Pain seared through Cell's body. The only thing he could see was an impossibly blinding light, and in the middle of the light was a young boy. Not even one hour ago Cell was caving Gohan's skull in. Now Cell's body was being ripped apart by that same boy. Emotions swirled through Cell's head: Fear, pain, frustration. Genuine fear for the first time in his life. But Cell had no time to process it. In almost an instant, Cell was vaporised.
"I AM PERFECT!", Cell screamed, his shriek echoing through the desert wasteland. Not even a single cell survived. Cell was no more.
Cell slowly awoke. He was sitting in a chair in a strange room. Although calling this a room was a bit of a stretch, it was more of an infinite black void. In front of him was a lady wearing an elegant blue dress that was not too dissimilar to the outfit of a nun. She brushed her white hair behind her ear and greeted Cell.
"I am the goddess Eris, you are here because you have died.", Eris said with a soft, heavenly voice. Cell jumped out of his seat.
"What?! Where am I?!", Cell bellowed, "Is this what Hell looks like?!"
"You are currently in limbo. I present you with two choices - Go to hell and rot there for eternity, or be revived in a new world to save it from the threat of a demon king. Now choose."
Cell smirked. This was the easiest choice of Cell's life. Who the hell would choose to go to Hell? It's not as if Cell had to actually save this new world from the demon whatever, right? Cell raised his palm at Eris, preparing to fire a ki blast.
"Listen here woman, if you want to live, then you'll revive me immediately.", Cell chuckled.
"First off, you don't need to threaten me. Second off, you realise that your powers don't work here right?", Eris giggled.
"Hah! Your bluffs won't save you!", Cell shouted. But when he tried to put some energy into his hand, nothing happened. He tried extra hard to put some energy into his hand. Still nothing happened. He even used both hands, but still nothing happened. Cell could hear Eris' giggling. Damn this accursed goddess! He was actually mocking the great Perfect Cell! What happened to his powers!
"Sorry, I forgot to tell you that three of your friends told me to take away your powers if you ever arrived here, hehe!", Eris giggled, "They said you were a bad person or something, although I don't know how true that is. They didn't actually tell me they were your friend, I just assumed they were since they knew you. Were they pulling a prank?"

Oh. It was probably Goku, and that weird blue guy he was teleported to right before he exploded. Cell didn't know who the third person could have been, but he was too enraged to care. He released a mighty roar. He fell to his knees and slammed his hands against the floor, cursing that Saiyan monkey and his damn friends! Cell's perfect chance to re-enact his plans were foiled even after Goku's death! He continued to slam his fists against the floor in pain and anger. Meanwhile, Eris stopped giggling and just watched. This guy looked menacing at first, but now that he was just throwing a baby tantrum he just looked a little sad. Eris almost felt bad for him.
"Um… I can give you your powers back if you want…", Eris said, taking pity on Cell after seeing his fit of rage.
"You can?!", Cell yelled, his eyes immediately lighting up.
"Yes I can! But you must promise one thing!", Eris said, with a serious expression on her face, "You must promise to never use your powers for evil!"
Cell gritted his teeth and muttered under his breath. He wasn't allowed to use his powers for evil? How else was he going to use his powers? But Cell had an idea just then. Maybe he himself couldn't blow things up and kill good people, but could he maybe gather an army under the pretence of trying to defeat the demon king, only to then use that army for whatever he wants? Cell grinned. Perhaps this would work out after all...
"...Alright. I'll take up your offer. I won't use my powers to blow things up or kill any good people or whatever."
"Very well. Normally you get to bring a magical item with you when you get revived. This collar I'm giving you will serve as that item", Eris said. She grabbed a collar and walked up to Cell, "This collar will give you all your powers back, but if you ever kill a single good natured person then that collar will remove all of your powers immediately."
She placed the collar on Cell's neck. Cell was 7 feet tall, which was a little too high for her, so she had to jump up to reach properly, but the collar was still fastened around his neck. Luckily for Cell, the collar was barely noticeable to anyone else that might look at him. It annoyed Cell a little that he had to plan things in such a roundabout way, but with this collar he could finally get his second chance…
"Ok, I'm sending you back now!", Eris said as she smiled and waved, "Enjoy your second life! And remember that you can't do any evil acts! Good luck defeating the demon king!"
Cell smirked. He wasn't about to defeat the demon whatever! This was his second chance at life, of course he was going to try and rule the world! Cell menacingly chuckled a little as he saw a blinding white light obscure his vision. This was it. It was time for Cell to terrorise the world once more…

Cell's eyes slowly widened. He appeared to be in a grassy field in the middle of nowhere. There was a clear blue sky and vibrant green fields all around him. There was even a clean flowing river! He looked in the river just to make sure that nothing else was changed.
"I've still got my handsome face, hehe…", Cell said as he admired himself in the reflection of the river, "This is actually pretty sweet, hahaha!"
BOOM!
A random explosion interrupted his thoughts. Cell didn't really know what that explosion was, but he assumed it was some warrior training in the grasslands. Cell couldn't sense their energy, but he just assumed that this was because he was in hell. Cell took to the air and flew to where the explosion was. He couldn't wait to find who this strong warrior was! Cell reached the location in no time flat and…
Oh. Cell's smile vanished when he saw that it was just two kids trying to escape from a group of giant frogs. One of them - a small girl in a red outfit - wasn't giving off any energy, so Cell assumed she was dead. Although he could barely sense any energy from the boy either so maybe they were both too weak to give off a significant amount of energy. One of the frogs appeared to be eating something, but another frog was jumping over to the small girl.
"Well, that sucks for them,", Cell nonchalantly said as he looked away. But just before he flew away, he paused to reconsider, "Hmmm…. I suppose it wouldn't hurt to test my strength a little… I can't risk hurting the humans, but the frogs should be fair game!"
Back on the ground, the boy simply stared as the girl lay face down on the ground, seemingly resigned to her doom.
"I'm sorry Kazuma… I can only use my explosion spell once a day because it uses up so much energy…", said the girl solemnly as the giant frog approached.
Kazuma was in a similar situation to Cell. He had died not too long ago, but he got the cartoonishly short end of the stick. When Kazuma was revived, he was allowed to bring an item with him, just like Cell. Unlike Cell, Kazuma decided to bring back the Goddess Aqua, the person that allowed him to revive in the first place. This turned out to be a detrimental mistake because although Kazuma was promised the life of an RPG hero, he now lived in a smelly barn and had to work a part-time construction job along with Aqua, who turned out to be a lazy bum. RPG heroes usually go out on quests given to them by a guild, and Kazuma luckily found some time outside his part-time job to go out on one of these quests - specifically, they were on a quest to kill 5 giant frogs. Unluckily, Kazuma and Aqua were too weak to take on this quest, so Aqua found herself being eaten alive, while Kazuma just watched. They even found another party member, and although she was powerful enough to kill one of the frogs, she was too weak to do anything outside of that. And so, Kazuma found himself just watching as the girl lay face down in the grass, unable to do anything about the approaching frog.
"Megumin…", Kazuma said, dumbfounded at the severity of his bad luck, "Wait what the- Megumin behind you!"
"I know the frog is here to kill me Kazuma, you don't have to remind me. Also, I literally can't look behind me even if I wanted to."
"No, not the frog! There's a weird green guy behind you!"
"...Like, he has green clothes? You have green clothes, how come this guy's the weird one?"
"No, his skin is weird. He also looks kinda like a bug and- WHA?!"
"What happened? And did you say he looks like a bug?", Megumin asked. Just then she heard a large thud right next to her, "Kazuma what was that?"
"This bug guy just… k-kicked the frog high into the air… and now the frog is d-dead…", Kazuma stuttered as he tried to describe the sheer power he just saw. Cell had decided to turn back and help these kids, but only so that he could test his strength. Luckily for him, that goddess didn't seem to pull any shenanigans, so it appeared to be fully intact.
"So the girl is alive,", Cell said as he turned around, "Say, Kazuma was it? Is that person being eaten by that frog in the distance also one of your friends?"
Kazuma meekly nodded. Nothing could describe the sheer shock that he went through in the span of one minute. Nothing could describe how much more shocked he was when Cell fired a laser from his finger and made the frog explode, freeing a blue haired lady from its maw.
"Kazuma, I heard an explosion. What's going on?!", Megumin frantically asked, intrigued by the loud boom of the explosion. She then felt someone grabbing her from underneath her shoulders and pulling her up, allowing her to see who it was that may have just saved them. Her eyes widened in shock when she saw an almost human looking face on the head of some strange bug-human hybrid. She was pretty scared, but she couldn't do anything about her situation right now.
"I assume your name is Megumin,", Cell said. He tried to put Megumin back on her feet, but he had to catch her after she fell over, "The frog beat you up so bad that you can't even stand? And what was that explosion?"
"I did an explosion spell, but I used up too much energy so now I can't move… But you did an explosion and you're still standing! How did you do that?", Megumin asked with wonder and excitement in her eyes.
"Well it was just a simple laser…", Cell responded. That explains the explosion then. Although Cell thought that the reason it was so small was because someone was just training, did this girl really use up all her energy on that? The boy in the green outfit didn't seem to be very strong either - he had the same amount of energy as an ordinary civilian on Earth. And that blue haired girl in the background didn't even give off a single drop of energy, so she must be even weaker somehow… Regardless, Cell was only here to test his strength, so he dropped Megumin and walked off.
"Hey whoa!", Kazuma suddenly ran over to Cell, "There are still more frogs over there won't you help us with our quest?"
"Pipe down human, I only wanted to see if I still had all my strength. I have no interest in your quest, whatever that is,", Cell sternly said, not wanting to converse with these weaklings anymore, "By the way, you're on your own for those other 2 frogs over there."
Kazuma looked behind him. There were indeed 2 frogs over there. This was bad. He couldn't possibly stand a chance against 2 more frogs! He really needed Cell's help.
"Wait! Don't go! My party's useless, if you leave me here I'm a goner!", Kazuma pleaded.
"Well too bad. You're on your-", Cell tried to reject Kazuma's pleas, but he was interrupted by another voice.
"My clothes are burnt!", It was the blue haired lady that was stuck in the frog. She was covered in slime and her clothes did look a little scorched around the edges, "My outfit is ruined and you're just gonna leave?!"
"I don't care about your-", Cell tried to shut this blue lady down as well, but he was again interrupted.
"Please don't go!", This time it was Megumin that yelled, though she was still laying face down on the ground, "You make cool explosions! Teach me explosions! Pretty please?"
"I'm not a- ", Cell tried to speak up, but was yet again interrupted. This time it was the blue haired girl poking his chest.
"Who the heck are you anyways? We totally had that situation under control, but then you swooped in and now you're gonna take credit for our job!", Aqua shouted. Meanwhile, Kazuma was still pleading Cell not to go. Meanwhile, Megumin was still begging Cell to teach her cool tricks. Meanwhile, Aqua was still berating Cell. Meanwhile, Cell just sighed.
Cell placed two hands on his forehead… Nope, no sign of Gohan or any of the other Z Fighters. In fact, he found it hard to sense anything. There had to be another person somewhere here, was this world really that weak that he could find anyone strong enough to sense? Cell sighed once more.
Perhaps going to Hell would've been the better decision…
