Location: Land Of Sea Docks
Zale ran a hand through his hair sighing as he looked around the table. They were seated around a round table everyone except for Mikoto who didn't usually concern herself with these matters unless it involved her or Satsuki in a major way. "There's a problem." Zale said everyone immediately sighing. It was never easy, and things only got more difficult when big decisions like this movement was being made. "The expanse of land in the new world is too great for us to dominate in one place."
"Then what are we going to do, we operate in teams." Chrome said. Although each of them was capable of fighting alone their abilities were even stronger when they were put together in teams. Gaara, Chrome, and Kira's powers complicated each other nicely with Gaara and Chrome capable of controlling variations of earth, and Kira capable of making it into weapons in a matter of seconds.
Aria, Isaribi, and Fu not only got along nicely, but the water that Isaribi produced was very useful for Aria's ability to make ice. Fu could create a giant one tailed form, and with Isaribi's abilities she could cover it in water and then Aria could freeze it making a mighty beast with incredible armor that would be nearly impossible to penetrate.
Satsuki, Kurumi, and Shiki were another team that was an army in itself. Kurumi was capable of producing a three tailed state without too much of a hassle. Shiki could form her gigantic one tailed state easily producing another deathly beast that could bring down a nation. Satsuki was a skilled kunoichi trained by her mother to near jounin levels, and she was valuable to this team as her sharingan would allow her to calm Fu or Kurumi if they were to go too crazy.
"Your teams aren't going to split up." Zale said shaking his head. "You're going to stay with your teams: Aria your team is going to be working on the coast line to take full advantage of your water abilities and Fu's ability to fly, Chrome's team is going to be in the rockier more mountainous regions of the land to take advantage of your earth Manipulations, these regions also have a few volcanoes for Kira, Kurumi's team will be moving around for whenever a major conquest is made."
"So we're poster girls?" Satsuki asked clearly not fond of the idea. She had worked long and hard in order to be stuck being painted and wearing cute outfits.
"Of course not, but you all aren't going to be limited by things like terrain and field advantages like the others are if anyone needs help then you'll be there to fight. If anything you'll be represented as beautiful powerful leaders." Zale said, but in essence Satsuki was right.
"You've conveniently forgotten to mention where you fit into all of that." Satsuki said seemingly calming down.
"That's where the difficult part comes in; you see we want a symbol for the Empire to be a pair of wings and foxes. Which is why the three of you are going to have your wings out all of the time; we're going to spread a legend that the long lost Emperor was born with a pair of black wings and the ability to summon foxes, but he was killed a few months after birth. Other than the occasional visit from Gomu I'll be completely on my own to start the rumor that the Emperor is alive." Zale said, obviously he didn't like the idea. "It's a hero story that was thought up."
"It's great on paper, but we're not writing a book." Kurumi said with a shake of her head. "Coming up with a stupid story like that is crazy, it'll never work."
"It might." Chrome said bravely. "No one wants to be taken over by some random nation, but everyone loves a good hero story. If we were to slowly gain followers and then be put in a bad situation where our hero or the former Emperor would be able to save us from demise it'll be a legend that'll gather millions of people. With Zale on his own then it'll allow a rumor to be spread about the Emperor still being alive, and then we'll be able to have a great legend and story to tell the Kingdom."
"It's idiotic!" Kurumi yelled.
"It's genius." Satsuki said rubbing her eyes. "I'm no fan of this either, but this is a great way to start an empire, and it might be the best way."
"How much time until we take off?" Kurumi asked.
"You take off in another four hours, me in another day." Zale said.
"You two belong to me for the next four hours." Kurumi said grabbing Satsuki and Zale by their collars pulling them out their feet not even touching the ground.
"Gaara." Shiki said with wide eyes. Gaara stood up and carefully gripped her hand leading her out of the room.
Isaribi coughed and stood up motioning for Kira to follow her. Chrome looked at the ratio of people now in the room; it was Aria and Fu to only him. "Don't even think about it." Aria said menacingly and Chrome put his hands up.
The Next Day
Zale stood at the docks watching the open ocean where the other ships had long since disappeared. There were a total of nine ships. Each team was on one ship that would lead two other boats, and would dock in different places all over the countries. The lead ships were extravagant and food wasn't lacking on any of the ships, and each would be capable of fighting off a sea monster should the occasion arrive.
Zale's accommodations weren't nearly as impressive. It was a small boat made from wood with a sail that would get high speeds in intense wind. The real problem wasn't the crappy accommodations that bothered him so much no e was used to that, it was the isolation that was the problem. He had been subjected to torture and horrible betrayal, but there was truly nothing that could compare to the pain of knowing you were alone.
Even with his abilities it would take three to four months before he would come to the new world a good time after the rest of them got there. The longest he was ever stuck on his own was when he was disobedient at the Mutation Camps where he got his abilities. He was stuck in a hole three feet underground for weeks his only water was a drip from a broken water pipe, his only food was worms that he dug out of the dirt walls.
That was a terrible pain that hurt him, and nearly broke his will like they wanted, but in actuality that time had made him into the person he was. Maybe that was what this boat signified a second life for him.
He would leave behind every terrible thing he did, the title of Devil, and maybe be reborn as the hero he wanted to be instead of the villain he was. "A lot to ask of a boat ride." Zale said with a shake of his head putting on a straw hat and pulling out the sail the winds immediately pulling him across the water and across the ocean.
Zale leaned back in the book placing his hand in the water allowing it to skim over the surface of the water a spray leaving a rainbow in the air. He lowered his hat and closed his eyes drifting off to a peaceful sleep.
