After Wilkins spoke with Buffy's group he spoke with Colonel Mcnamara. Colonel Mcnamara didn't particularly believe the rumors about Wilkins worshipping demons. At any rate he served the office of the president, regardless of who held the office. The colonel brought his right-hand, Riley Finn.
Wilkins: Colonel, it's good to meet you.
Mcnamara: Thank you mr president, it's good to meet you too.
Wilkins: You've done good work keeping order in this town, especially given the limited resources Obama gave you.
Mcnamara: These soldiers are good with stealth. We were more obvious on halloween, tested what people thought of us in the open.
Wilkins: Good job. I happen to know that during the 1950's a massive underground shelter was built for the event of nuclear war. We can use that shelter as a more permamnet base. We'll need it with all the soldiers I plan to have transferred here. Can you have it ready by the time I'm sworn in?
Mcnamara: Possibly. But, with all due respect, maintaining stealth would be much more difficult with more active soldiers.
Wilkins: Obama valued stealth, that's not my primary concern. I want the monsters of Sunnydale to know we mean business. I trust you colonel with command of these soldiers.
Mcnamara: Yes sir. I won't let you down. What about Rupert Giles and the his Watchers deputies?
Wilkins: I'm not sure those kids actually work for the Watchers council. At any rate we're not at war with the watchers, at least not yet. I'll negotiate with the Watcher's council, you just do the best you can here. If you can maintain a truce, even an alliance with that group, great. If that becomes impossible, make sure they realize how outnumbered they are.
