Tsuande walk into the computer room and saw Hinata at the mainframe, making a program. Since the lost of chakra and how little there is demand for ninjas besides being used as spies, many ninjas had to learn new skills. She herself had to learn how to use the advance medical tools that they managed to get from traders and junk dealers. She is still learning how to use the hard light computers, and sticking with the keyboard type computers. As for Hinata she took to the new technology as a duck to water. She does complain that she can only do so much with what they can afford to get and had to jury rigged many of the machines just to get it working.
"Tsuande what do you want?" Hinata said not even looking up as she connects a cable to to a scavenger bot. (1)
"Here to give you a mission," Tsuande said.
"What mission do you need me for?" Hinata ask cold and distence as always. She disconnect the bot from the computer and place the bot into her S.A.C. (synthetic-atomic-compressor) device on her belt, it stores physical none-living objects as energy patterns for later retrieval. It's something she managed to buy from a passing trader, it was broken before she managed to fix it. She lock it to her DNA so it would only work for her.
Ever since that day when Stampede's ships bombed the village she like many of the younger generation. Stampede had appeared over the village as he revealed that it was because of Naruto having been chase after he stole the scroll that led him to their world. He was surprise that someone who would have been an asset to their village was mistreated as he was, just for being the one who held the fox inside of him. And he learned that it was his own parents Minato and Kushina who did that to him. Going so far as putting a mind control spell on him to make him into the all loving hero who would always love and forgive the village no matter how mistreated he was. For all that mattered to them is the welfare of the village, above everything. He then cast a spell over the entire village that forced all under it to tell the truth. And he ask the older generation if it were their child would they do the same for the welfare of the village. All of them answered the same, they would always put the village above their child and would put the same mind control spell on them to be the hero of the village.
Since that day the younger generation had stop believing in the older one. Many of the younger generation are pushing for reforms in the village and others are just leaving the village all together. For many they simply didn't want to live in a place that only saw them as tools to be used and thrown away when they're not needed. Many parents found their children giving up learning to be a ninja and instead learned to be miners or other skills that would be useful to make a living. They simply aren't interested in becoming ninjas who aren't needed in the new world they found themselves in.
Sure there are the private security companies but the big jobs have all been taken by the companies from off world or have government soldiers or lawmen to protect the mining companies. The only ones that they could get are the independent mining operations and protecting shipments. Since the ninjas could only get equipment in a world were newer and better equipments are always being made, are the old and outdated ones. Which doesn't help them much, as most of Stampede's forces are aliens and robots who are much stronger and powerful then humans. There's also the matter that the ninjas needed a license to be hired as guards or start their own security company to even work in either the G.C. or Krang controlled lands. Which they would have to be apart of either to get one as neither governments trust a security company that isn't apart of either as they wanted to make sure any company that handles security has oversight with either of their governments.
"I made arrangements for you to start working at the IRIS Network company in Waves. Using that as cover you are to meet up with Naruto and befriend him," Tsuande said.
"You're using me as a honey trap," Hinata said.
"As we are now we don't have the equipment to even stand a fighting chance against Stampede's outlaws. If you at least befriend Naruto it will give us a way to get the equipment we need to defend ourselves. The G.C. and the Krang won't sell us any of their good equipments and the only ones we can get are from independent traders and from the black market. The merchants who have been caught selling to any ninja village have lost their business license. If you make friends with Naruto who is part of the G.C. we'll have someone on the inside who can help us," Tsuande said.
"And since he's friends with Windstarr a powerful magic user. She might help in learning how to use magic the right way," Hinata said.
With the death of Trekrack almost all the knowledge in how chakra or magic works was revealed to be nothing but a big fat lie. Trekrack was slowly turning all ninjas into his prefect minions, doing it so slowly that no one ever took notice. Trekrack twisted their way of thinking a push here and a push there, to make them into minions who would think of nothing as long as the group as a whole is okay. And allow them to be monsters to anyone who isn't apart of their group and likewise do whatever it takes, even turning their own children as weapons for the good of all. Trekrack even went so far to limit the learning of jutsus or spells so that the ninjas would grow as it wanted them to. All the high level spells came from Trekrack, who allow it's power to be used. All the jutsus that they taught they came up with was because of Trekrack (2)
"It will help us be able to fight. Thanks to Trekrack only the most basic spells are the only things he ever thought us right," Tsuande said.
"Yes it's too bad you can't use your strength without throwing out your back," Hinata adds.
"It would have help Guy if he could have used the gate," Tsuande said. Like many others Guy found out that the Gate he used to make himself stronger was because of Trekrack giving him power.
What they thought were the right hand signs and energy control was nothing but a big act to make them unable to learn the advance magic spells that could be harmful to Trekrack. Even her strength while still much stronger then normal, the jutsu she used to increase her strength was because of Trekrack. Stampede had told the ninjas serving him and they told the other ninjas why Trekrack was giving its power to them. It was to make their souls more powerful so that Trekrack would be able to feed upon their souls when they die. Stronger the soul the more power, Trekrack gain when what the ninjas thought was the reaper took their souls. The reaper was nothing more then an energy minion who collected souls for its master. All the people that were brought back to life were nothing more then copies that Trekrack created of all the souls it has feasted on. The dead that were brought back may had all the memories of the people they were copied from but the moment Trekrack needed them, the copy dead would be its loyal minions. Unkillable as long as Trekrack was there to keep them powered and restore their bodies from any damage. Now that Trekrack is gone all the copies of the dead went with it, none of the dead could ever be brought back again. For the souls of the dead were all used as food for Trekrack who only made copies of the memories for it to use later.
"Well it's not like any magic user is going to move into any village and teach how to use magic. The magic users are rare to find and are usually found living by themselves or employed by either of the governments or use their magic for a life of crime," Hinata stated. "None of the villages have anything that would interest any of the magic users that have stop by on this planet. You just have to be lucky to run into a magic user willing to sell some of their magic to you."
"Yes and Windstarr is a powerful magic user who if you befriend her as well as Naruto can help us. So will you do it?" Tsuande ask.
"As long as the payment is right," Hinata said as many of the younger ninjas are now only following orders from the older generation as long as they're paid.
"Yes you will be paid for an S rank mission," Tsuande said knowing that anything less wouldn't get Hinata away from her computer.
"Good," Hinata said as she got up. "You can read the profiles that, I wrote for Stampede's gang.
"Thank you it will help," Tsuande said to Hinata as she pass by her. She walk over to the computer and look up the profiles Hinata had made.
Tex Hex the undead outlaw who was brought back to life by Stampede's dark powers. Tex Hex was mutated, explaining his lavender and aged skin. He is a powerful magic user who can use all kinds of spells and is unkillable. Any damage done to his body is restored in seconds, if blown up his body will pull itself back together. Only magic and energy weapons have any real effect on him.
Cactushead a robot with a cactus head and four mechanical legs. He's equipped with two energy cannons that can alter matter. His energy cannons can alter matter but they don't work on organic matter and the things that are alter may look different but doesn't change what they are. A stone turn into a snake that moves, is still a stone that can only move as long as Cactushead is nearby to control it. Once he's out of range the stone snake stops moving, and remains a stone that looks like a snake. Cactushead as a robot is much stronger and tougher to damage, along with his energy cannons makes him one of the most powerful members of the outlaws. Use energy weapons or bombs to deal with him. Also note that even if he is destroyed he can be rebuilt. Like all other robots on the list his sensors can see through any trick that would fool anything else.
Hawgtie, a humanoid pig, very strong and tough. His race has a thick layer of fat and leather like skin that makes hurting them very hard thing to do. His race's bones are also much stronger then a humans and much harder to damage. Even their brains are protected by a lay of dense fluid that makes it like they have a helmet inside of their skulls. Use energy weapons on Hawgtie as melee attacks are all but useless for humans on him.
Outlaw Skuzz Tex's cigar-smoking henchman and is a Prairie Person. He might not look much be he is undead like Tex Hex and is usually the one barking orders to the other outlaws when Tex Hex isn't around. Like Tex Hex he is unkillable but has no other magic. He is able to quickly tunnel his way underground and pop out where ever he wants. In battle he uses energy weapons and uses his small size to make him a hard target to lock onto.
Sandstorm a red reptilian alien who can exhale giant clouds of sand. He can also use his sand to put people to sleep and summon up sand creatures. His scales are like leather armor and he is twice as strong as a human is. He uses his sand to cover the area to blind his attackers. Use a gas mask to protect yourself from his sand to have a chance against him. Attack as a group and spread out to make it harder for him to use his sand.
Thunderstick a stuttering robot with an arm cannon. His arm cannon has many different settings on it, allowing him to use just about any kind of energy blast against his foes. Using energy weapons or bombs is the only way to damage him as melee attacks won't work on him. His metal body is too strong to attack head on. He also has a energy shield that needs to be worn down before he can be damaged.
Goldtooth an overweight coyote who usually leads the other coyotes in battle. His gang of coyotes make up the bulk of Stampede's forces. They depend on their numbers to zerg rush their targets. Stronger then a human with teeth and claws, the coyotes are tought but can still be fought hand to hand. But remember they always travel in packs so seeing one around means others are never that far away. Also note that they have good hearing and smell, use of dog whistle or something with a strong smell can take care of them.
Dingo Dan one of Tex's coyotes with a notionally Aussie accent. Dan is a master of disguise with the ability to take on a human appearance but would often forget to change his distinctive "fancy hat." Can be handle the same as other coyotes. Just remember to keep an eye out for the hat he always wears.
Vipra a serpentine female who has the power to hypnotize people. Her weapon of choice is a snake-shaped "gun" that shoots a paralyzing ray. She is also an expert of locating items. She hates Tex Hex and schemes to take over his position. She is stronger then she looks and can wrap her body around her foes like a snake and crush them to death. Keep her from getting close and don't look her in the eyes.
Mumbo Jumbo a 10 foot massive copper-skinned minotaur, built from the ground up to be a all but unstoppable force. His body is made out of the same kind of metal alloy that are used in warship armor, making most expect for high grade attacks worthless against him. His super strength is back by the twin energy cannons mounted on his shoulders. Not that he needs it. Is all but impossible to damage but for high grade energy weapons or bombs. Do not ever try to fight him hand to hand, he will kill you. Keep away and try to blind him.
Buzz-Saw a war machine with razor sharp circular saw cutting blades that cover its body that can be used as projectile weapons. His saws can cut through just about anything. As with Mumbo Jumbo can't be fought head on thanks to the saws covering his body. He can also lock his projectile saws on targets that is all but impossible to shield from. Use of high grade energy weapons or bombs is the only way to damage him.
Gearhead the mechanic of the gang who creates weapons and other machines. She is rarely seen as she usually is inside her workshop building or repairing things. She is the one who makes repairs on the robot outlaws and arms the others with weapons. She is human but because of limited battle data nothing else is known about her. The times she has been seen in battle she is in a space fighter and never seen fighting on the ground, preferring to blast targets from the air.
Mother Brain the brains of the operations of the gang as well as the one who controls the droids found at all the gangs bases. She also the one who makes the deals and finds the buyers for the stolen goods. She hasn't been seen fighting herself, using the droids to do her fighting for her. No combat data on her or how powerful she is but should be as powerful as the other robots on the list.
Ustankak a Reigellian mercenary who joined up with Tex Hex. He stands at 8 feet and powerfully built, who is missing his right arm. He crafted artificial arms with built in weapons to replace his missing limb and increase his performance in battle. He is also enhanced by cyber implants making him much stronger and tougher for his race. Much stronger then any human and can withstand more damage, he can't be taken on in melee combat. Take out his artificial arm to disarm him of his weapons and then continue to blast him.
Betty Boom the mad bomber of the outlaws. She is human and can be dealt with like any other human. She wears a special bomb suit with its own shield to protect her from her own bombs. She loves to blow up thing with a wide range of bombs and uses a rocket launcher. She can't be damaged as long as she is in her bomb suit, get in close and take her out.
Red Moxx a inscetnoid who is part woman and part fly. She is the only flyer of the group who can fly under her own power and is able to spit acid that can melt just about anything. She also has four arms that allows her to outgun most foes. As using two guns at once is harder then it looks, she is able to use four guns at once. She never takes her fights to the ground but staying up in the air and blasting her foes. Try to take cover where she can't use her wings and blast her or find someway to ground her.
Big Time a hulking crabnoid who's has four crab like legs, and two powerful claws with a lower pair of human like arms. His armored shell is like tank armor and only powerful attacks are felt by him. He also able to survive underwater like the others of his kind and needs to keep a supply of water in his shell to be on dry land. Since he is never away from the sea it is impossible to dry him out. Like the robots the only sure way to damage him is by using energy weapons or bombs.
Slimema who is a slugnoid who is a green skin woman who is a part seaslug. She has no bones at all in her body and is able to slip through just about any opening. Because of her slime covered skin and soft body she can't be harm with melee attacks, unless a great amount of force is used. She also can use her slime as a weapon, trapping people in her slime. She does need to keep herself from drying out but by the base she shares with Big Time she doesn't have to worry about drying out. Using energy weapons or fire is the only way to damage her.
Stampede a powerful magic user who is undead and enhance his power with cyber implants. He is the last of the evil overlords that once roam the galaxy, now that he killed Trekrack. From what has been gathered from the planet of New Texas where he once made his home at, the only one who stood a chance against his power is a powerful magic user, the Shaman. Do not even attempt to fight him.
"Good information," Tsuande said to herself. She hopes that this plan she came up with works. Naruto has to help the village regain it's lost pride. After so many defeats at the hands of the outlaws, they need something to give them hope again and lift their broken spirits.

Author's Notes -
1 –The scavenger bots are like the ones in Dead Space.
2 - Trekrack was treating the ninjas as the Reapers treated the races of Mass Effect. Only allowing growth to happen in a way that would allow them an easier time to harvest them when the time was right. In this case Trekrack was turning the ninjas into complete monsters under his completely control, to be his army once he was ready to take to the stars again. And he made sure that they learned how to use chakra/magic the wrong way and would have no idea how to use it without him feeding them his power to use spells.
