Not all are created equal.
This was a well-known and accepted ideal of this world; a world where 80% of the planet's populace was born with superpowers or 'Quirks'. The remaining 20% lacked these Quirks, hence their 'Quirkless' status. These people are seen as helpless and looked down upon, although most of those with Quirks were little better off than them, as the laws prevented most from using said Quirks.
People with Quirks took their powers to the logical level and became real-life superheroes and supervillains. These individuals tended to battle each other, the heroes protecting the people while the villains fought for their own self-interests.
A Quirk would tend to manifest at around age 4, and most could be picked up with a standard medical examination. Aiding in this process were the Wayne Foundation, Stark Enterprises, and even SHIELD. They sought out youths with Quirks and tried to steer them on the path to becoming superheroes or scouted notable individuals to give them a chance to follow their dreams.
Some things start out big, And some things start out small. Very small. But sometimes, just sometimes? The smallest things can mean the biggest changes.
It all began when a woman named Inko Midoriya gave birth to a beautiful girl named Izumi. Her husband, Hisashi, stood by her, both of them shedding tears as they looked at their little newborn angel.
"Perfect." Hisashi smiled. "Just perfect."
"Our little Izumi," Inko whispered as she kissed her daughter.
"Ma'am?" A nurse said. "We're picking up some strange reading in your baby's charts. I hate to ask, but could we get a small DNA sample?"
Tired as she was, Inko was hesitant; she wanted her baby girl to be safe and the absolute last thing he wanted was for her to be in pain. Eventually, motherly love overtook her and the nurse carefully took some blood.
Izumi didn't seem to notice, being more concerned with getting warmer in her mother's embrace.
"Have a pleasant night." The nurse genuinely smiled and then left the parents and baby.

Four years had passed and today was a monumental day; Izumi's 4th birthday had arrived.
Inko and Hisashi lived a happy life with their daughter; Inko was a stay-at-home mother who occasionally did some online editing and ran a very successful beauty blog with her best friend Mistuki Bakugo while Hisashi worked in an office with varying hours, which showed in his 5:00 shadow.
They had, however, grown a little concerned for their daughter; her Quirk, which would either be one of their own or a fusion, had yet to manifest, and the strange readings from the night she was born had never been fully explained. To add to this worry, ever since she had first seen All-Might, #1 Pro Hero, on Herotube, Izumi had declared she wanted to be a hero when she grew up.
The Midoriya Family and the Bakugou Family had already planned a big birthday for Izumi, but first things first, they needed to get her diagnosed to see what her Quirk was.
"Well for starters...your daughter should definitely be able to live out that dream of hers. We ran some tests and looked over what we have now and what was taken the day she was born..." The doctor said, looking over some notes.
"Well, what's the diagnosis?" Hisashi asked hesitantly.
"I just have this to say; Your daughter just hit the Superpower Lottery as the Tropers on the internet say." The doctor chuckled. "In short, she's going to get FOUR Quirks."
A hush fell over the room.
Four.
Hisashi's jaw dropped and some smoke spilled out from his Quirk, [Fire Breath].
Four Quirks.
Inko wordlessly used her Quirk, [Object Attraction], to pick up Izumi's All-Might action figure and plop it on her lap.
How?
Izumi was silent, her eyes wide and bugged out and staring in disbelief at what she had just heard.
"The problem is..." The doctor brought them back to reality. "...that it's currently impossible to determine just what they are. I imagine these might be the type of Quirk that requires a certain stimulus or an event to activate."
It was quiet. So quiet that one could hear a pin dropping in the distance. Then, the silence was shattered.
"I'M GONNA GET FOUR QUIRKS!"
Izumi's joyous declaration was so loud it carried out of the doctor's office, was heard throughout Japan, and carried into space.
"What the devil is that noise?" A short but unbelievably powerful reptilian intergalactic tyrant from a wholly different universe asked.
Many years later, in the year 2099, Miguel O'Hara finished some paperwork when a faint noise stole his attention away.
"What the heck?"
And somewhere in between time and space themselves, a blue police box that was much larger on the inside than out picked up the same noise.
"I get the feeling that may be something important in the future..." The well-dressed gentleman at the controls mused.
Miraculously, no one suffered hearing damage as a giddy Izumi was taken home by her family.

It was only a few days later when Izumi discovered her first Quirk.
She had seen one of the teachers at the daycare leave a copy of the first volume of Naruto on the desk and read it, having picked up her dad's otaku habits on top of being a nerd for heroes. For fun, she wanted to see if she could try the Shadow Clone Jutsu and when she did, she was shocked to find she had summoned another Izumi!
She was quickly brought to the Quirk Doctor after school when she told her parents about what happened.
"We've finished our analysis and we've confirmed the first of your daughter's Quirks." The doctor said. "It allows her to manifest the powers, weapons, abilities, and even appearances of any fictional character from anime or manga. I can say without a doubt that this is a one-of-a-kind Quirk."
"That's incredible..." Hisashi said, putting a finger to his chin. "Maybe she got it from my genes. I am quite the anime nerd after all."
Inko giggled. "You would not believe how many manga volumes and anime DVDs he has stored away. It's practically his sacred treasury."
Later that day, Izumi was excited. She had a Quirk that could basically let her use the powers of so many cool anime characters like Goku, Guts, and Luffy. All she needed was to improve her physical capabilities. The doctor labeled the Quirk as [Anime Manifestation] due to its capabilities.
"Isn't this amazing, Mommy and Daddy? If I train my hardest, I know I can be a hero just like All-Might!"
"I'm sure you will, pumpkin." Hisashi chuckled, ruffling his daughter's fluffy mane of forest green hair.
"You awakened one of your Quirks already?" Her best friend, Katsumi Bakugou, asked in surprise as Izumi beamed and nodded.
Katsumi was the daughter of Mitsuki and her husband Masaru. Ever since she had awakened her Quirk, [Explosion], which allowed her to produce nitroglycerin-based sweat that she could detonate at will, people had immediately begun to sing the ashen blonde girl's praises, Izumi among them.
With her Quirk and intelligent mind, Katsumi was assuredly going to become a great hero like All-Might. However, unlike Izumi, Katsumi was anything but humble about this.
However, when she first heard that Izumi was going to get four Quirks, she was quite jealous but at the same time, impressed and couldn't help but feel like Izumi's Quirks were all going to be extremely cool.
"Yeah! I can do anything that anime characters can do! I can be like Goku or Naruto or Ichigo!" Izumi gushed happily.
"What about Guts? He's freakin' badass!" Katsumi grinned.
The two little girls walked and talked together as they went with some of their schoolmates to a restricted part of the forest in order to pretend to fight bad guys.
Things had been going very well until a fallen log that Katsumi had been using as a bridge collapsed and sent her tumbling into a deep ravine. Luckily there was water at the bottom, so she was mostly alright but her ankle was badly sprained.
"Ow...that hurts..." Katsumi growled, trying her hardest not to cry from the pain.
"Kaachan!"
Hearing Izumi's voice, Katsumi turned to see her friend sliding down the slope of the ravine before wading through the water to make sure she was okay.
"Are you okay? Did you hit your head?"
Katsumi tried to stand up but stumbled, trying to avoid putting pressure on her injured ankle. Izumi frowned as she held her friend's hand gently in her own and that's when something amazing happened.
A warm green glow emitted from Izuku's hands and covered Katsumi's. Green sparkles flickered around the blonde before she suddenly felt the pain in her ankle disappear completely.
"W-What did you do, Deku?"
Izumi looked at her hands in surprise at what she did, unable to process how she was able to heal her friend before they heard a call from their daycare teacher, the other kids having gotten her to tell them what had happened.
The Quirk Doctor rubbed his chin as the Midoriya and Bakugou families went to him to report Izumi's new healing power.
"This is intriguing. It seems she's already awakened her second Quirk!"
"What does it do? From what Izumi told us, it completely healed Katsumi's injuries." Inko asked.
"Well, from the readings we got, it apparently allows her to heal just about any kind of damage, physical, mental, the list goes on and on. She could even help cure diseases or help restore lost limbs and organs!"
"That's every doctor's dream!" Masaru gasped, nearly stumbling in his seat.
"The drawback is that it draws from her stamina. Considering how young she is, it won't do any good to try any of those potential capabilities now." The doctor advised. "But I have a feeling that with age and the right mindset, this new Healing Quirk could surpass even Recovery Girl!"
"That's amazing...but what do you think we should call it?" Mitsuki asked.
"How about... [Miracle Healing]?" Hisashi suggested. "After all, it's practically a type of healing that can perform medical miracles!"
"Awesome!" Izumi cheered as she and Katsumi high-fived, the adults all chuckling at their enthusiasm.

It was two years later when Izumi would discover her third Quirk.
It was in the middle of the local playground and a group of bullies were attacking a younger kid. Their fun, however, would soon be stopped when Izumi and Katsumi stepped in.
"Oh snap!" One of the bullies cried, his tongue turning out to be forked. "It's Midoriya and Bakugo!"
"Big deal, they won't be so tough against my Quirk." The leader of the bullies said dismissively as his nerves started popping out of his arms and sparking with electricity. "My [Shock System] can make anyone paralyzed!"
He ran forward and tried to strike Izumi, who grabbed onto him as best she could to keep him from touching her. However, it was at that moment that Izumi's own arms began emitting electricity as well and then, the leader of the bullies was shocked as if hit with a taser.
"What the heck was that all about, Deku?!" Katsumi asked in surprise as she grabbed the bully and threw him off her friend.
"I-I dunno!" Izumi said, looking at her still sparking arms as the leader of the bullies got up and tried to shake off his paralysis before looking at his arms to see they were still emitting electricity themselves.
"D-Did Midoriya just copy his Quirk?!" One of the bullies asked in surprise.
Katsumi suddenly felt a lightbulb go off in her head before smirking as she grabbed Izumi's hand.
"Deku! See if you can copy my Quirk now!"
"O-Okay..."
Izumi concentrated and then gasped when she saw small explosions going off around her fingers. Upon realizing what she could do now, the two girls turned to the bullies, who now had looks of fear on their faces.
"Let's get 'em!"
The bully leader tried to rally his minions, but Izumi and Katsumi were already rushing at them like a steamroller. Soon, the bullies were reeling by the end of it, as Izumi helped their would-be victim to his feet and checked for any injuries using her healing Quirk.
"That was so cool!" The kid said. "I wish I had my own Quirk, so I could fight back against those bullies..."
Izumi frowned. "So that's the problem. It's hard in this world for a person to not have a Quirk."
"Eh, there's still plenty of heroes who don't have Quirks. I mean, there's Iron Man, Batman, Captain America..." Katsumi pointed out.
"Yeah, you don't need to have powers to be a hero. Just being there and doing the right thing makes one a hero." Izumi beamed.
Izumi's third Quirk was diagnosed and it was revealed she could copy the Quirks of anybody as long as she saw them in action, physically touched the users, and had a basic understanding of how they functioned. Mitsuki had come up with the name [Perfect Copy] due to it being the best copying Quirk to date.

At long last, Izumi managed to awaken her fourth and final Quirk at the age of 10.
It was actually a funny story….Izumi had been tasked with doing a family tree for a project but had gotten her notes jumbled up together with her Quirk Analysis. She had also been working for several hours without a break, so her mind was all over the place.
Apparently, that was what this Quirk; Bonding Network, needed.
Izumi had, in a daze, accidentally switched her parent's quirks in her report on the screen in front of her. She mentally chatsized herself and swapped them back…
Wait, screen?
She didn't type anything until she was 100% certain it was….and why was there a chained line between the Quirks?
The fire alarm suddenly blared and Izumi rushed out to see Inko scream and spitting fire…Literally!
Hisashi was trying to backfire it out with his own quirk, but instead, tea cups and some obejcts were being drawn to his gapping jaw. Inko reached for the first aid and it did come eventually…as did the flames from, Hisashi's mouth
They looked on at their gobsmacked daughter…and the screen that suddenly appeared beside her.
After Inko and Hisashi had gotten over the shock of using each other's Quirks, they had gone to the Quirk Doctor once more to scan the fourth and final Quirk their daughter had.
"Well, this is truly fascinating! If she has a close enough bond with somebody, your daughter can create a special telepathic network that has her at the center of it. She can connect with multiple people at a time and they all can connect with each other as well. They can even share each other's Quirks!"
"Then that means..." Hisashi excitedly began before standing up and trying to perform the Shadow Clone Jutsu...but nothing happened.
"Mommy and Daddy can't use my Quirks?" Izumi asked slightly sadly as Hisashi sat back down in disappointment.
The doctor shook his head. "No. Apparently, even your Quirk Gene thinks that's too much."
After managing to clear things up, the Midoriyas returned home and told the Bakugous about the new discovery. Naturally, Katsumi was excited when she and Izumi managed to create a network with their families and got a good laugh out of seeing Mitsuki use Hisashi's [Fire Breath] while Masaru managed to smooth away his wrinkles with his wife's [Glycerin].

Four years had passed since Izumi had awakened her fourth and final Quirk and she and Katsumi, now in their last year of Junior High, were watching as a giant villain was rampaging through the city. Already, heroes were on the scene.
The first one to arrive was Death Arms, who possessed a Super Strength-based Quirk called [Mighty Arms], which let him catch a falling radio tower the giant villain had knocked over.
Helping to keep civilians out of the line of fire was Backdraft, a fire rescue hero whose Quirk, [Water Pump], could create an endless supply of water from the spigots growing from his hands, and manipulate that water at will. Some of the people noted that the giant villain was just an amateur purse thief who got cornered, and it wasn't long before they found out by whom.
Two heroes leaped down, one looking like a classic Japanese Delinquent with a black jacket, red turtleneck, and a slicked pompadour while the other looked like he was wearing wood for armor. The former was Metal Bat, a young Pro Hero whose Quirk, [Unbreakable Spirit], gave him an unshattering will that also granted him superhuman physical characteristics. He was part of a team of Pro Heroes known as the S-Rankers.
The other hero was Kamui Woods, whose Quirk, [Arbor], allowed him to generate and control wood. The two dodged the giant's strikes and grouped up together to figure out a plan.
"How thick do you think his skin is at this size?" Metal Bat asked.
"Thick enough that anti-tank rifles would be hard-pressed to pierce it. But he'd still feel the pain." Kamui Woods suggested.
"All I need to know..." Metal Bat smirked as he leaped forward and readied his eponymous metal bat. "BAD RUSH!"
With great speed, he struck the villain over and over, the giant barely managing to put up a guard as he winced from the bat striking hard against his skin, forcing him back.
"Nice work, Bat!" Kamui Woods called out as he ran along the train bridge. "Just keep him busy a little longer!"
Eventually, Kamui Woods managed to find a good position and stretched out his fingers into branch-like tentacles to restrain the giant.
"You're charged with assault, robbery, and illegal use of superpowers! LACQUERED CHAIN PRISON!"
Metal Bat quickly jumped off the giant's shoulder and landed beside Kamui Woods as he restrained the villain. However, it was then the Delinquent-esque Hero noticed a large shadow coming in fast.
"Looks like we're not the only ones coming!"
He pointed, and Kamui Woods sighed, seeing a large young woman in a skin-tight leotard, a few feet taller than the giant villain, leaping in Kamen Rider style.
"CANYON CANNON!"
She immediately dropkicked the villain, knocking him off the bridge. Cameramen suddenly appeared in droves, trying to get a picture as the attractive woman was bent over while tying up the villain.
"Piece of cake for the world's hottest new superhero. Hello there, everyone, I'm Mount Lady. You won't have to worry about this bum anymore~."
As Mount Lady began to shrink to normal size, Katsumi noticed Izumi muttering to herself about Mount Lady's appearance while writing in her notebook.
"Again, Deku?"
But she could see why her friend would be taking notes. After all, Mount Lady's entrance had caused a giant dent in the pavement, showing that her power did have its drawbacks.

It was another boring day at Aldera Junior High as the homeroom teacher trudged up to his desk.
"Alright you brats, it's time to start thinking about your futures..." He then smiled and threw his papers in the air. "But you all just wanna be Heroes, don't ya?!"
The entire class cheered and began showing off their Quirks. Izumi sighed as she was trying to drown out the noise while working on her notebook while Katsumi just scoffed, reclining in his seat.
The teacher cleared his throat. "Okay, settle down, I know the life of a hero is an exciting prospect, but you need to understand the two most important attributes. Midoriya, would you like to give us an example?"
Izumi stood up. "Certainly, Sensei. The two attributes of a Hero are a willingness to do what is right, and the ability to use your power in a way that can help people."
The teacher nodded. "Very good. That's something you all should consider when taking the occupation of a hero. You need to be able to do the right thing and use your powers wisely."
"Oy, teach, why are you even giving this lesson?" Katsumi said. "These bunch of losers would be lucky to be sidekicks for a washed-up has-been!"
"OY, WE HAVE POTENTIAL TOO, YOU JERK!" Most of the class shouted.
"Settle down, settle down!" The teacher begged, pinching his forehead. "Thank you. Right now, our class only has two students, Midoriya and Bakugo, with all the qualifications to enter any high school specializing in training heroes. Especially since both of them recently aced the mock exam for UA High."
"Hell yeah! We're all going to become the best heroes that the school ever churned out! We're gonna be up there with the fuckin' Avengers and Justice League!" Katsumi cackled pridefully.
"Kaachan, have you no pride..." Izumi sighed.

Meanwhile, a villain whose Quirk let him turn his body into viscous sludge was running from a store, cash stuffed into his body. Quickly running after him was a giant muscular dark-skinned man wearing black boxer shorts and black boots known as Superalloy Darkshine, a member of the S-Rankers whose Quirk, [Shining Strength], gave him unbreakable skin, superhuman physical characteristics, and naturally shiny skin.
As the chase occurred, another figure, a blonde-haired skeleton of a man, came out of a convenience store and spotted the chase.
"Might want to help him out..."
"Man, it's like there's no stopping these villains today." A random guy on the street noted.
"YES, THERE IS!" A bombastic voice called out as everyone turned to see a giant grinning man. "BECAUSE I AM HERE!"

The school day had ended and Izumi was walking home, putting the finishing touches on her thirteenth analysis journal for heroes. As she did, she ended up getting lost in her thoughts.
"To think, a girl like me with four different Quirks. It's kinda freaky when I think about it. I basically have so many powers, I don't know what to do with them. But still, I have a dream and I'll make it happen, no matter what!"
Izumi was snapped out of her thoughts as he entered an alleyway and heard a gurgling sound. It was the Sludge Villain Superalloy Darkshine had been tracking.
"A perfectly sized skinsuit! Hold still kid, this'll only take a minute!"
He tried to wrap around Izumi and force his way down her throat but got quite the surprise when Izumi disappeared in a puff of smoke, being replaced with a trash can lid as he ended up flopping on the floor.
"Hey, where did she go?!"
"Thank goodness for the Substitution Jutsu!" Izumi breathed before summoning Naofumi Iwatani's Legendary Shield. "SHIELD PRISON!"
The Sludge Villain found himself trapped in a cage of shields as he struggled to find a way to escape.
"Let me out! You gotta let me out! He's gonna-!"
He couldn't finish his sentence as the sound of a nearby manhole cover flying off was heard.
"HAVE NO FEAR! FOR I AM HERE!" Came a deep booming voice, equal parts friendly and angry.
Izumi's eyes widened in shock and disbelief. Even without the costume, she recognized the blonde muscleman.
"HOLY CRAP, IT'S ALL-MIGHT!"
"TEXAS SMASH!"
With blinding speeds, All-Might launched a powerful shockwave with his right fist. The Sludge Villain found himself being blown apart by the resulting tornado. Izumi steadied herself, doing her best not to get blown back by the force herself.
"Are you alright, young lady?"
Izumi perked up to see All-Might standing over her, wanting to make sure she was okay. The young girl did her best not to geek out on sight and remain as composed as possible.
"T-Thanks, All-Might! I-I was defending myself from that creep when you came along!"
"Well, you did a good job keeping that villain at bay. I was able to capture him as a result!" All-Might smiled as he showed the Sludge Villain, now sealed in an empty soda bottle.
Izumi was practically speechless. By the time she realized he had to get an autograph, scrambling to find something to write with, she found that All-Might had already signed his notebook.
"HE ALREADY SIGNED IT?!" Izumi cried in her head before bowing over and over. "Thank you so much for this!"
All-Might gave a thumbs-up in response. "Well, I should get this evil-doer over to the proper authorities. You stay out of trouble now!"
With that, Izumi watched All-Might leap off, a bright smile on her face. She had actually managed to meet her hero face-to-face, Kaachan was gonna be soooo jealous!

This is the revival effort of our old Otaku Hero story, the fanfiction that first brought me and Mrotrax together as friends and co-writers!
I had made an earlier version of this new reboot but I didn't like how it turned out so I scrapped it. Also, yes, Izuku and Katsuki are girls in this story and Izumi still has four Quirks like in the previous versions.
Also, since Izumi already has four powerful Quirks, I need somebody else to inherit One For All from All-Might in her place. Mrotrax and I would really appreciate the help! Speaking of which, I'm gonna let him have the floor now.
