Prologue: The history of the new age of Heroics

Heroes, for generations they have played a crucial role in society in every country across the world. However in recent times in Japan many were given this title when they had done many things that should have resulted in their title being taken away from them or they never deserved it in the first place. While Japan had more problems than the rest of the world when integrating quirks into society this was at first mainly believed to be due to the existence of the number one villain at the time All for One, real name Shojiro Shigaraki whose successor still holds the second spot on the most dangerous villains' chart. (See the final version of the above-mentioned list published by the HPSC and the BHERO first two additions of this same list).

However, with the reveal of the true nature of the hero's public safety commission thanks to the combined efforts of our own country's personifications, the Protection for the Forsaken Foundation and Ultra Academy High School faculty and their legendary class a better known has the "hellion class", who now own the newly opened hellion agency in Musutafu perfecter near their old high school. The profession of heroes in Japan has received higher scrutiny compared to other countries in recent years for good reason considering most of the problems that plague hero society today comes from the HPSC's corrupt nature and negligence towards its duties in favor of pursuing its own malevolent agenda.

When one asks what made the government decide to completely dissolve the commission rather than restaff it completely while only keeping those who weren't involved with the schemes that the commission had going on in the background one could easily argue in turn that there wasn't a single commission members aside from a handful of people who in reality were yang agents who survived the commission purge of such people working for the yang personifications of our country. Through many clever schemes they were able to for the most part avoid the eyes of both the yin and yang personifications of Japan for a number of long hard years.

However, to say that they avoided suspicion entirely would be incorrect. Even more than 20 years before thefall of the HPSC there were a number of people that suspected that the commission did not have our best interest at heart or our safety in mind. This is especially evident when you look at the leaked documents detailing how they planned to make work studies mandatory for hero students for a raid against a suspected League of Villains hide out known to contain a high number of Nomu with little intel given even to the pro heroes called to the raids on different known league of Villains Hideouts in addition to the intel provided by the Protection for Forsaken Foundation. It was this group of vigilantes that were almost illegally classified as villains by the HPSC, if not for the fact that they had kept their existence down low.

Even before the series of events that led to the Fall of the HPSC hundreds of heroes and civilians alike had spoken out but were never heard by the public due to its influence in the media, one of them being All Might himself. Some other heroes that came forward with complaints include the number one underground hero Eraserhead, and his close friends Present Mic and Midnight and fellow U.A faculty members Vlad King, Cementoss, Snipe, Ectoplasm, Power Loader, and their Principle Nezu. For a more complete list of civilians and heroes that spoke out reference page 238 for heroes and page 242 for notable civilians that had spoken out.

In this unit we will look into the events that led into the Fifth Era of heroics and the effects of the events that lead to the end of the fourth era of heroics. It should be noted that there are a lot of facts that might be incorrect due to the HPSC covering up a lot of matters that made its image look bad. So one should take matters related to the HPSC outside of the end of the second era with a grain of salt unless mentioned otherwise.

Sakura Honda was not one to take serious matters lightly, especially when it came to her job. Well, to be more honest about it he really couldn't afford to considering what her job was. She was the Yin personification of Japan. He was the face of the country, and the one who had final say has to what happened.

While this wasn't always the case until 2025 she always took his job seriously while spending time with her friends. The reason why the personifications had taken control was mostly because of the Ukraine vs Russia war which had resulted in most personifications losing all trust in their people to run their governments with the best interest of the people in mind.

While most personifications were able to trust their government officials for the most part these days, there were some who still had to deal with officials trying to go over their heads and return things to how they were before. Which was why today Sakura was meeting with someone she trusted as part of an investigation she was running. Well, it wasn't officially an investigation on paper yet, it was more like a probe to see if there was probable cause to open one.

In the old days when quirks had yet to come into existence and the personifications still had to answer to their country leaders they always kept their civilian identities and existence from the public. While they no longer answered to who they used to call their bosses they all still elected to keep their civilian identities private. When a personification gave their civilian name to someone it showed that they trusted that person. However, it was exceedingly rare for a personification to do this mostly due to the history of corruption in their government in the past that still persisted today from time to time.

Right now Sakura was sitting in her office waiting to meet with someone that she had given this rear privilege to. The number one hero in her country All Might, or has she knew him Toshinori Yagi when working has her own assistance with his government approved false identity meant to protect his identity from the public.

Today they had agreed to meet over a few cups of Yagi-san's favorite tea after hearing about what happened to his son, Izuku. He was registered as "quirkless" which made Sakura frown in concern. You see Yagi too was quirkless for a good while in his lifetime. While it wasn't unusual for a quirkless to bear a quirkless child both of them had shown signs of having a quirk before their diagnosis and even when she considered the fact that Yagi had own now it was given to him by his predecessor and his quirk was completely different then the signs of a quirk that he had displayed when he was a child. That and Izuku showed the same signs as Yagi did has a child albeit slightly different.

She sat reading over reports about the various parts of her government taking note of the areas they were falling behind in and the complaints that were being made about them. There was a small number of complaints that were more petty than anything while there was praise for them as well. However there was one that caught her eye, the Hero's Public Safety Commission. This agency had no complaints at all directed towards them. This was unusual even in the modern times that they lived in she could help but find that suspicious especially since the wasn't the first time that she had received no complaints from the public about them. However while she did have the power to open investigations into the any part of her government when needed he needed to have enough evidence of their wrongdoings.

But that didn't matter to her, not right now at least. She was a patient woman who loved playing chess and Shogi and was particularly great at those versions of chess. Using her quirk called chess summons she brought a chess board.

On the chess board she summoned a white king, next she placed a white queen on the chess board to represent her Yang counterpart. As for the other side of both boards, she left them both blank for the time being has she didn't know who within the HPSC was her opponent was if there was one.

Going over reports that his yang counterpart had given her showed a different story, like most personification he had Sakuya place one spy in each one of their government agencies and parts of their government. She only had one in in each of the lower ranks of in each part of the government and the agencies associated with it. So it would be rather telling what the contents Kuro's spy would tell him compared to this report.

It was currently 9:45am and Sakuya was meant to meet her here with the reports in five minutes witch they would have a half hour to discuss then she would meet with All Might at 11:00am. After that she would be meeting with her fellow Yin personification for a casual outing. Until then she made his way through the reports until the meeting.

After that she would make her way to meet up with her fellow yin personifications for a casual hangout like they normally would the day after the meeting. But for now it was time for the first meeting of her meetings to start. A woman named Chisato Omura in her early sixties with brown hair that was slowly turning gray with blue dull eyes.

The woman bowed before speaking. "Yin Japan? Yang Japan is here to meet with you for the reports on the government agencies and branches." She informed calmly while being sure to look the personification in the eyes as it was a sign of disrespect not to do so.

"I see… Thank you Omura-san please ensure arrives here without interception and that everyone knows that my office is off limits for the time being." She told the woman calmly before dismissing her. Soon enough, he saw her Yang counterpart walk into the office and locking it like they always did before a meeting.

The two looked a lot alike to one another. When one looked at the two of them it was hard to tell them apart from one another. A fact that they took advantage of many times in the past and even now. The only major differences was their personalities and eyes. While Sakura's was brown Sakuya's was crimson red.

"Hello Sakuya, how are you today." She smiled at her sister calmly. Sakuya wore her black custom military uniform with a black and gold top and a white with gold knee length skirt and black flat shoes. Sakura on the other hand wore a kimono with a pink top with purple skirt and obi and gold flowers attached to it and a matching one in her hair.

"Fine, but we've got problems, the agent I sent in to the HPSC hasn't updated his report. I've sent connectors to his family to investigate. Both his wife and child are missing as well, but we haven't gotten a distress signal from them either. It should be noted that the tracker and distress signal device both are not sending out any signals. Not even one to show that it's been destroyed. When questioned the neighbors mentioned that some unknown police officers were in the area and some other ones came by later on claiming that the scene hadn't been responded to yet." Sakuya reported to her sister with an angry tone.

One thing that angered a yang personification is when one of her men when disappeared mission because it either meant something happened to them or they defected. And she was very protective of her men.

Sakura frowned at the implications of the fact that the trackers being destroyed and their being two sets of police officers on the scene at separate times. "Do you have anything else to report on the matter Sakuya?"

"Yes, when I sent more of my against them to investigate not only were the witnesses to the incident missing but the police officers that were actually sent out were missing. My agents are working to locate them has we speak." Sakuya replied with a frown. Sakura frowned in thought at the chess board she had just set out before this meeting.

"This situation has gotten more complicated if my suspicions are correct." Sakura frowned as she turned back to the chess board that she had set out moments ago. Using her quirk once more she set out a black king's piece.

Sakuya frowned as she looked at her counterpart's work. "You've suspected this was the case." She states knowing that her counterpart wouldn't use her power unless she felt the need due to the about of energy it took for her to keep these chess boards out.

"For a while now yes, besides it's not like you haven't suspected them yourself sister." Sakura calmly replied to her sister's point of view. Sakuya nodded knowing that it was pointless to lie to her counterpart.

"Well then let's start with what we know. For one from the fact that someone is covering up the disappearance of Keiji Minamoto we can assume that whoever is leading the efforts to do so has at least some power within the HPSC or is at least allied with someone with enough power to pull this off. If we assume that their goal was to cover up some illegal activity within the commission then they most likely are in the higher ups regardless." Sakura started while summoning a few pawns and placing them on the opponent's side of the Shogi board.

"Ture unless they manage to somehow get the people to get the job for them but that's unlikely due to the fact that they would have heard about the cover up from their higher ups when they demanded a progress report on the case and has a resalt learn that they were tricked and that's not taking into account the fact that we already know that one of the sets of officers were either fake or from another department, the second one being unlikely to be the case due to the other departments around that area being busy right now with the increase in crimes in those districts." Sakuya nodded calmly.

"Yes, so the first thing we need to do is identify how much power our enemy has. If we can do that much then we can narrow down the list of suspects. So for our first I think…" She trailed off creating two white pawns and placing them on her side of the board this time. "We need more people to keep their eyes on the commission seeing that they are prime suspects. Don't you agree sister?"

"Yes… that would be our most logical move for now. Of course we're going to need to do more than just that. Perhaps have some eyes on the outside has well?" Sakuya asked in thought. Sakura nodded and created a white rook piece and placed it on her side of the board.

"Indeed and I know just who I can ask to do that. I'll be meeting with him in an hour or so." Sakura smiled at the thought of her number one hero. Sakuya knew who she was talking about and nodded.

"Yes All Might would be the perfect person to have on our side for this. He can have his connections watch the HPSC without them finding it odd at all. He has so many connections that they wouldn't suspect a thing. Plus we can have my Yang agents deliver their reports to him and this allies instead." Sakuya agreed with the idea.

"Ture sister, it wouldn't hurt to have some of our friends keep an eye out in their countries has well. It's possible that they might be trying to interfere in the affairs of other countries as well. Some of the reports that my man on the inside sent told me that he knew that some agents were in on whatever the HPSC is planning involves trying to go over our heads with their plan." Sakuya smiled at her sister calmly.

"I see then… there going to try and keep us in the dark until it's too late. We'll that won't work against us. We've dealt with corruption in our government before and so has everyone else. Some of us more than others, yes. But we know what to do in this situation. We've learned to fight against corruption because we had to." Sakura reminded her sister calmly.

"Indeed, it will only be a matter of time until we find out what the HPSC is planning… We just need to be patient and wait out the calm of the storm." Sakuya calmly told her sister with a mirrored smile. An hour later Sakura and Sakuya met with their friend.

Yagi Toshinori was a young man with a smile on his face most of the time. He had slightly tanned skin thanks to hours of being out in the sun saving others his eyes were light blue in color. He was frail in this currant form of his due to the damage he took in battle with the number one villain All for One but was still more than capable of hero work, just limited on how long he could sustain his hero from. Right now he could do so for about he could do so for about forty hours a week, which was about the length of an average workday. That was fine since All Might a father unbeknownst to the public was planning to shorten his time on duty for this very reason, that, and his battle with All for One shortening his time span would make it so that he would have too later on anyway.

Right now he wore an average business suit has not to draw attention to his real name. If he wanted to keep his civilian identity a secret he couldn't walk around with his hero suit on all the time after all. He entered the office quietly without drawing any attention to himself at all from the employees outside.

Sakura and Sakuya bowed politely at the number one hero with a smile on their faces. "Greetings All Might-san, thank you for taking the time out of your day to meet with us in person on this matter." Sakura greeted him politely while offering him a seat.

All Might bowed and smiled at the personification of his country. "It's no problem, I think you for taking the time to hear my concerns regarding the Hero's Public Safety Commission and the Doctor that looked at my son when we were expecting his quirk to come in."

"It's no trouble at all to us either All Might-san. Me and my sister here have our own concerns about the HPSC. You said that you would like to from a secret team of heroes to investigate the matter, is that correct?" Sakura asked him calmly while pouring a cup of tea which Yagi accepted with a polite smile.

"I suppose I shouldn't be surprised you and the rest of your personification have kept a close eye on humanity since the war incident." Yagi nodded with a smile of acknowledgement. Sakura nodded and continued the conversation being had.

"Indeed, it is our duty to protect and ensure the livelihood of our citizens so we must keep a close eye on those responsible for regulating it." Sakuya replied in turn to Yagi's comment with a nod. Sakura nodded in agreement with her sister.

"Speaking of livelihoods how is your son, Izuku doing after being registered as quirkless?" she asked with a concerned tone. She knew that her people had problems dealing with those that were quirkless or quirks that could easily be used for villainy.

Yagi sighed and leaned back a little bit. "Truth be told he hasn't been taking it well. The fact that his former friend has been bullying him has been a huge problem. However Inko and I have been suspicious of Izuku's quirkologist for a while now. We decided to get a second opinion on the matter in a few days. If it turns out that he is really quirkless then I will give him One for All one day in the future if I feel he's a worthy successor. I know that seems sudden, but I feel that it would be in my best interest to start finding a successor now."

"I see… I understand why you would think that would be a good idea. You're on a timeline that will get shorter as the years go by after all." Sakura nodded in agreement with All Might's plan. They spent the rest of the meeting talking about their plans to investigate the HPSC.
