"Applejack," the little filly whispered quietly. She was the yellow filly with a big red bow in her hair that was known as Apple Bloom. That was the only thing she ever said. Applejack. She had gone such a distance just to find her own sister. And now she had found her. She thought of this hope as she went down the now working elevator to District 13. She would see her sister again.

"Hello there," a kind voice boomed over a microphone in the elevator. "We should be reaching the depths of District 13 soon."

Wow! Apple Bloom thought. I'm finally in District 13. This is the best thing that could ever happen to me! The truth was that nothing good could ever happen to her, but after all of the bad things that recently happened, she was happy that she could stay at a place to call home.

With that final stop the elevator came to a halt and the doors opened to reveal a reddish pony with a lab coat on and some glasses. He seemed rather nerdy in his ways, but he also looked kind. "Hey there. What's your name, little filly?" He asked her. She realized that this was the same voice that she heard on the elevator ride.

"I'm Apple Bloom," she said with a weary smile on her face.

Suddenly the elevator started to run again, and without the doors shutting, it started to move back upwards. And at an alarming rate. Apple Bloom screamed for help but she could never know if anyone heard her. The elevator flew up quickly through the ground, but then it came to a stop. And it stopped just in time too. She saw the eyes of the pony that was following her through the doors. The elevator barely made it above the surface.

"This is a dangerous situation, Apple Bloom," the pony said over the speaker. "But I'm here to help! The pony you see there is called Doctor Whooves. He used to be an agent here at 13, but for some reason he's gone rogue. Hard to say how or why. We assume that the Capital put him through some kind of reconditioning." Apple Bloom had no response as she simply cowered in the elevator waiting for the pony to bring her back.

"He's trying to pull you back up," the pony said. "And he's doing very well." Apple Bloom saw the eyes of Doctor Whooves move and she heard some buttons being pushed and the sound of electricity flowing in the air. The elevator moved up just a few more inches, but most of it was still underground. Doctor Whooves didn't have enough room to shoot her just yet.

"Here we go," the voice said. The elevator moved back down at a normal pace again. Apple Bloom sat in the elevator for a few minutes waiting to get back into 13 and never go in an elevator again. The doors slid open to reveal the pony again; Apple Bloom immediately jumped out of the elevator.

"What's going on?" Apple Bloom asked in a short fury.

"Doctor Whooves is still trying to bring the elevator back up, but I've deadlocked it," the pony answered. "And my name's Redwall by the way." He put his hoof out for a shake, but then the elevator started slowly going up again, without anyone in it. "Well at least I thought that I deadlocked it." He said with frustration.

Apple Bloom watched as he continued working on some machinery outside the elevator, and he called it back down. Even farther down than they were. The roof of the elevator was at floor level now, and Redwall looked very proud of himself.

"I've got a very dangerous plan," Redwall said. "That way we can get rid of this Doctor Whooves." He looked through his lab coat and found some a small cylindrical tube. "This is a highly explosive device. Big enough to destroy an entire forest on the highest setting. But we'll set it to low in order to keep things in tact. He put the explosive on the elevator and pushed some more buttons on the outside device.

As he did this a very angry looking Cheerilee came running down the hall. "What are you doing Redwall?" As soon as she said this the elevator zoomed up and out of sight.

"Getting rid of our Doctor Whooves situation," Redwall said.

"No we can't just kill him!" Cheerilee shouted. She immediately sprinted back to Rainbowdash's room, and Redwall followed.

"What do I do?" Apple Bloom called out.

"Go down the other hall," Redwall shouted back as he ran after Cheerilee. "The Nurses should meet you there!" With that he turned and ran after Cheerilee who had stopped at Rainbowdash's room. She slowly opened the door inside. Dash was still gone. That was good.

"Let's hope we aren't too late…" Cheerilee said as she walked inside. She looked over at the TV screen to see the inside of the elevator, doors still wide open, going up to the surface. The elevator slowly halted at the top to reveal Doctor Whooves standing with machine guns ready. He immediately began shooting at the elevator, but to his disappointment nopony was inside. Suddenly he was thrown back and a bright flame covered up the screen, then the TV screen became static and nothing could be seen.

"District 6!" Cadence called out into the square. Hundreds of ponies were gathering around the small square trying to see what was so important. "District 6 please calm down!" Cadence stood at the podium on the stage by the square, with Raze standing next to her. Peacekeepers were at all ends keeping everypony in the area and electrocuting anypony who would try to leave. Eventually the crowd calmed down.

"You might want to hurry up," Raze whispered to Cadence. "News like this might have been expected from the ponies here."

"I have terrible news to give all of you," Cadence yelled. "But do not fret." She paused a bit as she read her notecard. "The Capital is no longer supplying as many necessary tools to build vehicles, but the current expected quota must still be met. Don't feel threatened, every single district is going through this. The Capital itself is in a povertous time, and cannot supply as much to each district. Mining tools will not be supplied to District 12. Axes and other lumber tools won't be supplied in such number to District 7. We must all live with this, so please do not panic." Cadence knew that the Capital wasn't in any povertous time, but she had to do her job.

"This is ridiculous!" A stallion shouted out in the crowd.

"How are we ever going to make the cars and trains?" a mare cried.

"The quota is ridiculous enough!" Another voice shouted.

Cadence tried to ignore the cries of these people. She truly did want to help them, though. "Oh and one more thing," Cadence shouted. "In this event we will be getting a new head peacekeeper… She has been trained by Celestia herself, so she will be a good leader." As she said this, one of the peacekeepers was dragged away by the others. A new peacekeeper in a completely different uniform of white with blue highlights on her suit came up to the stage and introduced herself. Her helmet was still on, but she could still speak in the microphone.

"Hello citizens of District 6," the head peacekeeper said. "Today I wish to share with you a new era. All citizens will now work full time in the vehicle manufactories." Unrest started coming into the crowd. "Mares, stallions, fillies, colts. It doesn't matter! If you aren't working all day then your home will be burned and your family slaughtered, so I'd suggest doing what I ask. Another thing. Food will be rationed out to all of you for your daily supply. 2 slices of bread a day." The ponies in the crowd were getting furious. "I hope you are all thankful for this reform."

"Hey head peacekeeper!" a voice shouted. It was the stallion who booed Celestia before the games started. "This is ridiculous." Before he could continue he was shot by one of the peacekeepers and fell over dead.

"Oh that reminds me," the head peacekeeper said. "I won't be called Head Peacekeeper anymore. That title is too weak for me. I am now going to be…" She thought for a bit. "The Great and Powerful Head Peacekeeper. Don't call me anything else or you will be shot on sight. Pity this stallion didn't know sooner." She stepped away from the microphone and walked into City Hall. Cadence and Raze trailing behind her.

"What is this madness?" Cadence called out to the Great and Powerful Head Peacekeeper. "You are causing such unrest in the District."

"Don't worry," she answered confidently. Her helmet was taken off, and Raze and Cadence both stepped back in shock. "Those citizens will be safe under my rule. Or my name isn't the Great and Powerful Trixie."
