Hey! Here's another oneshot I just wrote after seeing that the other one that was already loaded was already on here as chapter six, which is relevant to chapter 29 in the main story ;) New ideas are always welcomed.

Shannon frowned as she put the phone down. She looked out the window and saw Kelly and Harry playing in the backyard, peacefully for once and not trying to destroy anything. Looking at the clock, Shannon saw that Gibbs would be home in a half hour as it was around 3:30 on a Friday.

Normally, the small family would do something on weekends, but the adults just wanted a weekend to relax and not having to plan anything. Deciding to start on supper (god knows how the five year olds are always begging for food. Harry, she could understand. Kelly? Shannon swears she does it just to copy Harry or just annoy her), Shannon got out her old cookbook that she made and flipped it to make lasagne.

She hasn't made it in months and decided that everyone could wait a little longer for it. Plus, she thought, it'll show the children who's the boss of the food after using the zip ties to shut the cupboards. Chuckling slightly, remembering the look on Gibbs' face, Shannon started on supper.

Harry and Kelly were running around the yard like maniacs. You could've swore that they had sugar straight up, but no. The reason for the hyperness? The whole class was watching a movie that took them past recess and therefore, they haven't gone outside all day.

"Come on Harry! I know you can run faster then that!" Kelly laughed. Harry had his hands on his knees and was panting.

"…very…funny…" he gasped. Kelly frowned.

"Are you ok?" Harry nodded.

"Just tired I guess. Come on, let's play in the sand box." Kelly grinned as they ran over to the box that had buckets, small shovels and trowels, a couple metal dump trucks and other big machinery. The two of them played for hours then Shannon called them in for supper. They raced inside where Shannon held up a hand.

"Go wash up." The two kids looked down. Their shorts, hands and knees where covered in sand. Kelly raced off with Harry following behind, much slower then normal.

"Are you ok Harry?" Shannon asked in concern. Harry nodded quickly before running after Kelly. Shannon sighed. She couldn't wait until Gibbs showed up.

Gibbs arrived home shortly after four. The air around the house felt heavy for some reason, which Gibbs didn't like at all. Going inside, he could smell lasagne that Shannon made, which made him smile. Shannon rarely makes it, as it takes up a lot of time and it's usually too hot in the summer to make it anyway.

"I'm home." Shannon peaked around the corner from the kitchen and smiled.

"Hello dear." She said, greeting him with a kiss.

"Eww!" They broke apart and saw the two mischievous kids making faces at them. Shannon just grinned at them.

"Did you two wash up yet?" They looked at each other and ran for the bathroom. They saw Kelly run for the upstairs bathroom while she cursed.

"Language young lady!" Shannon shouted up the stairs. She shook her head.

"Where do they learn this sort of language?"

"At school, like we did." Gibbs said. Shannon just rolled her eyes at that as Harry came out of the bathroom. Harry had his hands in his pockets of his oversized shorts and was shuffling along to his seat. Gibbs and Shannon exchanged looks with each other at that, but decided to leave it for now. Kelly came skipping out of the bathroom and you could almost see her drooling at the smell of the food. Shannon shook her head at that and gestured to the kitchen.

"Come on Harry!" Kelly grabbed Harry's hand and started dragging him away. Shannon and Gibbs stayed out a bit longer.

"Something wrong?" Gibbs asked in concern. Shannon shook her head.

"We'll talk after supper." She said. Gibbs just nodded, knowing that Shannon had a bit of a temper when she gets fired up. So he let things go until then. The two adults ate in silence while the two kids chatted away. Well, Kelly did most of the talking while Harry responded.

"Well?" Kelly asked her mom. Shannon was shaking out of her quiet stupor.

"Well what Kelly?" Shannon asked.

"What's the right term? Truck or lorry?" Shannon almost sighed. They were back at that again.

"They're both correct you two and stop arguing about that at the table."

"Yes ma'am," Harry murmured. Shannon and Gibbs exchanged a look at that. Everyone ate supper in silence after that with the two kids scampering off to Kelly's room.

"What is it Shannon?" Gibbs asked.

"It's just that Harry is so quiet and is wearing such awful clothes and we know his relatives aren't poor because of the type of car they own and all the new clothes that their kid has. I think they're mistreating Harry." Shannon blurted out. After watching Harry for almost six months, Shannon couldn't help but think it. Gibbs nodded, having come to the same conclusion from his own observations.

"What do we do Jethro? We can't keep sending him back."

"I don't know Shannon." Gibbs said. "If we see that they've laid a hand on Harry then we'll call Child Services for an anonymous tip."

Two months later, saw Harry sporting a bruise on his shoulder in the shape that couldn't be mistaken for a hand after his shirt slipped that was slightly too big after Shannon took him shopping for real clothes. Shannon called Child Services after Harry and Kelly went outside.

A couple days after nothing happened, Shannon made another call following up her tip and found that no one remembered it. Putting the phone down in suspicion, Shannon told her husband everything.

"If the authorities won't do anything, we'll do it our way." Gibbs said firmly.

"Or can't do anything." Shannon said.

"They sounded outraged after I finished talking."

"The point still stands though."

"Yes, yes, but still…"

"Shannon, we'll make sure that those animals won't lay another hand on Harry." Shannon gave a small smile and looked out the window.

"We'll send them to the kids day program on the weekend at the gym. Kelly's been dying to try it." Shannon said.

The two adults decided to do something about the treatment of Harry and somehow bullied the Dursley's to be somewhat human to Harry unless they wanted to explain it to the police. But the thought of why Child Service didn't get Harry was always in the back of Shannon and Gibbs' minds after that. A fact that Gibbs would remember years later after Harry arrived in the states.
