Given how many test subjects have suffered bad reactions, especially from more powerful abilities, I would be very hesitant to recommend giving a power to Yoichi."
Hisashi swallowed. He nearly nibbled on a lock of his hair, but he restrained the bad habit. Truthfully, Hisashi did not want to give his twin a metapower. As the only one with a power, Hisashi naturally took the lead in the organization. Yoichi deferred to Hisashi because Hisashi had explained that only people with powers could truly serve as representatives in the movement. It would be very awkward to be exposed as a liar. If Yoichi knew about half of the power of All for One originally belonging to him, then he would expect more say in how Hisashi used the power. That would mean a great deal more mercy and foolishness. Hisashi preferred to keep Yoichi out of the worst of his business and keep his twin safe. Really, it kept them both safer. Hisashi could take over Japan for the sake of himself and his only family member without being bothered by his twin's more delicate conscience.
However, Hisashi was still plagued with guilt over taking Yoichi's power and lying about it. He'd told lies to his twin before but never about something so important. Fear itched at the back of his mind that this particular lie just might be important enough to cause a rift. Nothing could ever break the twins apart, of course, but Yoichi would be hurt. Hisashi had a duty as the stronger brother to keep his twin from getting hurt.
Dr. Garaki said, "If you found a regeneration power, a strength enhancer, or something similar, then I believe that would be relatively safe. Such a power might even improve your brother's health. If it had negative side-effects, then you could always take it back. I would monitor the situation closely."
Hisashi immediately liked the idea. A weak power would finally fulfil Yoichi's wish and repay him for his stolen ability, but it wouldn't encourage Yoichi to recklessness and fighting in battle. "Add that to the list of abilities we're searching for."
Nodding, Dr. Garaki typed. "You have nothing to feel guilty for, Master. Yoichi could never have used his metapower without you. Besides, if you don't mind me saying so, your little brother has been spoiled by you. He doesn't know all the things you've done to keep him safe."
The doctor believed Yoichi was younger because Hisashi had told him so. Hisashi had the right to claim the title of older brother, because he'd looked after Yoichi like a parent for years, tending to him through his sickness and keeping him fed. That made Hisashi far more like an older brother compared to a measly matter of who had exited the womb less than an hour earlier.
Except for that minor detail, everything that Garaki said was completely true. Hisashi deserved the power of All for One because he used it to keep both himself and his twin safe. Only he had the cleverness and ruthlessness to use the ability as necessary. And Hisashi would protect them by carrying a piece of Yoichi around with him everywhere, as felt fitting. They were twins, two halves of a whole. What belonged to Yoichi naturally belonged to Hisashi.
Hisashi left the doctor's office in a good mood, having successfully convinced himself of a solution. Once Yoichi had a power that improved his health, he'd be better off than when he'd had an ability he couldn't use, and Hisashi's conscience would be clear.
The twins' private quarters were located on the upper floor, above the military base and the laboratory. Hisashi pushed open the door. "I'm home."
"Welcome home." Yoichi set down his comic book and leapt up from the sofa. He smiled as he hugged his twin.
Hisashi admired their images in the mirror hanging over the mantle: mirror images except for their clothing. Yoichi wore sweatpants and a Captain Hero sweatshirt. Hisashi ran his fingers through his twin's hair to neaten it and tucked back a lock. Like that, they looked even more identical.
As Yoichi helped his brother take off his coat, he asked, "What have you been up to?"
"I came from the doctor's office." Hisashi composed his face into a serious expression to deliver the news. "Dr. Garaki is almost completely certain that you were born without a power. He ran several newfangled tests. I'm sorry."
Yoichi's face fell, but he only nodded. "I've thought so for a while."
"He believes that most powers would be risky for you, but I'm looking for a power that would enhance the strength of your body or improve your healing. Those should be safe."
Hisashi had hoped his twin would react with enthusiasm at the offer of a metapower. Yoichi only hung his head. "The weakest of powers, huh."
"You'll never be weak, because you're half of me." Hisashi tapped his twin's nose. "I need you again."
As expected, that cheered Yoichi up. "For anything in particular?"
Hisashi planned to give a metapower to the daughter of a general involved in the new Special Power Military Team. He'd pulled this trick often enough that he liked to have an alibi when doing it, to prevent anyone from catching on. He lied, "I need an alibi for raiding the military van to rescue our people and those vigilantes you wanted to save." That easy mission didn't actually require his supervision, so Hisashi would be sending Gigantomachia alone.
"Then I have an idea." Yoichi took a notebook from the stack of books on the coffee table. "Our informants say that the local vigilantes have been organizing. Currently they're more of a conglomerate of separate teams but they've moved from information sharing to unified action. They may soon become a proper organization. That's why I wanted you to put them in our debt by saving their people. I'd like to meet with their leader, Gearshift. I might be able to turn him into an ally."
Hisashi didn't consider that very likely. So far, he'd avoided conflict with the vigilantes, both to focus on the government and because his hero-loving brother liked them. However, he expected they would oppose him when he made a serious move to take over the city. "Don't get your hopes up too high. My impression of the vigilantes is that they're too cowardly to support real change."
Yoichi hummed under his breath. "Their leader doesn't seem like a coward. Let me try, brother?"
Hisashi could never resist the puppy eyes. He kissed his twin's cheek. "Anything for you. Perhaps you'll pull off another miracle."

Hisashi: Yoichi, the American ambassador invited me to the Kabuki opera this Friday. I can't figure out his angle. Did he say anything to you about needing a metapower given or removed?
Yoichi: Oh, that silly little matter is hardly worth your time, I'll call him back on your behalf. Hey, do we need any intelligence from America? I'll have it ready for you on Friday. No, make it Saturday, I'm meeting a media mogul on Friday.
Hisashi: Don't return home too late.
Yoichi: (Sighing) I could aid your intelligence operations even more if you didn't send bodyguards busting in whenever I stay out too late.

Omake: A Brother's Selective Blindness
Hisashi: My dear brother, I rarely admit inferiority in any category but I'm impressed at your ability to inquire intelligence.
Yoichi: Why, thank you!
Hisashi: On an unrelated note, I wonder why I've picked up a reputation as a dangerous seducer.
Yoichi: People are probably just jealous of your natural good looks.
Hisashi: That completely makes sense.
Author's Note: Dr. Garaki is correct in his hypothesis about All for One. Originally Hisashi had the ability to take quirks and Yoichi had the ability to give them, but Hisashi accidentally took his brother's power back in chapter one (when their father dragged them apart at the hospital.) Their combined power became the All for One quirk from canon. As for how Yoichi will later pass down One for All, and the cause of his ill health, you'll have to wait and see.
