Deus Ex: Rise of a New Power

Prlogue chapter of my first Deus Ex story, just a random thought that occurred to me that I wanted to try and do, enjoy.

Prologue

The year was 2033, following the drastic events that surrounded the Augmented Rights Coalition and the Human Restoration Act in 2029, the world seemed to finally reach a semblance of peace, although tensions still lingered. However for one group, this new state of peace was beginning to raise questions for them and their ability to maintain the control they desired. Meeting in their usual shadowy virtual environment, the Council of Five, leaders the Illuminati, were having one of their meetings, as usual there was nobody able to listen in with one exception and while the five council members sat around the table, that exception stood behind one of the men, watching it all unfold before him intently. Like all the others he was presently hidden in shadow and was privately amused by the theatrics.

'We've all seen each other before, we've had meetings in person and in this virtual setting where we've not used such means to hide our identities.' He reflected. 'It would seem the leadership of our dear Illuminati is in question, Lucius is growing paranoid.'

The man at the head of the table, the aforementioned Lucius, was in fact Lucius DeBeers, the richest man in the world and the overall leader of the Illuminati.

At this present moment he began talking, all eyes currently on the shadowy form that represented him in this meeting.

"We have done all we can to ensure that everything progresses as we intend it to, however even I have to admit, I did not foresee the most recent changes that have occurred." He paused and then shook his head. "Public opinion it seems has started to shift, mostly due to the response of certain augmented special forces units in response to terrorist attacks, including some that were intercepted before they could even begin."

"You are saying that augs are becoming popular, that people are starting to accept them, after all we did to put a leash on them?!" Another barked angrily.

Another male voice, this one recognizable as Stanton Dowd, spoke in response. "You forget yourself, Volkard. Show the proper respect when you're here. Regardless, it is concerning that Mechanical Augmentation is becoming considered more...a necessity for some if nothing else. There is no social acceptance, but people are starting to feel that augmented people at least have a use in society."

The second speaker, Volkard Rand grumbled. "It still doesn't make sense, especially when there is only so far that these Mechanical Augs can go…"

"That's true." The only female member of the council, Elizabeth DuClare added. "If we cannot keep the augmented population under total control as we've tried before...we should instead try to find ways to keep them under our thumb by offering advances in technology, but only when we see fit. If we control when they can make the necessary upgrades, they will fear becoming obsolete."

"It's funny you should mention that." The last of the five spoke, the one sitting before the standing sixth figure. "But there may be a different way. There's still a lot to be done, but if we can show the limits of mechanical augmentation, we may be able to pave the way forward for a new, more controllable type of augmentation."

That caught the attention of the others and Lucius spoke to the figure sharply.

"What are you proposing Morgan?"

Morgan Everett shook his head, glancing back at the man standing behind his chair.

Finally he addressed the Council.

"This is not my proposition, but rather, my protege's here." He said, his smile obvious even in his shadowed form. "Bob, would you care to explain."

With a dry smile of his own, Bob Page stepped around Morgan's chair to the side of the table.

"Forgive my temerity." He began. "But as you heard, if we had a more controllable form of Augmentation, one that wasn't so...disfiguring as Mechanical Augmentation. We'd have a better chance of restoring complete control. Now as it stands we do not have the technology to create such Augmentation at the moment. But we can lay the groundwork by showing the limits of Mechanical Augmentation. All we need is a special person to, as before, unwillingly carry out our plan. The key is making use of any...world problems that just might crop up in the next few days. That will be vital."

The others seemed to consider his words and eventually it was agreed that they'd start to implement is plan, filling in the details that they would need to ensure success before the meeting ended. Standing alone, Bob Page smirked.

'Of course...the paranoia you all feel from the Juggernaut Collective. That works to my advantage as much as this plan will.' He reflected with amusement.

It wouldn't be long now, he had laid the seeds, he just needed to carry out the plan and soon, he would be the one in control.
