Right now they needed to rebuild whatever buildings they could and set up as many defenses as they could before more troublemakers showed up.

The moment that the Land of Whirlpools fell under the stranger's control was the moment that almost everyone with some importance knew about it.

Where others would wait ad see what the strangers were planning or they made prepared themselves to retake the islands Yagura Karatachi, had a better idea.

While the Land of Whirlpools didn't have anything to offer him, it did have one thing, they were useful.

So he gathered as many people from the lower casts as he could along with anyone that was suspected to be a traitor or had some connection to someone that was a traitor and he sent them there as a sign of good faith.

This would both hinder the newcomers and get rid of the troublemakers before they could cause any problems for him.

The new rulers of the Land of Whirlpools were rebuilding those islands, so they were stretched for resources, so having more than one ship filled with noncombatants would only cause a famine to occur.

If the new group simply killed those people then they would do his job for him and best of all he wouldn't have to lift a finger.

The screams of women and children along with the cries of pain from anyone in the lowers classes echoed through the streets.

At first, the ninjas had started gathering everyone, but now they were concentrating on capturing anyone that had a Kekkei Genkai or had someone in their family that had one and forced them onto the ships.

The people would have to make the journey with the bare minimum of food and water, and almost no protection from the elements.

Their journey would be even more difficult considering that they didn't have a place to relieve themselves.

Days passed and soon both ships reeked with the stench of waste and body odors, dehidration and hunger were already affecting everyone but finally, they could see their destination.

The trip shouldn't have taken this long, but both Haku and Zabuza knew that Yagara must have ordered the ships to go slower just to make the journey a little bit more painful for everyone.

As they approached the Land of Whirlpools they found themselves passing several fishing boats that were either pulling debris out of the water or catching fish, the people on them looked at their ships with confused expressions but other than that they didn't do anything.

Gojo watched the ships arrive and someone soon brought him a scroll that said that these were people from a place called the Hidden Mist Village and that they were being offered a way of building trust between it and the island that they had taken over.

He had to admit, he had expected a lot of things, but he didn't expect this.

Almost everyone on those ships was either starving or dehydrated, not to mention that he didn't know where they were going to live.

He couldn't help but smirk. 'well played." he says to himself before he turned and looked at the man that brought him the scroll.

"Good news we don't have to leave this place to find out how things are done here." Gojo says to the man who looks at him with a confused expression.

"I mean think about it, we don't know how the people of this world do things but they do, so why not just ask them." Gojo says to the man as he sees several people with trained bodies in the crowd.
