Rotting in Asgardian prison was never apart of Loki's plan, but according to the Allfather it is, and so now it is in the cards. But he would not be known as the Trickster God if he did not always have a card or two up his sleeve.

Loki is still a child when his brother is banished, and Frigga is really unable to run the realm, care for Odin and keep an eye on Thor. So, she turns to her youngest child and entrusts one of the activities to him; either the running of the realm, or the Odinsitting. It may seem ridiculous, but Loki is a fine diplomat, and all he really needs to do is make sure everything's okay.
