On a vast number of TV screens, numerous new coverages were being shown across a DC World in the Hero Universe showing various scenes. One showing the rampage of one Arthur Light aka Doctor Light after escaping prison more. Then there was the focus on the waring nations of Bialya and Pokolistan as well as a talk show.

"These criminals running wild…I mean, seriously. Its three strikes your out. This is life, not baseball. The dregs of society need to be expunged." spoke a guy on a talk show.

The shows continued to run as mentions of Superman and the Dimensional Heroes and Hero Alliance came up a number of times before they all fell silent as a lone figure stood before the screens.

"Time to take your medicine, love." he spoke while he held a match in his teeth.

In another dark and scary looking place, this being a laboratory, a certain scientist couldn't help but smile and laugh.

"The world needs order and luckily…I shall bring its order to them." Theodore laughed as behind him stood 20 figures as their eyes glowed a bright red.

The Elite and the Tumultuous 20

It all started as it sometimes does…with the heroes hanging around watching a television screen. On the TV, they watched as a pair of cartoon bank robbers looted a bank.

"See? What did I tell you? Easy as pie." the thin robber said.

"I like pie." the fat robber said.

"You're about to go on a diet." a voice said as flying downward was a cartoon version of Superman.

"Superman! Blast him!" the thin robber said. But before they could fire, Superman stuck his fingers into the guns before they self destrusted on the robbers, leaving them charred. He then used his heat vision on the guns as the robbers dropped them, holding their red hot bulging hands.

"Looks like you two need to cool off." Superman said before he whisked them into a nearby fountain.

"You sure caught some big fish, Superman." a nearby officer said.

"And me without a net." Superman replied before a net was handed to him as he scooped up the robbers. "Back to the tank with these two." he said before flying off. "Maybe this time they'll learn that crime doesn't pay."

The cartoon ended right there.

"Wow…that was…something." Ruby said.

"Wait wait…so internal affairs knew they were being set up the whole time?" Sonata asked.

"What are you talking about? There was nothing like that in the cartoon." Odd said.

"Oh, when I get bored, I make up my own little shows." Sonata said.

"Least its better than that cartoon Flux is producing as propaganda against us." Aelita said showing a poster of Flux looking heroic and the heroes looking lame and villainous.

"Shame its not the Flux we're currently looking for." Jexi said.

"You sure Theodore is making a hero team?" Jet asked.

"No doubt. The rumor does have some merit. He has used mind control before. He could do it again." Izuku said.

"I just don't get the reason why he would do this." Jexi said. "And in the DC Sector of all places too." he said before getting an alert. "What's going on?"

"An attack in Metropolis. Its Joseph Martin aka the Atomic Skull." Jeremie said.

"The Atomic Skull! He was created when a Metropolis college student was exposed to an alien gene bomb and turned him into a metahuman." Izuku said.

"All right…let's go deal with it." Jexi said.

In downtown Metropolis, the Galaxy King hovered over the city where down below, a man with a flaming skull for a head was reducing anything he touched to ashes, including some people.

"That monster…" Pit said gripping his bow.

"We need to go down there now." Izuku said as the heroes were already on the move.

Atomic Skull reached for a woman and her child before he and the heroes saw something flying into him. To their shock, it was a figure in blue and red with an S on his costume.

"No way! Its Superman!" Izuku said in surprise and excitement.

"The man of steel himself?" Iida said.

"And the good one." Pinkie said.

"Good one?" Kaminari asked.

"We'll explain later." Twilight said as they followed after him.

They followed the two fighters to the rooftops where a standoff was in place.

"You've gone too far this time, Skull!" Superman said.

"Come on, they were just lawyers. Come over here and we'll talk about it." Atomic Skull said.

"You've gotten bigger." Superman said.

"You know that gene bomb that create me?" Atomic Skull asked as he gathered power. "Its still going off." he said hitting Superman with hyper radiation before pummeling him.

"Oh well…seems touching him is not a must." Linhardt said. "Cutting Gale!" he said as a wind slash went and cut into the villain and knocked him off the building.

"What? Where did…" Atomic Skull said before seeing something above. "Huh?"

"Meteor!" Dorothea called out as a massive meteor crashed down into the Atomic Skull and sent him into the ground.

"Great…I just wanted the S-Class, not the scrubs." Atomic Skull groaned as the group surrounded him.

"Why have you done this?" Pit demanded. "Kill all those people."

"To draw out the main course, of course." Atomic Skull said.

"You used them for bait?!" Lucy said.

"Give me a break. I do what I do, you guys and Superman do what you do." Atomic Skull said as he attacked a pylon as it fell towards them only for Superman to grab it and swing it like a baseball bat to send the Atomic Skull flying down the street. As he got back up, he was surprised to see Terra using his Keyblade to wrap around the man.

"You look like you're overheated. You need to cool off!" Terra said as he hurled him right into the lake in Metropolis Park. The lake evaporated from the sheer heat of the radiation as the Atomic Skull was left unconscious.

Superman soon approached. As soon as it looked like he was ready to deal the finishing blow, he stopped himself and flew off with the villain in tow.

"He could have finished it there." Bakugo said.

"If he did, he'd end up as bad as the Superman from Earth 22. While we do kill demons and monsters, we can't forget that a lot of them have feelings too. Killing is only a last resort in most cases. As heroes, we can't become judge, jury and executioner. Besides, people can change. We've seen that more than once." Jexi said.

"Though…that is to say that others don't look that same way." Pit said looking off.

The docks, late at night…

Some dock workers were busy late at night as they fed some scraps to a starving dog. As they hung around, they looked up to see four different people floating above.

"Here we are, lads and lassie. Makes me old home town look positively quaint." spoke a britishman with a union jack shirt, leather jacket and a matchstick acting as a cig.

"Makes me thirsty." spoke the man in the fedora and suit as he removed his hat and pulled out a drink.

THe dock workers ran as the woman with green skin and reptillian appearance watched as two creatures on her shoulders hissed. "They grow'em big here, but not as big as blue boy." she said.

Menagerie

"Keep your pants on, Pammy. Don't need you going all beasty now." Black said.

"Where do you think he is?" asked a larger man with one eye in grey.

Coldcast

"I'll find him. Just sit tight. First impressions, you know." Black said going off while the dog barked at the remaining three.

"He don't like you." Coldcast said to Menagerie.

"I don't like him." Menagerie said as she sent her creatures to attack the poor dog.

In another location, a few crooks were working within a warehouse to transport some illegal goods. As they did, they heard the door open and were on guard as walking in was a woman with white hair dressed in a uniform with the number 11 on it.

"Wait…you're…Ashe of the Deadlock Gang? Whew…for a moment, I thought we were…" one of them said before the woman went and shot him right in the head.

"Hey, what are you…" another said before a red dragon flew in and started burning their merch. "What's going?" they said before they saw 18 more figures appearing as the whole warehouse was torn down and all the crooks inside dead or unconscious.

The same scene was shown on TV as the show Hero Review was showing it. "And what you all just saw was the attack on the warehouse owned by crime syndicate, Dark Villain." Magenta Voice said. "As for who these heroes are, we have their benefactor with us. So please welcome, Theodore Flux."

The crowd applauded as Theodore walked onto the stage in a fresh suit and everything.

"Glad to be here, Magenta. You look amazing." Theodore said.

"Aw…kidder. But seriously, how has your life been? I heard you were expunged from the science community in a scandal." Magenta Voice said.

"Yes. I was usurped in a coup plotted by a former assistant who has since become a thief. Now I run my own business, but now I want to give even more back. So I've created my own hero group by recruited from across all walks of life. The Tumultuous 20." he explained.

"Tumultuous 20?" Magenta asked.

"I know the names a mouthful but someone already had Terrific 20. I even got some villains to change their ways and become heroes and…well…maybe I should just introduce them." Theodore said.

The spotlight shined as first out was a girl with long red hair as she walked out.

"The teen superspy, Kim Possible!"

Next was the red dragon as it flew down next to her.

"The American Dragon, Jake Long!"

Next was a boy with white hair as he phased up from the floor.

"The Ghost Hero, Danny Phantom!"

After him was a boy in all black and looking like a ninja.

"The Ninja, Randy Cunningham!"

Next was a girl with black hair with a streak of purple.

"The Te Xuan Ze, Juniper Lee!"

Next walked in a boy with brown hair in a green uniform and a strange watch on his arm.

"The Alien Hero! Ben Tennyson aka Ben 10!"

Next was a boy with orange goggles and short black hair.

"The Mechanical Hero, Generator Rex!"

After him came a woman with spiky brown hair and goggles.

"The hero of London, Tracer!"

After Tracer came a woman with purple skin and hair as she kept a rifle on her back.

"The deadly assassin, Widowmaker!"

Next came a girl with long hair with pink markings on her face piloting a large mech.

"The mech master and gaming legend! Dva!"

After her walking in Ashe.

"The one known as Calamity, Ashe!"

After her came came a girl with blue hair.

"The Neathian Princess, Fabia Sheen!"

Then came a man with short brown hair and a long white coat over his uniform.

"The president of KaibaCorp and dueling pro, Seto Kaiba!"

After him walked in a man with three eyes.

"The martial arts master, Tien Shinhan!"

After him came a young man with brown spiky hair with a yellow dinosaur by his side that looked scared.

"The Legendary Tamer, Taichi Yagami and Agumon!"

After that came a man with a top knot and a sword by his side.

"The Samurai out of time, Samurai Jack!"

After Jack came a woman with blond hair and angel like metallic wings.

"The healing swiss angel, Mercy!"

Out came two different people. One with blue eyes and short blond hair and one with short black hair.

"The Android Duo! Androids 18 and 17!"

And lastly came a woman with seafoam green hair.

"And finally, the Smile Hero, Ms Joke!"

The audience gasped in awe at the sight of the 20 that stood before them.

"Yes…these 20 heroes will user in the new era. An era…where you no longer need to fear villains and evil!" Theodore proclaimed as the audience cheered.

Back on the Galaxy King, the others had also seen this.

"Fabia…why would she…" Dan said in surprise.

"And almost half of his gang are former members of the 1st Heroes Coalition." Luna said.

"No way Ms Joke would join someone like him." Izuku said.

"Its like we guessed…somehow…he's mind controlled them into serving him.' Aelita said. "If we don't figure out a way to undo it…"

"Yeah. For now…we need to watch and study." Jexi said as they saw another station where two nations had just declared war on each other.
