She was deliberately trying to drive him insane, Four decided. For the last two hours, they'd been trapped in the All City Faction Conference where all faction council members, ambassadors and staff were now meeting for only the second time since the end of the Erudite takeover of the city. And every few minutes over those two hours, Tris, who was sitting next to him, found a reason to brush some part of her body against his.

It started with her hand casually caressing his.

Then, she shifted so her thigh was pressed against his.

Once, she even glided her shin against his calf.

But most often, it was her forearm brushing against his.

And it was making him crazy.

It didn't help that their schedules had been so out of synch in the last couple of weeks that they hadn't found the time to make love. Four had been spending a lot of late nights with Zeke and Gus redesigning the city's surveillance system. He, Harrison and Tori had agreed it was best to keep the redesign quiet so the fewer people who knew, the better. Often when he'd come home, Tris was already fast asleep.

Mornings weren't much better as Tris had been spending most of her days traveling to the different factions, including Factionless, working on the issues that were now being addressed at the conference. She'd been out of the apartment early in the mornings, before he really woke up, leaving him with only a gentle brush of her lips across his. The bulk of their communication had been messages left for each other, either at their offices or at home beside plates of food left warming in the tiny oven in their apartment.

Four was tired of it. The new servers were online now, so the only thing left was to determine where to install the additional cameras around the city. For the most part, Four's late nights were over. As soon as this stupid conference was over, he knew Tris' schedule would lighten up too and he'd be able to talk her into taking a couple of days off. They'd be able to lock themselves up in their apartment and drown themselves in each other.

Just then, Tris' hand lightly dropped onto his thigh making Four jump as if touched by a live wire. "What do you think you're doing, Tris?" he murmured quietly, a feeling of fire beginning to flow through his veins, heating him from the inside out. Four prided himself on his control—a hard won resource in his first days at Dauntless—but the small, blonde beside him had been under his skin since the day he pulled her out of the net.

"Hmm? Nothing," she whispered. Her hand moved upwards a little but his came down heavily onto hers, stopping her ascent.

"Now is not the right time for this," he hissed, glancing over at her. He had to admire her poker face; her features were utterly placid as though she wasn't doing her damnedest to arouse her lover. Perhaps he'd taught her to hide her emotions too well.

Little did he know, keeping her face neutral was becoming an ever-increasing struggle. Tris knew she was playing with fire, but she wanted him on edge, wanted once again to make him lose that infamous control of his. She'd done it purposefully once before—their interlude in his office a few weeks ago was one of her all-time favorite memories—but she hadn't had time to repeat the pleasurable torture. "I'm not doing anything but trying to get comfortable. Next time, I swear I'll push for more comfortable chairs."

Four started to respond when Harrison's voice cut through the sensual haze Tris was doing her best to arouse.

"Well, the ayes have it. Erudite will begin construction on a new drone to see exactly how much of the lake remains on the other side of the wall."

"If there's enough water, we're ready to implement a new dam to allow water back towards the pier," Tristan, the new head of Erudite said, the eagerness in his voice nearly as high as the arrogance. "We can then change the dam at Amity to allow water to flow along the river route once more."

"We'll have to vote on that," Johanna warned. "We still need water for the farms."

"Of course, but increasing the water for the city will allow us to increase other areas where we can grow crops," Tristan began and Harrison, currently beginning his six-month term as head of the city council, cut him off.

"We've been over this." Harrison said firmly. "One step at a time. First we see what's on the other side of the wall, than we go from there. If that's it, why don't we adjourn for the day?"

The others agreed readily and people gratefully stood, slowly filing out of the main council chambers. Harrison let out a huge sigh of relief when only he, Tori, Four, Tris and Gus remained. "Jesus, why the fuck did we decide to have a rotating head of the council?" he muttered, dropping into a chair wearily and slumping down.

"To keep that bitch, Evelyn, at bay," Gus growled. He cut his eyes over to Four. "No offense, Four."

"None taken," Four said evenly. "I know exactly who my mother is."

Harrison sat up and blew out a breath. "Okay, well, if we are going to let Erudite explore beyond the wall, what sort of security protocols do we need in place?"

Gus rolled his shoulders. "We need some eyes on it. We've got practically no presence in that area since we're really the only ones who use it for combat training."

Nodding, Harrison looked to Four. "Thoughts?"

"We could install extra cameras. The new servers should be able to handle it."

"I would also suggest having some Dauntless personnel there when the drones are flying," Tori offered. "In fact, they could do it at Dauntless."

"We'll get some push-back on that," Tris warned. "But I'll work on it."

Harrison nodded. "Okay, that'll work. What else?"

"I'll need to go check out the area. Scout the best places for the cameras." Four rubbed his chin. "In fact, I'd like to go tonight, before anyone else gets out there. I think it would be prudent to install them without saying a whole lot to anyone. Just in case."

"Still paranoid, huh, Four?" Gus grinned.

Four grinned back. "I may be paranoid but that doesn't mean they aren't out to get us," he retorted.

Harrison chuckled. "Okay, I get it, but I don't want it to seem like we're hiding something. How about going both at night and then again during the day? That way, they know we're not doing anything shady."

Four nodded. "I'll go tonight."

"I'll go with you," Tris volunteered.

Four glanced over at her. "You sure? You have to be here tomorrow."

"Not until the afternoon," she returned. "Two sets of eyes are better than one."

Tori agreed, "She's got a point."

Before Four could say anything else, Harrison nodded. "Okay, that's it then. Four and Tris, you both go tonight. Late. That way, nobody will cop to what we're doing until we start installing." Glancing at his watch, he said, "Let's get back to Dauntless. I hate to leave Hana alone with the inmates."

As they rose to leave, Four grabbed Tris' arm gently. "You don't have to go with me," he said, his voice low.

Tris smirked at him. "I want to. Somebody should watch your back and the way these last few weeks have been going, it might be the only time we have to be alone." She strode away and Four sighed.

"Yeah, that's what I'm afraid of," he murmured. Tris' teasing had his every nerve on edge and he wasn't sure how much longer he could control himself, especially if they were alone.

"Cut it out, Tris." Four said, his eyes narrowing.

Tris grinned. The deep timber of his voice sent shivers running down her spine but she couldn't let him see that; it would ruin the game. "I really don't know what you're talking about, Tobias," she said, keeping her voice as even as she could. She could hear it in his voice; he was close to the edge. Maybe, just maybe, she could push him over with a little more…stimulation.

"Sure, you don't," he rumbled. Taking a deep breath, Four did his best to calm himself. They were here to scout out good locations for the new surveillance cameras, not to play around. But once they got back home, all bets were off. Four was going to have her naked on their bed the second that door closed behind him.

Moving closer to the Ferris wheel, Tris smiled fondly up at it, memories playing in her mind. Glancing over at him, she could see the same memories playing across his face, that this place meant the same to him as it did to her had love flooding through her. On the heels of that love, came lust and a truly wicked thought entered her mind.

"You know, this would be a good place for some cameras," she mused.

Pushing thoughts of Tris naked firmly from the forefront of his mind, Four looked up at the Ferris wheel as well. "You have a point. When we were up there last time, we got a really good vantage point for a lot of the city."

"It was pitch black up there, remember?"

A slight smile touched his lips. "Yeah, I remember." His soft tone arrowed into Tris' heart and her plan went from vague to definite. "We can use some of the new night-vision cameras on these," he continued, his tone becoming harder, more business-like, as he pushed the fond memories behind him to focus. "The ambient light in the city makes it tough for me to tell how good it is but out here, we'll get a better sense of its capabilities."

Four climbed up on the platform next to the base of the utility ladder and stared up at it, considering the metal girders that constructed the wheel's frame. "Yeah, we could mount cameras along any one of those beams. Hell, the beams would even conceal some of the cameras, if I did it right."

Gauging his level of distraction, she waited until she could tell he was mentally measuring angles, lines of sight, and climbed up onto the platform behind him, deliberately brushing her body against his.

Four jerked to attention, strung as tightly as a guitar wire. "Tris," he said, warning clear in his voice. She'd been teasing him all day, and if she touched him one more time, he was going to snap. "We've got work to do."

Tossing him a look over his shoulder, she shrugged. "So, work," she taunted. She deliberately turned her back on him to look up at the Ferris wheel when she suddenly felt herself propelled forward. Reaching out, she grabbed the edge of the ladder to steady herself. Four's arms were tight bands around her waist, imprisoning her.

"You really want to play this game with me, Tris?" he growled, his warm breath tickling her ear.

Rubbing her behind against his pelvis, she heard him take in a sharp breath. "Like I said, I don't know what you're talking about." She tried to keep her voice even but she felt him stir against her back and she smiled.

"This is dangerous," he warned, lightly nipping at her neck, right below her ear. It was one of the spots he knew would drive her crazy.

The sharp pinpricks of sensation spread from her neck, down her body, bringing it tingling to life. She loved the feeling of her nerves blazing, each of them flaring as his hands traveled slowly—too damned slowly—up her body, from her hips, along her sides, to cover her breasts. By the time his journey was over and she felt him rolling her nipples through the thin shirt and bra beneath it, she was trembling with anticipation.

"I like danger," she stated boldly, her voice taking on a husky tone she'd never heard from herself before. "It makes me feel…alive." Rising onto her tiptoes, clutching the side of the ladder for support, she rubbed her back against him, feeling him go from slightly aroused to rock hard against her in an instant. His body was taut against hers, the tension winding him so tightly she knew it would not take much more to cause him to snap.

Reaching behind her, she caressed around the back of his head, twining her fingers in the soft, brown waves. She loved his hair, loved when it was slightly longer than the Abnegation wore it, but not as long as many Dauntless. It was in-between both factions—much like both of them. "I first realized I wanted you when we were up here," she whispered, urging his lips down to hers. She stopped him when their lips were a hairsbreadth away from each other. "You made me feel like my body would burst into flames or turn to liquid. I didn't know what I was feeling then." She closed the few millimeters between them and brushed her lips lightly against his. "I know now. And I love it."

Four crushed his lips down on hers, his tongue demanding entry, and when she granted it, he kissed her deeply. Tris' head spun with triumph spurting through her. This was exactly what she'd wanted—him, wild, untamed and 100% Dauntless. She responded in kind, kissing him as aggressively as he was kissing her. They battled for dominance, each testing, pushing each other. Tris tried to turn around, but he held her tight, one arm banded around her waist.

Tris gasped into his mouth as she felt the cool air waft over her overheated body. He'd managed to unbutton and unzip her pants with only one hand and began pushing them down enough for his fingers to insinuate themselves between her legs. With one of his feet, he nudged hers apart, giving him enough space to plunge his fingers deep inside her.

The silence of the night was broken by her cry of pleasure. This area of the city was mostly uninhabited, not even the Factionless wanting to live this close to the marsh, so there was no one to hear, no one to disturb them.

Tris leaned back, tilting her head against his shoulder as she thrust her hips forward, riding his fingers. Remembering how much she seemed to love when he talked to her, he whispered into her ear, "You're so tight around my fingers. So hot. Do you like it when I touch you, Tris?"

Tris groaned, the low growl of his voice tickling the delicate skin of her ear, heightening the tension building within her. Four decreased the pressure of his fingers when she didn't answer. "I didn't hear you, Tris. Maybe you don't like when I touch you like this."

"No, please, I love it," she moaned, her hips moving more frantically against his now still fingers. "Oh, God, I love it."

With a smirk, Four increased the pressure again, her writhing body heightening his own passion. "You love it, huh? Do you love when I plunge inside you?" He thrust three fingers inside her, hard, relentlessly moving and Tris began panting out tiny whimpers with each thrust. "Or do you prefer when I just rub you? Maybe right…here?" His fingers pulled out of her and moved just a few millimeters up, pressing firmly, rubbing in tight circles. Tris' body pitched forward with a cry, both hands flailing out until they hit the rungs of the ladder. She moved helplessly beneath his hands, moaning as he brought her swiftly to peak.

Without waiting for her body to stop shuddering, Four quickly freed himself and pushed deeply inside her. Their twin cries echoed through the empty park, bouncing off the abandoned buildings around them. The relief of finally, finally, being connected to her once again distracted him for a moment and he held himself inside her, relishing the tight, hot feel of her around him.

"Tobias," she gasped out, "I need you."

Four's hips began moving without any conscious thought, surging into her with long, broad strokes. His hands gripped her hips so tightly, Tris knew she'd have bruises but she didn't care. She wanted them, wanted that tangible reminder of him pounding deeply inside her, branding her in his passion. He continued to move aggressively, ensuring she felt every single inch of him, grinding against her every time their hips met. Pleasure jolted Tris from the top of her head to the tips of her toes and she squeezed her eyes shut tightly, wanting to shut down all other senses but the feel of him inside her. He kept thrusting, pushing her higher until Tris could have sworn the Ferris wheel had erupted to life again, the lights blinding, the sounds deafening. She exploded around him, lost in that cacophony of sensation, until she felt him shudder behind her, his loud groan seemingly ripped from the deepest part of him. "Fuck!"

Gradually, the lights and sounds in her head faded as her pounding heart slowed to normal. Four's arms were still tight around her waist as he pulled out of her as gently as he could. Tris leaned back against him, her eyes closed, as they gulped for breath. A cool breeze blew over them, raising goose bumps along her exposed skin. Tris pried her eyes open and realized they were still mostly dressed, their pants down around their ankles. She giggled a little, a slightly drunken sound.

"What's so funny," Four asked, his voice sounding just as intoxicated as hers.

"We must look ridiculous."

Four glanced down and chuckled, "Yeah, a little." He hugged her tightly to him. "But I can't seem to care."

Tris caressed the strong forearms around her waist. "I don't either." She nuzzled his chin with her head. "I needed that so much."

"Me, too." He bent his head to kiss her gently. "I've missed you."

"I missed you, too." She shifted and he allowed her to turn and wrap her arms around his neck. "But as amazing as that was, I get the feeling it wasn't quite enough for you." She felt him stir against her and she smirked at him. "I know it wasn't enough for me."

"I had plans for you when we got home." He returned her smirk. "In fact, I still do."

"Oh, is that right?"

"Mm-hm," he murmured, capturing her lips with his.

"Maybe I had plans too," she whispered, nipping his full bottom lip lightly with her teeth.

"Hm, then game on." he said, taking her down into a kiss as dark as the night around them.
