TenTen could fully agree with that, the Civilian Council were getting out of hand, the quality of education at the Academy was downright sucking. Tsunade groans and stamps the paperwork, " It's done, you really are trying to get the ranks of your clan filled out before the council can hit you with the CRA. If I didn't know any better I'd say you're trying to get all the interesting kids adopted into your clan. "
