D: Yes, of course. Sorry, director. She just appeared in view of a camera a mile off and is just … walking in. I'm going to call the Guild after this and alert them—
RCB: Don't bother.
RCB: She wants to be seen and bringing in the Guild would only antagonize her. As you should know, if you've worked up a profile on her.
RCB: Maybe she wants to turn herself in.
D: I highly doubt that, Director.
RCB: You've still got an empty cell block, don't you?
D: Yes, but I was planning to keep it closed unless there was a sudden influx of inmates—
RCB: Let her in.
RCB: Seal her in the empty block. She won't be able to get out.
D: Director, I am vehemently against this course of action.
D: If she breaches the walls between blocks, she could have free access to the other prisoners. It could become a bloodbath.
RCB: None of her observed powers should be capable of that. She's got some Mover, yes, but Watchdog believes she needs a medium to move through—specifically, shadows. She has to physically pass through whatever space she's moving to, even if she's nearly two-dimensional as she does it. As long as the block is sealed, she shouldn't be able to get through that way. She's also a low-tier Brute, but the reports I've read suggest it's not enough to punch her way through the walls separating cells. The suspected anti-power Trump effect similar to what Hatchet Face has won't even come into play if there's no one around for her to use it on.
D: I think you're making a mistake, ma'am. I'm almost certain Noh Face can actually teleport and the shadow thing is, again, theater—meant to terrorize her victims. As warden of the facility, I recommend a full lockdown and calling in a containment team—
RCB: And as the director of the PRT, I'm countermanding that recommendation. The Birdcage is a government facility, under PRT jurisdiction. If she wants in, let her in and lock the door behind her. But if it bothers you, I'll take responsibility for whatever comes of this.
D: I'm logging this call for reference.
RCB: Fine.
RCB: Don't call me again until noon. I expect a full report on everything she hasn't done in my inbox by that time.

I'd like to know what the director of the PRT has on Dragon to get her to do exactly what she says.
Last time I checked, Dragon was a Canadian citizen and not actually part of the PRT, or even within their command structure.
Edit: did some digging. Officially, Dragon's just contracted to run the facility. So while technically RCB is her boss, she'd have no legal authority to deny Dragon calling the local authorities (the Guild, in this case) for backup.
Someone seriously overstepped her authority here.

Noh Face cut out the audio for that one in her S9 video, but she didn't kill her.
Now, I think we know why.
Also, interesting tidbit?
While some of the audio from the Fairy Queen encounter was cut, there's something I think everyone should go back and listen to again. Doing some annotation of my own here:
NF=Noh Face, FQ=Fairy Queen.
(TLN: I can't get the whispering right and I'm not even going to try.)

And for another matter of did the OP get access to the call between the PRT director and Dragon? Also while now having seen what i have seen (and can no longer unsee (MY EYES AHHH!)) there is not really anything Dragon could have done to stop Noh-Face whatever the case, but the director could not have know that at the time right?... so she just more or less let loose a eldridge monster on the entire Birdcage and ordered Dragon to not interfere and to only watch, that if fucked up man.

Somehow, the post bypassed the mandatory wait time for video posts.
I've attempted to remove the post but have been unable to. Mod panel options are greyed out for the post, except for 'lock thread.'
This brings up some very salient questions I would like some answers to, immediately.
Who approved Noh Face making an account under her own name?
Who verified Noh Face's account?
Why don't bans stick to the account?
Why does it look /a whole lot like/ someone's hacked the PHO server?

Moderators do not have permission to restart or shut down the site or server, contact technical support, contact the hosting provider, or otherwise interfere in the running of the website and the server it is hosted on.
A moderator's job is to moderate.
An administrator's job is to administrate.

Maybe lay off Dragon today; if that call transcript from the locked thread is correct then she just got a death threat from the (hopefully soon to be former) head of the PRT for the crime of trying to do her job.
That said, if Tin Mother really is Dragon, it makes me wonder who (or what?) is doing all the mod work around here. I had always thought our Great Overlady was a group or shared account, given it was always on at all hours, but if it was really -Dio- Dragon the whole time then maybe we have Tinker bots policing content here? Don't know if awesome or frightening; guess that's par for the course for anything related to Noh Face.
