Chapter One: Izuku's New Life at Kame Junior High School
The timeline of The Fall of the HPSC can be divided into five points. Chronologically they are called The Beginning, Tipping Point, Decline, Plummeting and Dissolution. Each phase is denoted by the major event in the third hero vs villain war and a few years before then. As covered in chapters 3 and 15 heroes are normally not allowed to partake in warfare unless villains from an army and heroes may only fight that army of villains and are held to the same standard that regular military soldiers are. In this case the AOV in question was known as the Paranormal Liberation Front or the PMF. This AOV has been documented to be the biggest army since the Villainous Elite in 2125.
When one is to ask what the beginning of the fall most would say that it was the USJ incident. However that would be slightly incorrect as that is actually the tipping point. In reality the beginning was actually another incident about six years earlier. This incident is widely known across Japan has theAldera incident. This incident led to school districts across the country being investigated and monitored by the Japanese ministry of education for years to come. The reason this incident was considered the beginning of the HPSC's fall is because of their involvement in the incident itself.
Their involvement in this incident included assistance's with covering up the blatant quirkisum that ran rampant in the schools that followed Aldera's scheme. It was actually through the clever efforts of a young boy named Izuku Yagi and his sister Izuka Yagi that allowed for this scandal to be uncovered and the suicide of another student named Hiroji Ayuzawa in addition to the use of a quirk possessed by another student named Naoya Uzumaki that lead to the investigation of the school and the uncovering the massive cover ups that took place within its walls. Due to the data that Izuku and Hiroji had gathered separately Aldera was found to be only one of the schools connected to this scheme being led by the HPSC.
In order to prevent a deep investigation into their role in the scandal the HPSC met with the personifications of Japan and negotiated a deal to avoid further investigation then what dealings they had with Aldera, and the other middle and elementary schools involved in the scandal. This deal was known as the Aldera Mandates. In exchange for a more lenient punishment than what they were looking at (a deep investigation, along with major restaffing.) they would have to adhere to the mandates presented in the document drafted up by the ministry of education, prime minister, and the yin personification of Japan.
The Aldera Mandates
Under this agreement the Hero's Public Safety Commission adhere to the following mandates hence forth known as The Aldera Mandates. Failure to adhere to these mandates has agreed to by the Hero's Public Safety Commission will allow the Prime Minister and the personifications of the Constitutional Monarchy of Japan to launch a full investigation into the Commission dealings with the mistress of education and for any potential violations of the laws set by our government.
The HPSC must acknowledge that it may only interact with the ministry of education in matters pertaining to hero high schools only. Therefore interfering with middle or elementary schools is considered overstepping their boundaries and any elementary or middle school retains the right to inform the ministry of education, the personifications of Japan and the prime minister should the HPSC attempt to do so.
The HPSC must agree to be placed under level one monitoring. As with another time a government agency has been put under investigation instead of the normal once a year review of their activity they are to be reviewed twice yearly in six-month intervals for the next decade starting from the year 2172 and lasting until the year 2182 instead of the normal five-year period ordered under the human national deal. Should they fail to send in their reports on their activity without a valid reason or warning then another year will be added to this mandate and further investigation will be authorized.
The HPSC must take steps to promote actions agent quirkisum and may not cover up any incidents related to such acts. They may not protest against laws restricting should they be passed. They must also place programs in hero schools promoting antiquirkist values. Funding for these programs will be overseen by the Diet.
The HPSC shall give the names of any people that they know are involved in the scandal without exception. This applies especially to those who are a part of the commission who are to be fired and replaced with a person approved by the Yin personification of Japan and the prime minister and suggested by the commission.

The Aldera mandates were initially met with heavy push back publicly by the HPSC but due to the suspension already upon them by the personification of our country and the anger that the parents of Aldera and other middle and elementary school students were displaying provided them with no other option then to come to the negotiating table with the knowledge that it was unlikely that they wouldn't leave unscathed and could only soften the blow from the fall out.
It is widely believed that the HPSC didn't want an investigation in the first place and only took the deal in order to hide their more monstrous misdeeds like the young hero's initiative, or project designated newborn apparition. This is mainly because of the wide verity of evidence that both programs were well established by this time.
Of course despite their best these inhumane projects would eventually but not for another four years. We'll be covering these things later on in the next chapter but the next event that we need to cover is the first class to graduate from the Kame Junior High for young aspiring heroes. This is the first middle school to teach children about heroics but not at the same levels as the heroes' schools.
At most Kame Junior High taught basic to advanced martial arts and intro to heroic laws, and a lot of other important information that hero schools normally didn't teach, along with quirk exercises to train them on how to use their quirks in combat and rescues. While normally middle schools wouldn't be allowed to do this the school was located on privet property, allowing the school to do this without any issues. In addition to this the hero classes themselves were offered as electives instead. What many might not know is that this place is where the legendary hellion class gets its origins from.

Izuku Yagi woke up in his bedroom like many mornings before. However Izuku knew that today wasn't the same as the school days before. Today he would be starting at his new middle school known as Kame Private Junior High School a newly opened middle school in the outskirts of Masutafu prefecture. It was near the UA campus, which was Izuku's dream high school.
"Izuku it's time to wake up kiddo. You don't want to be late to your first day at your new school do you?" A female voice calmly called to him softly. Izuku woke up to see the ghost of his grandmother Nana Shimura. Seeing her didn't surprise Izuku he knew for a fact that this wasn't a quirk related thing as they had told him that he had a "Great Destiney" ahead of him and they were here to make sure he was ready for it. His parents didn't know that these guys lived with him in his head and sometimes in the real world but that was only because they told him not to say anything about it.
"Don't worry grandma I was already waking up anyways. I can't wait to get to my new school, I heard that many students are the children of pro heroes or support mechanics and costume designers." Izuku smiled happily at his grandmother as he got ready for the day.
Unlike his old middle school uniform which was black with gold buttons his new uniform was nave blue with sliver buttons and the school emblem on his right chest. Looking himself over in the mirror once before nodding satisfied with the appearance of his uniform and leaving his room for the living room we're his mother and father would be waiting for him to eat breakfast with his siblings.
The Yagi family consisted of a mother named Inko Yagi, and her husband Toshinori Yagi, and six children. The oldest of them Izuku himself followed by his twin sister named Izuka, an aspiring hero custom designer who was also going to be attending Kame junior high school who had a stronger version of her mother's telekinesis quirk, a young 9-year-girl named Nanako who was named after her grandmother and had her quirk and another young pair of twins named Akira and Akito who were three years old.
They lived in a big mansion in one of the wealthiest parts of the perfecter the only reason Izuku had decided to attend Aldera was because he was turned down form the private schools the wealthier kids in the perfecter normally attended due to their old quirkest policies. Unsurprisingly many parents including the Yaoyorozu, Todoroki, and the Ida family had decided to withdraw their students from those schools.
The Yagi family wasn't any different as they also felt the same about the matter. Expressing this by withdrawing Izuka from Aldera as well along with her younger siblings. From its elementary school. Nanako would be attending Kame junior high next year while attending ochitsuke elementary school for the rest of her primary education has would the younger twins.
"Oh, good mourning Izuku, are you ready for your first day at your new school?" Inko asked with a bright smile. Izuku nodded and took his seat at the table for the time being to wait for his breakfast.
"Hey mom, yeah I'm pretty excited for today. I can't wait to see what this school will have to offer. Where are the others?" Izuku asked has he took the offered plate from his mother and placed it on the table.
"Your father was called into work early today but will be home early as well. Has for your siblings their still getting ready but should be here shortly." Inko smiled happily at her son has she went to call the rest of her children to breakfast. Soon enough the children of the Yagi family gathered in the dining room. "Children let's be grateful that you can begin this new chapter in your lives together here today in peace. Thank you for the food."
"Thanks for the food!" The children coursed before they began to eat their breakfast in a living room filled with chatter. It mostly consisted of what they hoped for out of their new schools, their mother and father's work and hero activity. They didn't know that their father was actually the number one hero in Japan and believed him to be All Might's secretary and their mother was a famous hero costume designer.
Soon after breakfast was done they made their way to their new schools wearing their new uniforms it was only a thirty-minute walk from their home. Izuku was in class 1-1 and Izuka was in class 1-3. They managed to find their respective homeroom classes rather quickly and were already in their classrooms a good fifteen minutes before the start of homeroom. There were a number of students already there talking with one another while some were on their phones either reading something or simply playing a game or two.
Izuku found his seat, and waited for class to start, reading hero news to pass the time. Soon enough, the homeroom teacher came in and began homeroom. She was a kind woman with light blue eyes and bright orange hair.
"Hello everyone, my name is Chie Masaki, I will be your home room teacher for the duration of your time here at our school. Today we are going to introduce everyone to one another and then you will prepare for your next class. When I call your seat number please come up and introduce yourself to your class with your name first, your quirk if you feel comfortable sharing it, one interesting fact about yourself, one thing you like and one thing you dislike. After you have finished please retake your seat and remain they're for the rest of class and listen to the other inductions. Understood?"
"Yes ma'am," the student's coursed with a smile. Chie then looked down at her clip board and nodded. Introductions went fairly smoothly, aside from a few students who were a bit pushy about wanting to know about a fellow student's quirk when they didn't want to talk about it.
"Will seat 9 please come up for interdictions." Chie called out for Izuku calmly. Izuku got up and made his way to the front of the class.
"Hello everyone, my name is Yagi Izuku, my parents are both big parts of the hero's industry. I like Heroes and performing quirk analysis, the only thing I dislike is when people in positions of power abuse their authority." He smiles nervously at his classmates. The rest of the class went through different introductions and later on split up for electives for Izuku he chose introduction heroics which basically teaches some of the things that heroes needed to know. Like how to fight indoors, mitigate collateral damage and how to analyze a situation in the middle of combat. The second course he chose was responsible quirk usage. A class we're students learned to use their quirks responsibly.
His introduction to heroics class was taught by a woman named Son Chi-Chi. Has for introduction to responsible quirk usage was taught by her husband Son Goku. After that they went to the dorms.
While they weren't required to live on campus the students who didn't were required to help with the upkeep for the dorm along with those that did live there. The only exception to this was during the final exam period. This was meant to allow students to get enough sleep while maximizing their allowed time of study.
Izuku and Izuka despite the fact their home was only thirty minutes away from their home they were registered has living the dorms. Due to the concerns that his parents had because of their home's proximity to their old school and were worried about the possibility of some of the staff that were by some miracle able to retain their job seeking revenge on them.
That weekend Izuku made his way to visit his father with a concerned look on his face. He had received a text message from him to meet Takoba Municipal Beach Park. He had already had a long day with a sledge villain attack that he managed to beat and save his friend Ochako Uraraka with the help of his idol All Might and who he learned was his father and was now training him to become the successor of his quirk. He also learned about his father's time limit and that he had chosen him, his son has his successor. Of course he would need to tarin his body first but at least he could complete his community service assignment that he was required to do in order to graduate since his training was cleaning the beach of all the trash people left there.
The only downside of all of this was that he would have to keep all of this a secret from his siblings including Izuka but that was fine with Izuku. Afterall his great grandfather had taught him about the history of quirks well enough to know about All for One and how dangerous it could be if he were, or another villain got a hold of it.
With that in mind, the Izu twins began their time in their new junior high school that was filled with nothing but happy memories, at least that was what it was supposed to be. Thankfully with the efforts of the students and their teachers Izuku and the friends he made at his school managed to survive and learned what it meant to be a hero.
