Notes: No one from RWBY has started Beacon yet but they might start in this chapter. We'll see. This chapter will have a small time skip. I won't be showing Hidan and Kakuzu a lot because I don't know what to do with them.
We're Finally Getting Somewhere
Qrow looked at the ground in his avian form and would have grunted in annoyance. He was following Itachi and Kisame when they suddenly disappeared. He searched for hours and then found them again out of sheer luck only to lose them again. The cycle repeated until he realized something. He'd seen the same areas multiple times. He looked at them and realized they were looking at him as well. 'SHIT!' He took deep breaths. 'Calm down. I'm in my avain form and as long as they don't see the real me, everything will be okay.' Itachi and Kisame vanished from his sight once more but Qrow did not pursue this time.
Three days later
Qrow threw open the door to Ozpin's office with a look of fury on his face and apparently, he walked in on a freshmen staff meeting. "All of you. Out. Now."
"Qrow?! What is the meaning of this?!" Demanded Ozpin.
"When I accepted this mission, I thought I was going to tail them and see where they went, not look into Itachi's eyes more times than I can count! They toyed with me until they had enough and then they vanished. No, I don't know if I got caught or not but I am not doing that again, even if you order me to."
"That's bad. Sadly, all we can do is wait and see for someone to say something. If nothing is said, then great. If not, then I hope you have the list of safehouses memorized." Said Ozpin. Glynda, Oobleck, and Port were out of the loop and looked to Ozpin for an explanation. "I sent Qrow to follow them to see if they have some sort of meeting place and that failed miserably. Clearly spying on them won't work." Ozpin thought for a moment. "Leave them be. Should you encounter them, do not fire the first shot."
"You want to wait for them to act and then see if you need to respond or not." Said Ooobleck. "Yes, that would be ideal. We have no way to monitor them and we certainly can't control them so why not let them do as they please as long as they don't start murdering innocent people."
Peter Port nodded. "I must agree with the good doctor. One. it would be really hard to send them to jail because a good enough lawyer could claim vicious self defence. And two, there is no man, woman, or child on this planet who can go toe to toe with those guys. On the other hand, I would like to test myself on such strong opponents. Hahaha!" Glynda left the room. "What's wrong with her?"
The other two males shrugged and Ozpin dismissed them.
Six months later, Akatsuki Hideout
Nagato looked at his members with a blank expression. "Kakuzu, How are we financially?"
"Good enough. But you can never have too much money." Replied the greedy bounty hunter.
"Perfect. Do the outer settlements support our cause?"
Itachi nodded. "They do. After I sent three huntsmen into a coma, they started to adore me and by proxy, the rest of us. But do try to keep Hidan away from civilization. They were also quite accepting of faunus as well. Another advantage we must use to the fullest extent."
"What is our next move? Asked Sasori.
"The infiltration of Beacon. I believe Nora and Ren are of the right age." Answered Nagato [I know that might be a plot hole but please go with it.]
"Yes, but they will need transcripts in order to get in."
"Yes, they will. You and Itachi will come up with something believable and then have them memorize it. Ozpin is the King of Vale and the Headmaster of Beacon Academy. No matter what happens, we must know what he's doing."
Zabuza chuckled. "Then I believe it's time for me to retrieve them and give them the good news. On the other hand, what about Haku?"
"She will stay with you. We cannot have three highly skilled trainees come out of nowhere without raising unwanted questions."
"And what will the rest of us do?" Asked Deidara.
"You and Sasori will do the same thing in Vacuo. Kakuzu and Hidan will target the more powerful grimm and bandit camps. Itachi, Kisame, Kisame, and Haku will wipe out any and all violent White Fang cells. They've been getting a lot of heat and it's causing problems for the innocent as well. If any of you come across one, you are to destroy it and take the leader alive. Understand?"
Everyone nodded. "Yes Leader-sama."
"Dismissed." Everyone but Nagato and Konan left. "Do you think I'm on the right path?"
Konan grabbed his hand. "I do. As long as you don't have any world destruction or domination plans then it's usually at least semi-okay." She paused. "What are we going to do?"
"Not much, I'm afraid. I don't want to leave this place unguarded and even when everyone gets back, all we can do is expand Sasori's spy network beyond Vale. More hurry up and wait to be honest. Although I would rather be stuck here for a few months than have Obito breathing down our necks."
"Yeah. Do you think we could have killed him?"
"No, not alone. If we all ganged up on him, we might have a chance. Having Itachi and myself do most of the work would be ideal while you attack from a distance. He was strong, but nowhere near Madara's level. 1,000,000 lien says he's just an average jounin without that sharingan of his."
The Akatsuki leaders conversed for hours and then took shifts to make sure no one snuck in.
With Itachi, Kisame, Zabuza, and Haku
Itachi led his group through the desert in misery. It was hotter than Wind Country and they'd killed more grimm than the Hidden Stone had ninjas. On the other hand, they were able to collect some of the loot from the older grimm that lingered around thanks to Haku's senbon needles. But it didn't change the fact that it slowed them down a lot and they got this feeling in their gut that something was off.
Kisame was the one to voice it. "Alright, I give up. We've killed way too many grimm for this to be a coincidence or bad luck."
Zabuza put his hand on his sword as he scanned the area. "And in our profession, there is no such thing as bad luck or a coincidence. Only misinformation."
Itachi instantly agreed. "We need more information and Ren and Nora are the only ones who can get it. Getting into Vale's library, much less Vale's, will be next to impossible."
After a few moments of silence, Haku got an idea. "What if we sided with Vale? We'd have access to all the information we want and more technology."
"True, but the news of Vale siding with us would bring ill will to both parties. But you are on to something. We'll talk to leader-sama and see what he thinks." Replied Zabuza.
"Quiet, all of you. There's a small town up ahead and I want to see what they're like."
30 minutes later, the four S-rank ninja walked into a bar called The Old Bullet with their black cloaks with red clouds and cool straw hats and sat down at the bar. Naturally, the poor 23-year old woman was terrified when she saw what looked like a team of highly trained killers and technically they were, but they weren't there for her.
"Relax. We're not here for you. We're here to gather information." Said Itachi.
The woman didn't stop shaking but she was less nervous. "What kind of information?"
Kisame smirked. "Not much. I just want to know who are the good guys, bad guys, what kind of jobs I can find, and what grimm to watch out for."
The woman frowned. "The "good guys" as you say are the staff and the residents. The "bad guys" are everyone who stops by. They think it's okay to rape and pillage us for no reason. As for jobs, we have a standing request to guard this place against those people and you will be paid 10K lien per month. There's also 17 packs of various grimm that need to be taken care of and I'll need to come with you as proof of kill."
Their eyes widened and Zabuza smirked. "One moment please." He pulled his teammates aside. "Can anybody say jackpot?!"
"Hell yeah!" Whispered Kisame.
Itachi narrowed his sharingan eyes. '"Yes, this is very good for us. Zabuza and Haku will go with the woman for proof of kill after Kisame and I accept the standing mission. Now go." Itachi walked back to the bar. "Kisame and myself will take the standing mission. We already killed most of the grimm so just go with those two." He gestured towards Zabuza and Haku with his head.
The girl seemed very happy that they took both missions but the smile quickly turned into a frown when five thugs walked in like they owned the place. "Oh no. Just ignore them and they might leave you alone."
Zabuza laughed. "I'll be right back." Zabuza grabbed the arm of a thug who was harassing a waitress. "Now, now. It's not nice to harass ladies like that."
"And who the hell are you?"
"Someone you really don't want to meet. That being said, if you and your good squad leave this lovely establishment right now, I'll let you live. If not, well, I hope you signed your will." The goons stood up to defend their leader. "Easy way or hard way. Your choice."
One of the goons threw a sloppy punch that was redirected into another's face. After that, all hell broke loose...for about twenty seconds. Zabuza cut them to pieces with his sword. And left them on the ground.
Itachi put 30,000 lien on the counter. "For the damages. We'll be back in a few hours but I suggest you go with those two if you want to be back before dark." The woman nodded and ran out the door with Zabuza and Haku behind her. Leaving a stunned bar behind. "Bar's closed. Go home. But first...someone clean up the mess." Itachi and Kisame walked out.
"How do you want to do this?" Asked Kisame.
"Quickly and publicly. People are less likely to commit a crime when there's a high chance of a very swift, painful, and public execution." Itachi heard a scream and saw a woman being mugged. "Take him alive. We'll execute everyone on a monthly basis." The thug didn't last ten seconds.
Zabuza, Haku, and bar girl
Zabuza and Haku were getting really tired of walking. It was hot and they had a lot of ground to cover. So Haku gave her a piggyback ride and as it turned out, she rather enjoyed moving at 70mph without a car or bike. After picking up the pace, they arrived at their destination relatively quickly and the bar girl as Zabuza had dubbed her, deemed that the pack of grimm had indeed been killed. And they did the same thing sixteen more times.
Three days later
"We don't have that kind of money on hand so you'll have to go to a bank somewhere." Said the bar girl.
"How much money are we talkin'?'' asked Zabuza.
"See for yourself."
Zabuza glanced down at the check in his hands. "Holy shit! $10,000,000! That's a lot of zeros."
"And the GDP of a medium sized city. I suggest going to the City of Vacuo and getting your money there."
Zabuza walked towards the door. "Now then, I believe it's time to cash a paycheck."
The Akatsuki did the same thing for a few more months but quickly realized that the new school year was about to start. That being said, they called another meeting but only Zabuza, Haku, Konan, and Nagato were at their actual hideout. The others used the jutsu that allowed them to chat from long distances through their rings.
Nagato looked at Ren and Nora. "Lie Ren and Nora Valkyrie. Welcome to the Akatsuki. You'll get your cloaks and ring when you see me again. Your first mission is to infiltrate Beacon Academy and give us the ins and outs of Ozpin's activities. I believe congratulations are in order. Your first mission is a deep-cover infiltration job. We've trained you to the best of our abilities but now it's up to you to use it. How is the White Fang doing?"
Kisame gave a shark-like grin. "Cowering in fear. As of right now, we have total positive control over the Vale frontier and Denver, the town Itachi and I were at for a few months, is singing our praises in the streets. The people outside the big cities love us, Nagato. If we say jump, they say how high."
"Better than expected. But I have no interest in world domination."
"Yes but if we unite the settlements and smaller towns, we might be able to form a hidden village or a kingdom as they call it." Said Itachi. "When the Akatsuki becomes its own entity, the entire world will be unable to ignore us."
"That's brilliant!" Yelled Zabuza. "I remember hearing about you and Shusui at the tail end of the third war. You seemed to have a little vendetta with Mist."
"We didn't. Kakashi Hatake was our CO and he was the one who hated Mist ninja. Not my place to say why but we were just naturally good at killing you guys for some reason. Anyway, it's too early to start deciding on how our hidden village will work. That being said…" Itachi looked towards the others. "How goes the bandit elimination?"
"Amazing. So many sacrifices for Lord Jashin!" Yelled Hidan.
"Yes, it went well. The fact that we leave so many bodies behind along with a calling card is causing the scum to jump at their own shadow and as previously stated, we're heroes on the Vacuan and Vale Frontier, and rumors of our good deeds are starting to spread to Mantle." Said the greedy immortal bounty hunter.
Nagato looked at Sasori. "Is this true?"
"Yes. And there are a lot of huntsmen that may or may not join our cause. The Vacuo frontier is a gold mine for information and personnel. We would be fools not to take advantage of it." Said Sasori in his Hiriko voice.
"Excellent. Nora, Ren. Beacon starts in a month. Sasori will get your transcripts and you will get our information. Now go." Those not in person shimmered out of sight. "A new village." Nagato looked at Konan. "What should we call it?"
The Angel of The Rain thought for a moment. "How about...The Village Hidden In The Dawn"
"Not bad." Nagato looked at the black roof of the cave he was using as a hideout. "We're finally getting somewhere."
