Izumi would have loved to say that her plan proceeded flawlessly. That her and her group were able to get to out of the flood zone safely. Of course, that was far from the truth. In actuality, everything that could have gone wrong, did indeed go wrong. And it all started with the very first step.
Izumi had placed her hands on the deck of the yacht in an attempt to lift it at least a small amount for better displacement. She severely underestimated the weight of the ship. Instantly upon activating her tactile telekinesis, her head split into a massive migraine. Still though, she pushed on. The boat lurched to the side and her footing and concentration slipped. She let go of the deck, the boat still having a slight rock and turned to her teammates.
"New plan Kodai." Izumi said. She rubbed her fingers on her temples in an attempt to alleviate her pain.
"Hm?" The aloof girl questioned.
"You'll have to do this without my help. I can't lift the ship."
Yui nodded in response. She crouched down to the deck, hands flat on the surface.
"On my signal, make it as big as you can, then return it to it's original size. As soon as she's done with that, freeze everything Todoroki." Izumi instructed.
"Ready?"
Her teammates confirmed with a nod.
"Go!" Izumi shouted.
Yui slapped both of her hands on the deck and the yacht started growing rapidly. The villains below yelled and screamed incoherently. As soon as the ship was near 3 times the original size it stopped growing. Yui looked over to Izumi, waiting for the signal to release her quirk. Izumi nodded and as soon as Yui pressed her fingers together, the yacht popped right back to it's original size. However, it didn't exactly have the desired effect. The wave it created was smaller than anticipated. But Izumi continued with her plan anyways.
"You're up, Todoroki!" She shouted.
The boy stomped his right foot on the deck. Ice spread quickly, barreling over the side and splitting the ship in half. In a matter of moments, the flood zone was covered in ice. Frozen waves spread across the span of the area, villains trapped with nowhere to go.
'At least this part of the plan worked' Izumi mused to herself. 'We should probably get these guys out of the ice so they don't freeze to death'
So they did just that. Shoto unfroze the villains one by one as Yui pulled out shrunken quirk-suppression cuffs and rope for her and Izumi to place on the villains. It took a while, but soon all 37 villains were captured. Unfortunately, the ice on the surface of the flood area wasn't going to hold. Between the constant stream of sunlight from the skylights in the ceiling, and Shoto unfreezing the villains, the infrastructure was collapsing. Cracks formed in the ice and from her spot on the shore, she could see Yui and Shoto wouldn't make it. Izumi reached out with her quirk, making sure to grab both her classmates and the villain, right before the ice below them shattered. The water rippled, moving back to it's original state before Shoto froze it over. Izumi strained while pulling them to shore. As soon as their feet touched the ground, Izumi collapsed. Quirk exhaustion was getting to her. Her head pounded and her body felt weak.
"What should we do with these guys?" Shoto asked, gesturing to the captured villains. His tone was monotonous as ever.
"You two stay here and keep an eye on them. You're definitely more capable than me. Especially right now. I'm gonna head back to the command center and see if anyone else managed to capture any thugs as well. If there were some here waiting, I'm sure they were in other areas as well." Izumi replied.
She got to her feet and started heading towards the central area without waiting for a response. It was a quick jog from where they were, so she could see the aftermath of the battle their teacher was in. Dozens of thugs littered the area with Shota Aizawa, AKA Eraserhead, standing in the middle, panting heavily. He was staring at the man with hands all over his body. He seemed to be the head honcho of the villains that attacked. Next to him was a massive bird-like creature. It looked as tall and muscular as All Might. Izumi turned her attention back to the enraged leader, catching the last bit of his monologue.
"...Nomu, attack him."
In an instant, the bird creature was behind Shota, slamming his face into the concrete. Before Izumi could react though, a scream pierced the air. Tsuyu Asui, the frog girl whom Izumi didn't even know was in front of her, screamed in fear for their homeroom teacher.
"It seems All Might is not going to show up, young Tomura." The mist villain warbled as he appeared next to the leader.
"Bah! This is what we get for relying on outsiders." He stated angrily.
"My apologies, young master." The mist replied again.
"It's whatever, Kurogiri. This isn't fruitless yet. We can still cause All Might pain by killing his students." Tomura said. He stalked his way towards Tsuyu, who was frozen in fear.
Izumi was on it immediately, moving before she could think. She used everything she had in her, activating her quirk and yanking Tsu out of the way. Unfortunately, right after that, Izumi collapsed on her knees. Tomura snapped his head towards her. Anger was very clear on his face. He started towards her and being unable to move, Izumi sat frozen. She tensed as the villain placed his hand on her face, but nothing happened.
"You're so cool, Eraserhead." Tomura growled. He looked towards the hero underneath the giant bird creature's hand. Aizawa's eyes were glowing as he struggled to keep his head up.
"Nomu, make sure he can't interrupt me again."
The Nomu slammed Aizawa's face into the ground once more. Izumi tried to scream out, but her voice wasn't working. She stared at the pool of blood growing steadily under her home room teacher's face.
"Now, back to deleting this pest from my save." Tomura said. His voice made Izumi turn her gaze back to him. All she could see was the dull red glow of the villains iris.
His hand was approaching her face once more. Izumi turned away and squeezed her eyes shut. The silence was so deafening that she could hear her own heart beat. A dull thud and a slight crack made her snap her eyes open.
Izumi was confused. She thought for sure that the man in front of her was going to kill her. But instead, she saw a cloaked figure with dark hair and armor made of some sort of metal, standing in front of her with his hand wrapped around the villain's wrist. She could feel power radiating off the person, though his aura felt oddly soothing to her.
"Is that any way to treat a lady?" The cloaked person asked. His voice wasn't super deep, but the baritone sound was enough indication to his gender. The villain was utterly confused, and Izumi couldn't blame him. She was just as awestruck at the random person who just seemingly dropped from the ceiling.
"A-and just who the hell are you?" The villain asked. There was a slight edge to his voice. It was obvious he was nervous. Izumi was sure he could feel the same energy she felt coming off the stranger. But she had a hunch that the villain didn't feel the same calming waves in his aura that she did.
"My name's Izuku Midoriya, and I'm here to stop you." He proclaimed with a smile. He flared his aura and the villain fell back, ripping his wrist from Izuku's grip. He turned to Izumi and offered her a hand and a smile.
"You should go. I can handle old hand-job here. Get Aizawa and any of your classmates you find on your way to safety." Izuku told her.
Izumi found his tone to be kind, yet also demanding. He left no room for argument. She took his hand and stood up slowly, taking a minute to maintain her balance and shake off her headache. Izumi glanced behind the boy and saw the villain lunge towards them. But before she could say anything, Izuku whipped around in a motion that almost looked like he was pushing someone. The villain flew back about 30 meters and landed in a heap on the ground.
"H-how did you..?"
"I'll explain later." Izuku cut her off. "Right now, we need to get out. Go and collect anyone you can. Get to the door. Hold the line till the pros get here. You all have permission to use your quirks."
Izumi nodded stiffly, still awestruck by the boy in front of her. She turned in the direction of Aizawa and the bird creature and took off as fast as her legs could carry her.

Of course Nezu would send him into a war zone. It was just like that rat. Izuku's knees ached a bit from the landing. It's honestly what he gets from trying to be a super hero. Next time he'll definitely climb down the rafters like a normal person.
Izuku watched as the girl he just saved ran towards her teacher. The bird thing was still holding him, but Izuku figured the monstrosity wouldn't move unless told otherwise. Which means that Izuku needed to provoke old handjob to get it over here. He turned his attention towards the villain in question, who was silently glaring at him. Izuku rolled his eyes at the coward.
"Well? Aren't you gonna do something, Handy?" Izuku snarked. Provoking a dangerous villain was probably not a good idea. But he honestly didn't care. Life was a sacred thing, and Izuku will do his damndest to protect it from people who try to destroy and/or control it.
"I will ensure your death at my hands, even if its the last thing I do." Tomura growled. The villain scratched at his throat leaving marks on himself.
'Must be a nervous tick.' Izuku thought to himself. He kicked off towards the villain, using the Force to enhance his jump and swung his leg down in a devastating arc.
"Nomu!"
Suddenly, Izuku was snatched by his leg and dangling upside down in front of the bird creature. The speed it had surpassed even his extra-sensory skills. The Nomu started to crush his leg as Tomura cackled.
"Now you can't be a bother to me. Nomu, kill him."
The creature raised Izuku above its head and just before he hit the ground, Izuku grabbed his plasma knife and swung upwards through the Nomu's arm. He used the momentum to gracefully land a backflip, tumbling slightly into a back handspring before landing on his feet several yards away. Izuku's leg ached a bit where the creature was holding him.
"Just like the simulations." Izuku mused to himself.
The Nomu screamed in both anger and pain at his missing limb. But that was short lived as the bone started to rapidly reform and the muscle and skin growing over it.
"Of course you regenerate. Because nothing is ever that easy." Izuku said exasperatedly.
The Nomu chose that moment to charge. Izuku closed his eyes. His father's voice lingered in the back of his mind.
'Trust only in the Force. It will guide you.'
Izuku dodged the strike. His eyes still closed. He projected his aura out, shutting down all of his senses. He only focused on himself, and his foe. Plasma knife still in hand, he dodged the next strike, and the next. That's when he found his opening. His eyes snapped open, as his enemy slammed its fists down in a devastating hammer blow. As soon as the Nomu connected with the ground, Izuku leaped onto its closed hands, using the shockwave from the blow to propel forwards. He sliced the creature's neck, landing in a somersault. Izuku finally breathed as the creature's head fell with a thump. His lungs were burning. Izuku looked back towards Tomura. The villain wasn't even upset by what happened. Instead, he was laughing.
"Why are you…"
That was all Izuku was able to get out before he was backhanded by the Nomu. He felt his ribs on his right side break, two of them definitely shattered. Somehow the creature had enough force to break bones beneath the Beskar alloy and send him all the way to the flood area shore. Izuku hit the ground, sliding a few yards before coming to a stop. Luckily, he was able to use the Force to cushion the landing. He struggled getting back to his feet when the no longer headless Nomu came rushing towards him.
'Shit' Izuku thought before a nut the size of the Nomu appeared in front of him, blocking the creatures punch. Izuku turned his head, feeling a presence that wasn't there before. Just behind him was a short girl with dark hair cut into a bob. Her attire was eerily similar to that of an old TV series.
Izuku looked into her piercing sliver eyes for a moment before feeling a faint click. Just then, the entire world faded away, and it was just himself and this girl, connected in a way that Izuku had never felt.
"It's you!" He said.

So, originally I wanted to wrap things up with the USJ arc this chapter, but I got carried away. I don't necessarily think it's a bad thing though. The next chapter will definitely finish off this arc. I'm not entirely sure I said this before, but dorms are already established.
Now, I'm aware that it seems like Izumi is completely random and comes off as a Fem!Izuku. She's not. She'll be important to the plot soon.
