The Doctor said that it's dimensionally transcendental. But if you look up 'transcendental' in the dictionary it's from the worn 'transcend' meaning to go beyond something or surpass. I think it's just fancy wording for it crosses dimensions.
That would imply that it's Time Lord science. I don't think this is Dalek, and I haven't heard of any other races that either developed or stole this kind of technology.
Who are you? And what's a Dalek? It sounds familiar, but I don't know where I've heard it from. It's like I recognised this place even though I've never seen it before.
