President Highbottom delivers a statement addressing the nation after signing the Treaty of Treason. Highbottom announces the unconditional surrender of rebel forces in Panem, ending the Dark Days and the beginning of the pageantry known as "The Hunger Games."

"Citizens, tonight, I address all of Panem as one.

I can report to you and the world that the Capitol has conducted an operation that has killed the remaining rebel forces in district 10, its leadership, and the terrorists responsible for the murder of former President Ravinstill. Violence, thievery, and sedition have no place in our country.

Nearly five years ago, on July 4th, 2128, our nation was under attack. Unlawful radicals perpetrated the worst acts of bloodshed and barbarism. Sycophants and puppet leaders from districts 13, 10, 3, and 8 plunged our nation into war and almost brought it to ruin. What remains in its wake are the smolders of burning forests and ruined cities. The wailing of widows and the cries of orphans. The blood of soldiers tainting our land and drying in the rubble.

Our solemn hour is plagued with memories of destruction, anarchy, and disorder. Let us not forget, citizens, the pain we have endured and the sacrifices we have had to make to secure our freedom. Hard fought and sorely won. A people rose from the ashes and, with what little they had, reclaimed liberty and restored peace to a broken nation, but not defeated.

But peace is not without its cost. We must work to heal a bleeding country—to build an abiding peace, a peace rooted in law and order.

As a consequence of their assault on our institutions and our way of living, the Capitol has completed a successful aerial bombardment of district 13, obliterating them off the face of Panem. Let the bombings be a reminder of the power of our great Capitol. Those who ignore the warnings of history are doomed to repeat it.

In light of the sacrifices our great Capitol has had to make, and in accordance with the terms laid out in the Treaty of Treason, I, president Casca Highbottom enact the following articles from the Treaty of Treason into law:

Article I

The districts of Panem hereby cede relinquish and convey to the Capitol all the lands owned, claimed, or possessed by them during the war and hereby release all their claims upon the Capitol for spoliations of every kind for and in consideration of their unlawful occupation.

Article II

The Capitol also stipulates & agrees for the districts of Panem's benefit to remove all armed military forces occupying the district provinces with the exception of the Peacekeeper task force, which shall forever hold a permanent residence in all 12 remaining districts.

Article III

At the earliest practicable date, the districts of Panem's economy shall be decentralized to eliminate the present excessive concentration of economic power. The districts of Panem hereby agree to a tributary economic agreement between them and the Capitol, forfeiting their freedom of trade and being restricted to one specific industry. The districts shall reimburse the Capitol for all economic damages and provide substantial relief and gratification for as long as Panem exists.

Article IV

All Circenses Party members who have been more than nominal participants in district 13's Rebellion and all other persons hostile to the Capitols purposes shall be removed from public and semi-public office and positions of responsibility in important private undertakings. Such persons shall be replaced by mayors capable of assisting in developing genuine government institutions in Panem by their political and moral qualities.

Article V

Perpetual peace & friendship shall exist between the citizens of the Capitol & the districts of Panem. The Capitol agrees to protect the districts from domestic strife and foreign enemies; the districts shall strive to preserve & maintain the peace of the Country and not make war upon their Neighbors or the Capitol.

Article VI

It is also agreed on the part of the districts of Panem that all matters of criminal, treasonous, and seditious activity will fall under Capitol law's Jurisdiction. Prisoners are to be extradited immediately and to stand trial in the Capitol. Any district willingly harboring and abetting the state's enemies will face punitive measures to the fullest extent under Capitol Jurisdiction.

Article VII

District educational establishments, universities, societies of discharged soldiers, shooting, and, generally speaking, associations of every description, whatever be the age of their members, must not occupy themselves with any military matters. In particular, the districts will be forbidden to instruct or exercise their citizens or to allow them to be instructed or exercised in the profession or use of firearms.

Article VIII

The repatriation of district prisoners of war and interned civilians shall, following this treaty, be carried out by a Commission composed of representatives of the Capitol on the one part and districts 1, 3, 6, 8, and 11 on the other part. From the time of their delivery into the Capitol's hands, the prisoners of war and interned civilians are to be returned without delay to their homes by the said authorities.

Article IX

All arms, ammunition, and implements of war and all specialized facilities for their production shall be held at the Capitol's disposal or destroyed. The maintenance and production of all aircraft and all arms, ammunition, and war implements shall be prevented. Districts 3, 5, and 6 will disengage their nuclear program and hand over all archives and documents relating to but not exclusive to creating all nuclear weapons.

Article X

The districts of Panem's education shall be so controlled as to eliminate any notions of rebellion and militarist doctrines and make possible Capitol interests' successful development.

Article XI

The districts of Panem agree to cease all communication, commerce, and transportation with their neighboring districts. The Capitol reserves the right to mediate all disputes of trade and transport.

Article XII

Nothing in this treaty shall be construed to affect the obligations of officers, employees, and other agents of the Panem government to comply with all pertinent laws and treaties of Panem governing detention and interrogation. The districts of Panem will be monitored for continued seditious activity. They must reaffirm the condemnation of their role in the war, along with that of the now-defunct district 13's government.

Article XII

In penance for their uprising, each district shall offer up a male and a female between the ages of 12 and 18 at a public "reaping." These tributes shall be delivered to the custody of the Capitol. And then transferred into a public arena, where they will fight to the death until a lone victor remains. Henceforth and forevermore, this pageant shall be known as "The Hunger Games."
