The Rise of 3 Chapter: introduction
I do not own Naruto or its characters Kishimoto does. and this chapter is really short because it is just an introduction to this story
"Konohagakure-Hokage's office-27 hours before the first Kage summit"

Giving the other villages tailed beasts is the dumbest thing we could possibly do." "Enough Tobirama, Madara I have already decided we are giving them the tailed beasts, but I am willing to compromise. We will keep the Kyuubi, Nibi, Rokubi, and Gobi, but the rest are going to be distributed through the other hidden villages." "Fine, have it your way, Hashirama but there is no way I am going to let you give these weapons away for free." "Tobirama, we need funding anyway as we are now our village is frankly the poorest out of them all." "Fine im in to but lets bring this to the village council for a vote because we shouldn't go pissing off the foundation of this village we don't want clans backing out of village support." "Thank you two for supporting me even when I'm not the smartest you two are the only reason my…no our dream has progressed this far."

"Hokage Monument-undisclosed time period"
-We pan over the kage monument and see 7 faces of some of the strongest shinobi in history, First is the face of the god of shinobi-Senju Hashirama, second is the face of the father of forbidden jutsu-Senju Tobirama, third is the face of the professor-Sarutobi Hiruzen, fourth is the face of the yellow flash of the leaf- Namikaze Minato, next three are still yet to be seen.

I really do not want to go over the tailed beast attack in the story so i will give a quick explanation here Minato is pre occupied by Obito, Kokuo, Saiken, and Matatabi so Fugaku saw this as a chance to steal the 9 tails for the Uchiha clan and be seen as heroes so He and a few powerful members of the Uchiha clan go after Kurama who was unsealed from Kushina but broke out of Obito's genjutsu making him not as much of a threat to the village as he was in canon and they end up resealing Kurama in Sasuke
Meanwhile Minato Fights off Obito and seals Matatabi, and Kokuo in his daughter Naruko using the reaper death seal Hiruzen shows up seals Saiken in the Kohaku No Johei than later has Saiken resealed into Shikamaru (when Kushina was unsuccessful Kidnapped Hiruzen told the Raikage give us the Kohaku No Johei or we go to war)
Also sorry for the short chapter this is just an introduction to the story would be longer if i wrote the Tailed beasts attack in but that is something i personally didn't feel like writing get hyped for the next chapter because Naruko has a kekkei genkai other than the ones her tailed beast give her but i'm gonna put it up for vote
