Tsuna blinked several times, having not considered the possibility of Enma turning him down, before he said, "If that's how you feel, I won't force you to but why?"
"I just..." Enma pursed his lips before admitting, "I'm not even very good at being a boss, how a I suppose to help you be one? I don't want to be the reason something happens or any of the others."
"It's not as thought it's all you. If you join the council, Dino and Xanxus will have a say too and I could always ignore you if I wanted. The four of us would share the responsibility."
Enma sighed, looking down at the floor, before meeting Tsuna's eyes, "There's really no one else you trust?"
"There's Byakuran and Yuni but Byakuran isn't really a good idea and I don't know if Yuni could take this kind of pressure on top of the Arcobaleno and everything." He smiled softly, "Plus, you're my best friend."
"I'll...think about it some more okay? But I can't promise you anything."
