After Kate Lockley was questioned by Buffy again she went home. Kate was experienced enough with interrogation to know how to handle them. Don't admit to anything, give a convincing lie if possible. But the fact that Buffy had questioned her twice suggested she might know something. If President Wilkins was really involved in the dark arts he made a good suspect, so what did Buffy know that made Kate a suspect? What would the president do if he got a hold of this thing, the idol of Granath. Aristad used this magick for evil, but Kate raised good cops for good. Kate didn't want to lose her father, her friends, yet again, but they were becoming harder to control. Then another thought occurred to detective Lockley. President Wilkins knew about this, he would likely try to find other means. Maybe it would be neccessary for the good guys to have their own army of the dead. To fight whatever Wilkins had. Kate Lockley's experiment had been flawed, but it was too late now. For better or worse she needed these cops around, alive or dead.
