Ever since this MOO group was founded they had been causing problems for Kate Lockley. Kate didn't mind them boycotting the occult or endorsing a congressional candidate, any group had the right to do these things. But they began spreading rumors about satanic ritual abuse. This theory claimed that children were abused, often sexually, during satanic rituals. Then their memories were erased to prevent them from repeating what they'd seen. Kate had seen enough in LA and Sunnydale to know that some monsters were real. But barring actual evidence she didn't give these stories credibility. Satanism didn't exist until the 1960's, founded by a former carnival worker who liked shocking people and practiced today almost exclusively by those who didn't even believe in the devil. With the possible exceptions of Caligo, and Richard Ramirez in the 1980's, there had never been a single satanic murder in America. But with halloween approaching the reports were getting worse. Kate knew children faced abuse, but also that children were very impressionable. She'd arrested four men in October for allegedly molesting their children in satanic rituals. Three were released due to lack of evidence. The fourth man was guilty and currently in jail. Suppossedly he molested his daughter and used the satanic elements to discredit her story should she ever come forward. People were becoming more afraid around halloween. MOO was trying to get halloween celebrations cancelled. They had no authority to force people to do this, but Kate thought it might be a good idea. Some MOO members were planning to distribute literature with candy on Halloween. Some pamplets about juvenile diabetes, others about accepting Jesus as one's personal savior. That might be annoying, but tolerable. She was most worried about possible violence between MOO supporters and those trying to honor the memory of Internuntius Caligo. Kate recieved authorization to have more cops working halloween night. She thought about when her mother died. Her father just said "death happens. Get over it." Kate wished her father had said something about moving on to a better place. Kate liked to believe in Heaven at times. But the supporters of both God and Satan looked ready to go to war. Kate feared this violence more than God or Satan.
