Buffy's group was eventually able to lose those who were chasing them. They encountered other souls. This underworld didn't seem to be torturing people, just keeping them trapped. Noone seemed to know where Rupert Giles was, but some gave important clues. Legend aid that Hades had a piece of the Chalice of Life for himself. Most of these souls were too frightened of Hades to go anywhere near his palace. If true, this was the last piece they needed to complete this Cahlice and save the world. Perhaps this was what Giles had been trying to tell them before he was murdered. According to legend they needed Hades permission to leave this underworld, might as well go talk to him now.
