Rewritten and better than ever! YAY! So... this chapter is rather short, don't worry I won't make a habit out of it, but it's also very important. I hope you guys like it a lot! So much to take in...
President Celestia sat in her ready room. She was watching all the tributes train quietly at different stages, and keeping a suspicious eye on Doctor Whooves. He wasn't even doing anything majorly suspicious. But many years before, when the 21st games were about to start, President Celestia got an encoded message from District 13. An Hourglass. Now, 6 years later, the hourglass shows up again, the exact same shape and design, on Doctor Whooves.
"Celestia," a voice said from the door. It was the head gamemaker, Luna, "I've got the research you required on Doctor Whooves."
"Good," President Celestia responded, "I need to know if this is him…"
"He is," Luna said, "Who we're looking for. He is not from District 12, and is definitely a rebel. Should we kill him?"
"No," Celestia said confidently, "You should know by now that we have to get rid of him, without the populace asking any questions. We can't kill him now, not until he's in the arena."
"Then, what do we do?" Luna asked in shock.
"Give him a twelve," Celestia said, "The highest score possible. All the other tributes will target him for sure."
"Aye aye," Luna responded, "And… What about the changelings? You remember the message that was sent to us. District 13, they have… changelings."
"I know fully what District 13 has and doesn't have," Celestia said, "The changelings could be anyone. Gamemakers, citizens…" She paused and looked on at the hard working tributes, "Or even them."
"Who?" Luna said, "The tributes! Oh no! No way! A changeling's blood turns black when it leaves the body, and we did blood tests on all the colts and fillies."
"How do you know?" Celestia asked, "One minute they're a bird flying through the square, the next, they're a pony bound for the games."
"Then how can we tell which ponies are a changeling?" Luna asked.
"We don't," Celestia said. Luna walked back in shock. "They do," Celestia pointed at the tributes, "The Districts are small enough that everypony knows everypony. But the ones they don't recognize, the ones no one knows. They are the changelings. They are the enemies of the Capitol."
