Charlie had always liked this kind of work. Connecting data points, following leads, trying to make all the little pictures make one big one. It reminded him of before when he still was on the force. It felt more real than the photo-ops and charity balls. Going out in costume and trying to be the hero everyone would look up too. He knew as Dauntless he could do some real good handling things that no normal man could but still this felt like real work.

An annoyed huff from across the table indicated that his feelings were not shared with his coworker. Robin was cut from a different cloth. Despite his military training, Velocity was never good at sitting still.

"Getting anywhere?" Charlie asked breaking the silence.

"Going in circles more like."

"Well a smart man said 'start at the beginning and go until you reach the end.' Luckily Samedi was polite enough to target people with records. That at least lets us guess at what she stole. If we got that then we don't go in blind. Then we can take her down."

"Why?"

"Why what?"

Robin shifted slightly in his seat. "Why bother taking her down? Reading her files she seems to be doing our jobs for us."

Charlie's eyes narrowed. "Our job isn't murder."

Robin shook his head. "No, we have to use the kids gloves. I mean have you seen the guys she's taken down? Bubble Boy was in an out of jail all his life. Even before he triggered. And this Faraday guy, have you seen the shit he was up to? Is the world really a worse place without these scumbags walking the Earth?"

Charlie frowned. "Jewel Standford didn't deserve to die. She may have been a thief but she never hurt anyone. Samedi didn't care, left the woman's three children orphans. So far the state hasn't found any next of kin. It's likely they'll be left in the foster system. Claire DeBrois was little more than an off the books courier system. With her dead her grandfather is no longer able to live on his own. Samedi isn't a force for justice."

"I just think we should focus on the real problems in this town. Some wannabe cape killer with less than 20 murders isn't really the top of our priority list." Robin replied.

"I understand that, but she's already ruined at least one of my investigations when she took out Aqualung." Charlie opened the corresponding file, "Kevin Blake was a key witness in helping me take out a smuggling operation. Kid just wanted to get in from the cold and was giving everything we needed. Now? I can get a handful of small fry but none of the fish I was aiming for."

Robin sat back in his seat and took a slow breath.

"Let's just finish this report. I need some air." He said in a low tone.

Charlie fought the urge to continue and nodded diplomatically.

...Along with the previous analysis of Samedi's MO and Target preference we submit the following study of her possible powers. Several victims' powers were never fully uncovered thus may only be guessed at. While a threat assessment is likely impossible until further surveillance in combat scenarios it should not be assumed that previous victims assessments reflect current levels expressed in Samedi. Victims are listed by cape name to avoid possible privacy leaks.

Rune: high level TK abilities. Samedi has shown a great deal of skill in the application of this power and seems to lack some of Rune's limitations.

Crusader: able to create non-tangible replicas of himself for a short period of time.

Bubble Boy: Able to create dome like energy shield. Considered to be one of the strongest recorded. Shield was limited to 5 feet in diameter and was not air permeable. BB was also unable to move whilst projecting shield. According to reports filed by SS, KW, V, Samedi's shield was not domed.

Ratfink: Increased flexibility and agility.

Faraday: Electrical current generation and projection. Also showed possible electrical sensory abilities.

Vite et Libre: limited precognition based on danger or immediate obstacles.

Trainwreck: Generation of energy based on touch. Able to power nearly any object.

Badger: Adaptive homeostasis. Enhanced durability and pain threshold

Aqualung: Underwater breathing. Body able to withstand pressure of water levels.

Freezer Burn: Striker able to generate intense cold.

Trajectory: Able to predict the path of thrown or fired objects.

Sonar: Heightened senses. Near perfect night vision and hearing far superior to a baseline humans

Muffle: Created a silence field of 15 feet.

Banshee: hyper Sonic scream that with proper vibration pitch alter the movements of molecular forces to change states of matter without application or generation of heat. Scream could also incapacitate humans.

Calcatron: Statistical projection and pattern recognition. Able to project stock trends with near 100% accuracy barring sudden changes.
