Terra- Prime minister's office
Integra Hellsing sat at her desk reading over the reports and messages she had been given, and he documents she had signed, she was passing the time until an important individual arrived in her office, an individual who could help save a dying race.
"Ma'm the ship has arrived" Integra looked up to see one of her personal Blackguard agents.
Seras Victoria stood ram rod straight in front of her, plasma rifle strapped to her back and helmet held underneath her arm pit.
"Good please bring him in we have much to discuss." Seras nodded and left the room to direct the guest inside, a few moments later and the guest arrived.
"Captain Rael Zorah of the Quarian Migrant fleet is here as requested Sir Integra." Integra turned her icy gaze on the man in front of her, he seemed to shrink away slightly at her gaze, but rallied quickly.
"As your guard has said, my name is Rael Zorah of the Quarian Migrant fleet, I thank your people for their timely intervention with the Turians."
"I am glad my forces could be of assistance, now I am sure you are curious as to why I asked to meet you in person?" Rael nodded his head, clearly nervous about why he had been summoned by a person who was the leader of a race of people he and his people knew nothing about, the only thing he knew about them was that their ships could wipe the floor with the Turians ships which was a particularly nerve wracking thought given the Turian's military might.
"I must admit to being a little bit shocked that you would even see me Sir Integra, my people have been down cast and trodden on for centuries." Integra smiled slightly
"I know that is exactly why I wanted to see you, you see my people have just recently finished a short but brutal war with the council" Rael was shocked, how are these people still alive.
"How are you alive surely the council would have punished you for your transgressions?"
"Oh they would have… if they had won." Rael just stood there silently for a few seconds
"Pardon" he had seen their ships in action he knew they were powerful but beating the entire citadel council… how? Integra caught on to his confusion and smirked slightly
"The citadel council lost in the war against us Rael Zorah" Rael was silent for a few seconds
"Oh… well, now that is… wow, your race must be extremely powerful."
"We are but we are not invincible we still had to cunning and smart about picking our battles. Back to the topic at hand we have just finished this war with the council but I dare say if they try something a second time it may not end as well for us as it did first time round." Rael cocked his head to the side.
"I fail to see how I am involved the only people I represent is…" the pieces started to click and Integra allowed a small smile. Rael looked at Integra a somewhat shocked expression under his helmet
"You wish to form an alliance with the Quarian fleet."
"Yes, we are hoping to start up a coalition for mutual development, aid and protection." Rael looked at Integra suspiciously.
"What do you have to gain by helping us, your ships are stronger than ours, your soldiers more capable, and you have planets to call home, what could we possibly offer you which you don't already have?"
"Right now practically nothing, aside from knowledge on how the council works and other related subjects, but in time you prove to be a valuable ally that will help us with the council."
Rael didn't like where this was going.
"It sounds like you want our help in fighting future wars" Rael accused, Integra looked at him blankly for a few moments before she smiled and it sent a shiver of fear up Rael's spine, this woman is too cold for her own good.
"In a way yes but in return we can offer you many things like a way to improve your immune system, technology that we have access to… the retaking of your home world." Rael felt like he had just been kicked in the gut.
"W-w-w-what?" his knees shaking at the possibility that he had just been presented.
"I said one of the things we could offer you is a chance to retake your home world, all we ask for the services and technology we provide is that, when you are capable, you aid us should the council decide to get rough again." Rael looked at the woman with eyes as wide as saucers
"I-I-I-I-I-I-I"
"I don't expect you to give me an answer, simply take this to your people and arrange a meeting for us."
"I-I can do that I think."
"Thank you, the woman stood behind you will escort you back to your ship."
"Umm about that…" Rael had been brought here on the human ship that had saved his because his ship had taken too much damage and had been beyond repair.
"My ship was scuttled, me and my crew are stranded here." Integra gave him another spine shivering smile
"I never said it would be your ship." Rael wondered what she meant as he was led away by Seras.
Integra spun around in her chair and looked out the window as she pulled a cigar from her jacket pocket and lit it, she watched the city below her office go about it's business as usual as her mind wondered to the project she had authorized just before Rael's arrival.
On her desk a document bore her signature it's title read Project Zeus

7th February 2158
Terra-Star dock Kings cross
Rael followed the Blackguard to his ship, his crew were apparently already on board and he was making small talk with the soldier escorting him.
"So how long have you been a soldier?"
"I've been trained as a Blackguard since I was 7"
"Oh that's- wait SEVEN" Rael was shocked, these people recruited children to be soldiers
"I can tell by your reaction that you don't approve."
"Pardon my language but what the fucking hell, are your people that cruel that they force children to become soldiers." Seras whirled on him
"I wasn't recruited into anything I chose to be what I am, they explained to me before I chose what would happen and what me joining would entail, they don't just kidnap us off the streets they seek the permission of both the child and the parents. I understand from your point of view it must seem inhumane but me and my fellow super soldiers are all proud of the life we chose to live, to protect humanity and all it's inhabitants from any threat, domestic or alien."
Rael was taken aback by Seras' passionate speech he looked back and found he may have over reacted after all he didn't know the full back story, but one thing stuck in his mind.
"Did you say super soldiers?" Seras gave him a cocky grin
"Yes me and my fellow Blackguards and our slightly weaker kin in Blacklight are super soldiers that have been genetically, cybernetically and mechanically augmented to be the best soldiers in existence add to that the most brutal training regimes in existence and dozens of battles and skirmishes under our belt and well you get the picture" Rael nodded shakily he really hoped that he never had to fight one of these people, he wouldn't last five seconds.
"Any way your new ship is around the corner." Rael and seras rounded the corner to see…
A common wealth frigate
"Is that, my ship?"
"Yes the CWS right of way is meant to be mothballed soon so Integra felt it would be better if you used it to get back to your people. Besides it should help as good will gift." Rael thanked Seras and made his way to the ship, he had a lot to tell the admirals.

I know this chapter isn't that good considering how long you guys have waited for an update but I needed to get something out and I've been struggling to think of what to write I tried several drafts before getting to this so yeah sorry.
Integra: what is project Zeus?
