Excerpt from The History of the City, chapter one, page 3
The Suhoh Tower was at the edge of the last city standing. The previous council was led by a cruel, egotistical man, who refused to let go of the idea that the humans were a dying breed, and what the Ootori group invented and developed was the next species. The next leaders of the planet. He was the head of the military guard, giving him control of the entire city. The other members of the council were little more than figureheads to stand in his way when he got an idea. The last idea he had were the dreadnaughts. The unmanned killing machines that invaded the surrounding cities and towns, killing anyone that stood in their way. Those in the city that opposed him were gated in with electrical wire and armed guards, and were introduced to low levels of the experimental gas A0TC-B. Everyone just called it the Dust, by the way it gathered everywhere in a dark green film.
The ones left in the council overthrew their leader and took control, but it was too late. The Dust had settled, so to speak. Nobody noticed the gas in our air until something raised the levels. After an investigation that lasted 7 months, there were no problems in the system outputting it, and there were no people permitted into the station that was frozen in its output of Dust. In the first month, 4 children were hospitalized. In the next three months, 40 more people were hospitalized due to lack of sufficient oxygen and other needed elements, sucked from the atmosphere by the Dust.
So the new Ootori Group and Suhoh Committee joined to fund the biggest project since the humans were driven from the city by the Adherents of the Clock. They installed airlocks and seals on all residential and commercial doors, and distributed gas masks and vitamins to every citizen.
Chapter 4: History of the Suhoh Tower
The peace lasted for three months, before the rich, known as Shiners, decided to move out of the larger residential areas, and towards the tower. They wanted no part of the citizens that were forced to move in the Dust and lived without class, as they thought. So they forced their way into the tower, and sealed themselves off. The Shiners created their own rules and regulations, the highest of which is that you don't leave the tower. Ever.
Tamaki Suhoh was, for lack of a better word, prancing. He had brought his stoic soulmate to the middle floors to walk around with the commoners, even though they were still higher ranked than the people outside the tower walls. "Tamaki, if you calm down, I promise to make it worth your while. I have been enduring the worst headache in quite a while." Tamaki looked at Kyouya, obviously concerned, before slowing his pace and clutching his soulmate's hand.
"We can go back upstairs if you want. We can watch the commoners some other day," the black haired stoic nodded and they turned back towards the express elevator. The Suhoh and Ootori families were the only ones permitted to use it, as it only went to the entertainment and shopping floors, and the top of the tower. Tamaki convinced his father to give the access code to Huni and Mori, being the pair's closest friends. Tamaki guided him to their bedroom, laying him down and dimming the lights. "Take your glasses off, Kyouya. You need some sleep."
Before Kyouya could respond, a mild siren blared over the intercom. "The Suhoh Tower Security Team would like to apologize for any inconvenience, but we would like for all of our cherished citizens to finish up any of the activities the tower offers and return to your designated quarters in the next ten minutes. Thank you for your cooperation, and have a great day." Tamaki sighed, getting out his and Kyouya's Serial ID cards. There was rarely an unscheduled inspection, but they were all the same. A security guard would knock on the door with a scanner and a counter, one for keeping a detailed account of the exact people that were in the tower, using the Serial ID cards, and the other for creating a general number of people. They were scheduled for every four months, but the last unscheduled inspection was over a year ago.
Tamaki stood to open the door to their bedroom before the guards had a chance to knock on it, not wanting it to irritate Kyouya. "Hello sir, I'm here to verify that Tamaki Suhoh and Kyouya Ootori are in this room." He handed the two Serial ID cards to the female guard and crossed his arms.
"What is the reason for the inspection? My father would have told me if there was one scheduled."
"A door alarm was set off to one of the emergency staircases exiting the staircase. The Guard is running an inspection to make sure that it was just an accident. There were no technical errors found in the alarm system." She handed the cards back to him and entered the number two in her counter. "While I have your time, one of the rooms we previously checked, belonging to resident Hikaru Suhoh. He was not in his room; do you have any idea where he is right now? As long as his location is verified, there is no concern."
"I'm sorry, I don't know. I thought he was in his room. Something happened a few days ago that he won't talk about. He's been holed up in his room the whole time." The guard nodded her head and took note of his response.
"The Guard will continue the inspection as planned and come back to search for him if he is not found. If he contacts you or you can verify his location, please tell a member of the Guard." She nodded once again and continued through the halls, resuming the inspection. Tamaki took care to quietly close the door and lay down beside Kyouya.
"A door alarm was set off, and Hikaru isn't in his room." He murmured, cuddling up to Kyouya and tangling their legs together.
"It will be fine. Hikaru may act before he thinks, but he's not stupid enough to go outside. He's probably just hiding somewhere."
"Do you think the Council will really do…that… to him? He's a Suhoh after all."
"The Council doesn't care about last names, and as long as he hasn't gone outside, nothing will happen to him. You don't need to worry, Tamaki. Just relax and sleep."
Excerpt from Basic Laws of the Tower, Law 3.4-A
Should a Shiner be found outside the Tower, they will have their gas masks confiscated, and be sent outside, on the back wall of the Tower. They will have no food or water, and they will only be allowed to wear a basic short-sleeve shirt, pants, and shoes. The Shiner will be forced to walk away from the Tower and never return, as they are hereby banished and forbidden from entering the Tower, or the city again.
