Effie Trinket, just another Capitol puppet. The Quarter Quell begins and it suddenly shows that Effie isn't as obsessed with the Capitol as it seemed. The revolution gets going and Effie, who came closer to Haymitch than she would have ever expected, has to figure out where her loyalties lie. And her time is running out.

Leila Brightlock is the victor of the 67th annual Hunger Games. She is the capitol's golden girl who never disobeys an order especially if it comes from president Snow. When the third quarter quell is announced, things would change for her. (Haymitch/Leila)
