A/N: I'm so glad you guys love this story! I really am, I hope the rest of the story holds up to your expectations! I'm also really disappointed that Carly disappeared off the show, because I really liked her, and she has really disappeared off the face of the Arrow-Earth! And I'm going to do something about that! By putting her in this story, yeah that's all I'm going to do.

Part 2: Initiation

Chapter 8: Societal Problems

"Well," Parker looked up and closed his eyes, "Here goes nothing, please don't screw me over again God," He then opened his eyes and walked inside the interrogation room, "Alright Mr. Queen, where would you like to begin?"

"I'd like to begin at the point where you let me go free," Oliver smiled, "Would that be too much to ask for?"

"Yes, yes it would," Justin sat down and placed a manilla folder on the table.

"What do you want?"

"I think you know exactly what I want," Parker sighed, then stood up, "We already know you're the vigilante."

"You want to arrest me," Oliver said simply, "You've already done that."

"I guess you don't know what I want," He took a piece of paper out of the folder and slid it towards Oliver, "That's what I want."

"What's the Justice Initiative?" Oliver asked raising his eyes from the paper.

"It's a team of vigilantes that works for A.R.G.U.S.," Justin explained, "And we want you to lead the team."

"Who else would be on the team?" Oliver asked.

"We can't tell you unless you say yes," Parker then sat down on the chair, and gave him a rather smug smile, "But what we can tell you is that you would have access to all the information that we have so your cute blonde friend wouldn't have to hack into A.R.G.U.S. anymore. By the way is she single? Because she is really cute!" He rationalized, then got back on topic, "But you would also have to give us all the information you had, including the identity of the Batman."

"I'm not giving you the identity of Batman," Oliver said simply, it was the one card he wouldn't give up in this negotiation, he owed Bruce that much at least, "And I don't constantly monitor the marital status of the people I work with."

"Well, I expected the Batman thing, but it was worth a try," He paused and leaned in towards his suspect, "And that other thing, about you not monitoring the marital status of your partners, yeah, that's bullshit."

"Huh," Oliver exhaled, mentally exploring his options, and realized he had none, but to surrender to Parker, unless he wanted to die or worse, drag his secret life across the floor for all the world to see, it would kill his sister and mother.

"You know I have an idea," He said standing up and unlocking the cuffs holding Oliver in place, "I want to take you somewhere, and trust me when I tell you, it's not what you'd think."


"Parker has already gone ahead with his recruiting process," Amanda Waller spoke as all five members of the A.R.G.U.S. high council sat down at the round table, "And I think it's best we go forward with it."

"So we should reward him for going behind the backs of the council?" Four-Star Air Force General Wade Eiling asked patronizingly to his colleague.

"He saw an opportunity and he took it, I think it's commendable," Air Force Colonel Steve Trevor spoke up next.

"Remember your place, Trevor," Eiling snapped, "You're a Colonel and I'm a General! You work for me!"

"Really?" Amanda answered in a mockingly patronizing tone, "Then why is he sitting at this table, as your equal, as our equal?"

"Oh shut it Waller," Colonel Rick Flag interjected, "Will you stop defending your boyfriend?"

"Enough," President Barack Obama stated, nearly yelling over the argument, "I brought this council together to solve matters of national and international security. But all you four do is sit here and argue. Amanda, tell your agent he can go forward with his plan, but make sure he does so with caution."

"Yes, Mr. President," Waller answered.

"You're dismissed," The President stood up and left the room, followed by General Eiling and Colonel Flag.

"You didn't deny it," Trevor stated quite simply.

"They don't have to know," Waller answered not looking at him.

"They're going to find out eventually," Trevor said, but she had left without answering, leaving only the Colonel left in the room.


"You're right," Oliver said, sitting down in front of Justin Parker at Big Belly Burger, "This was not what I was expecting."

"I'm very good when I try," Parker smiled, and Carly came over to take the order, "Carly, it's been a while!"

"Justin!" Carly said, as she walked towards the table that he and Oliver were sitting at, "And… Oliver, where's John?"

"He is-" Oliver started coming up with a lie, but was cut off.

"Parking the car," John Diggle walked in at that very moment with Felicity, and both Justin and Oliver were able to feign the lie, he gave Carly a kiss on the cheek, and pulled up a chair for himself and Felicity at the table.

"Why are you here, Justin?" Carly asked curiously.

"I'm going over a government contract with Mr. Queen here, for Queen Consolidated," He smiled, then said, "Though, you're not supposed to know that so don't tell anybody."

"Then maybe this isn't the place to have the conversation," Carly suggested, candidly.

"I think she's right," Oliver said standing up, "We'll take it to go, then."

"Tell, A.J. I say hello for me," Diggle said as the left.


"What the hell were thinking, Justin?" Diggle screamed at them in the nearly empty club, "Coming in with a SWAT team and arresting Oliver? And then popping up in Big Belly Burger? What the hell?"

"I needed to talk to Oliver," Justin stated plainly.

"You could have just asked nicely," Felicity commented.

"Would you have come if I asked nicely?" They all looked at Oliver, he shook his head, "I think my point is made."

"You gave his sister a heart attack!" Diggle yelled.

"Enough," the word was barely louder than a whisper, but everybody heard it come out of Oliver's mouth, "What do you want Agent Parker?"

"Well, Mr. Queen," Justin started, "I'd like you to lead a team of vigilantes, but I already told you that."

"But you didn't tell them that," he pointed at Diggle and Felicity, "When do I start?"

"Tomorrow morning, eight thirty," He handed Oliver a slip of paper, "Those are the coordinates, I'd like all three of you to be there. Go get some rest, you'll need it," And with that he was gone.


"Oliver, you're back!" Thea yelled, as he walked through the fixed door, "What happened?"

"They wanted to know if I had anything to do with the quake," Oliver said, "And when they decided that I was telling the truth, they let me go," He turned to see Laurel, "Laurel, what are you doing here?"

"I need to talk to you privately, Oliver," She said and motioned for him to come into the living room, he left Thea in the main hall, and joined her.

"What's going on?" Oliver asked cautiously.

"I came here as a courtesy and a warning," Laurel said, not looking at his face, "The DA asked me to represent the State in your mother's trial."

A/N: Dun Dun! So I know they used that plotline in Season 2, but I really liked it and I'm going to use it differently here. Also, sorry there was a lot of talking in this chapter, but there needed to be, there will be a lot of new characters next chapter, all of whom are from the DC Universe, some very familiar, others from little corners I'd never even heard of. Also, Steve Trevor is the first man to land on Themyscira since Heracles, Amanda Waller is the current head of the Suicide Squad and A.R.G.U.S. in DC's the New 52, Rick Flag was a member of the Suicide Squad, and Wade Eiling was the head of the Captain Atom Project. So all of those characters are real DC Comics Characters. Also next chapter I'm going to do something that a lot of you are not going to like, so I'm going to tell you ahead of time that the stupid thing Oliver does in the next chapter is not permanent in any sense what-so-ever.
