I'm really happy that all of you enjoyed the previous chapter. And finally we arrive at the chapter where Naruto makes his move, time and time again Naruto has proved himself as a good commander. His strategic victories at Shanxi hill and his conquest of Shuri Castle will seem minute in comparison to what he will do in this chapter.

For the past few weeks I was working on this chapter and now it is complete.

The foundations of Empire of Japan will be laid in this chapter...

Chapter 45

Naruto's Counter Attack

"Let me hear your answer..." said Kushina seriously,

She had finished explaining her point to him, but beyond this there was nothing she could do. It was all up to Naruto, it was true that he had been through a lot of pain but every ninja was undergoing pain and not just him alone.

But still, she had a feeling Naruto had his own will, and his point of view was accurate too because everywhere they won't be able to persuade people to join the empire by mere words. It was true that humans desired a future, but for that they needed to see change in their present.

"Kushina..."

His voice was low as he slowly wiped away his tears, and his Mangekyo Sharingan quickly sprung back to life.

"What you said is true, there will be times where I will need your guidance instead of my strategies. Kushina, I am a commander, a soldier but this world can't be conquered by force alone...yet at the same time it can't be stabilized by wishful thinking. So, I will not start another war but I will still create Holy Empire of Japan," said Naruto bluntly, as a small smile came on the red head's face.

"I'm glad you saw reason...and I too agree that sometimes we will have to use force too" said Kushina calmly,

"I have a few plans to create my empire with the least amount of bloodshed...but for that we need to stop this war and I will need your help" said Naruto seriously, as she gave him a firm salute.

"Whatever you need, commander" said Kushina mischievously, as he smirked lightly.

However their conversation was cut short, when a Kushina clone quickly barged into the room and the look on her face was enough to indicate something had happened.

"We are doomed..." said the clone in defeat, as Kushina quickly went towards her carbon copy.

"What did you hear? I told you to keep an eye on Zetsu and Orochimaru...why the hell did you come here" said Kushina sternly, as her clone looked towards Naruto who was gazing at her seriously.

"The Mizukage has surrounded the rebel forces of Kiri that are serving as the last line of defense on Konoha's southern borders. By tomorrow they will be wiped out..." said the clone worriedly, as an amused smile came on Naruto's face.

"Yagura huh? So, this is your move Madara, you have clearly thought this through..." said Naruto bemusedly, as he took out a map of the shinobi world from his drawer.

Kushina was a little puzzled by his analysis, Yagura had announced that he would never personally participate in the war...unless,

"That's right, the Mizukage is being controlled by Madara. Why do you think there was a sudden civil war in Kiri? It was one of the factors that led to the development of the Heavenly Alliance...but now that Konoha has Iwa on the back foot, this is Madara's back up plan. To use his strongest pawn..." said Naruto smartly,

Kushina quickly dispelled her clone as all the information came back in her mind, and she slowly started to analyze the situation.

"So, he plans to use Yagura...Naruto, the rebels don't stand a chance. The Mizukage has 12,000 forces under his command. His army outnumbers the rebels by 30 times" said Kushina defeatedly,

Even Naruto was a little surprised by this information, he had to hand it to Madara to think about such a plan as his gaze shifted towards the map.

"So, Yagura has left his 3,000 forces to defend Kiri. A risky step, but if he wins here then the Blacklight forces will have to fall back in order to reinforce Kagami Jiji's division which will be severely weakened as the rebel forces that form a substantial amount of their strength will be wiped out. But even still why did he bring 12,000 ninja...he can wipe out the rebel forces with less than half of his current forces, unless..." thought Naruto in shock, as he pointed his finger at River Country.

"Ingenius..." said Naruto in an astonished voice,

"What is it?' asked Kushina worriedly,

"Those 12,000 forces are not to crush the rebels and attack Konoha...but I believe after defeating the rebels more than half of these forces will sail out to River Country through the sea between Fire Country and River Country. Kiri already has naval ships...and Ame stands between River Country and Kusa, Taki where Blacklight have pushed Iwa forces back. Ame is under Madara's control, so the entire Kiri force will quickly pass through here and capture Kusa and Taki boxing the Blacklight forces in between that have infiltrated within Iwa, and together they will crush the entire Blacklght force from all sides. Checkmate" explained Naruto briefly,

"But we had information that this entire fleet and the Mizukage were in Nagi island...how the hell did they get into Konoha's borders without anyone witnessing such a huge force?" asked Kushina angrily,

"Deception, it is one of the primary rules of warfare. The fleet which Konoha's intelligence saw on Nagi island was just a puppet, a few hundred ninja with the help of their shadow clones creating illusions of a large force. Till this day, we don't know how many ships does Kiri actually have...so in reality, the original fleet sailed through entire south west sea before arriving on the borders of Fire Country. Since Blacklight is winning in Kiri, the leaders of Konoha became relaxed and thought the Mizukage would retreat with his fleet which was on Nagi island in order to save his own country...but with great stealth the Mizukage had already reached borders of Fire country. When Konoha received the information regarding the strategy of the Heavenly Alliance...Madara must have made the Mizukage lie on purpose..." explained Naruto patiently, as Kushina was horrified as she realized how cunning Madara was.

"Kami, we are really doomed..." said Kushina defeatedly, but Naruto put a gentle hand on her shoulder.

"Until I'm standing there is no force in this world that can destroy Konoha. Wars are not won by mere numbers, they are won with strategies...Madara has played his trump card, but we also have a trump card and that is these eyes of mine." said Naruto calmly,

"What do you want to do?" asked Kushina curiously, she was sure Naruto had a plan...he must have a plan!

She had already watched her home country being destroyed, and now Konoha which was her second home was on the verge of destruction. But Naruto was not alarmed at all, in many ways Naruto was a far more dangerous military commander than his own father.

If by any chance he became Hokage, then no village would ever dare to lay a finger on Konoha...

"How many soldiers do they rebels have? And who is their leader?" asked Naruto curiously,

Kushina had already obtained all the information from her clone. Now she understood, why he had asked her to spy on Zetsu and Orochimaru. Naruto had explained that those two were Madara's hands in Akatsuki. Orochimaru and Zetsu still did not trust Naruto, but they did trust Kushina.

This boy was truly devious...

"400 rebels are currently being led by Mei Terumi" said Kushina sadly, and she was surprised when Naruto transformed himself into a Konoha shinobi.

He was wearing a dark green Jounin vest and blue pants, there was a shuriken holster on his right leg. His face was still being covered by a dark mask while his eyes were being concealed by his dark black goggles.

Naruto quickly strapped an old Konoha headband on his forehead.

"What are you doing?"

"You taught me the Uzumaki clan technique called "Blood Clones", they last longer than shadow clones and can take multiple hits before getting destroyed. These clones can last for days..." said Naruto patiently, as he picked up his finger less gloves.

Before Kushina could even say a word, another Naruto was standing beside her with a small grin on his face.

"Continue your training with my clone. I am heading out..." instructed Naruto, as her eyes widened in shock,

"You can't be serious, Naruto you cannot go out there..." said Kushina worriedly, as she quickly grasped him in a tight hug.

For his part, Naruto just smiled on seeing her affection. But regardless, he had made his choice...

"Kushina, I need to do this alone. You stay here and make sure that the other members believe I am still in this base with the help of my blood clone. It is vital that I maintain my cover...and in order to do that, I promise you I won't personally participate in this battle. I will guide the Kiri rebels to victory" said Naruto reassuringly,

"But there are only 400 rebels..." said Kushina in protest, as he shot her a stern gaze.

"Do you trust me?" asked Naruto strictly, as his Mangekyo stared in her purple eyes.

"Yes..."

"Good, because today I will lay the foundation for the creation of Japan..."

Kushina was surprised on hearing his goal, but before she could further question him...Naruto quickly disappeared in a dark vortex.

"You're so mysterious, Naruto...but that's what I like about you"

Looking at the grinning blood Naruto clone just made her leave a tired sigh...

(Fire Country Border)

Naruto quickly appeared on a nearby mountain beside the sea shore. His eyes spotted at least 100 naval ships that were docked near the shore and thousands of Mizukage forces had completely surrounded a large hill. There was a huge fort at the top, and his sharingan spotted several hundred chakra signatures inside that fort, indicating the position of the rebels.

In a straight battle, the rebels would be wiped out in minutes. He had to think of another plan...

"Let's see, the small narrow black sea between Fire Country and River Country is approximately 50 miles behind this fort. Yagura has tried to take a few ships through a narrow passage but since the rebels have the high ground they are not allowing him to advance by destroying the ships. He will have to capture the fort if he wants to move in River Country..."

"But even if the rebels are targeting his ships, he can at least get more than 50 of them across while suffering causalities. That means there is something of great importance in those ships...could it be a weapon?" thought Naruto tactically,

A sly smile came on his face as he understood the Mizukage's plan. Even if Yagura's plan succeeded and he was able to corner the Blacklight forces in Iwa, those soldiers would destroy the entire Earth Country before getting killed and the Heavenly Alliance would collapse. The Kage would need a weapon that could effectively wipe out hundreds of Blacklight in one single strike...

And there was only one weapon that was capable of such a feat...

"Missiles..." said Naruto cunningly, so this was the reason why the Mizukage was not madly charging his ships.

A few of those ships had missiles in them, if any one of them got destroyed then the blast would wipe out his entire fleet. Every plan has a weakness...

And Naruto had just found his enemy's greatest weakness.

He quickly appeared inside a small room, a person could be seen standing in front of him. He was wearing the traditional Kirigakure uniform and the number of stars on his chest and the prestigious hat on his head were enough to prove his position as a captain.

There were three more soldiers standing around him as all of them were observing how their soldiers had surrounded the rebels.

"Captain Takami, when do you think will we attack the rebels?" asked one of the soldiers eagerly,

"Pretty soon, the Mizukage wants us to attack in the morning. During night, our soldiers won't be able to spot the traps set by the rebels...we must remember these rebels were once Kiri shinobi, and Mei Terumi should not be underestimated. They have already killed 300 of our soldiers...we must limit our casualties.." said Takami briefly,

"Then why don't we use the missiles?" asked another soldier curiously,

Before Takami could even answer the question, showers of blood erupted around him as his comrades fell dead on the ground. He quickly took out his sword and turned around...only to find himself gazing into a weird sharingan.

Those weird eyes spinned again as he found himself getting mesmerized by them.

"Now, tell me...how many missiles do you have?" asked Naruto flatly,

"30" said Takami in a monotone voice,

"Who is in charge of those missiles?" asked Naruto seriously,

"Their safety is my responsibility but only the Mizukage can authorize their use. I cannot fire the missiles without his order" said Takami devotedly, as a devious look came in Naruto's eyes.

"Where is the Mizukage?"

"I don't know...no one knows where he is. Our leader is hiding in the shadows, he has no need to come out we can handle this" said Takami arrogantly,

"Oh...is that so?" asked Naruto darkly, as his Mangekyo spinned once again.

Takami found himself standing in front of the Mizukage, as the captain of the fleet quickly kneeled before his leader. Naruto could just smile in amusement, the sharingan was really a powerful weapon...he was making Takami believe that he was Yagura, and the stupid fool didn't even know it.

"Mizukage-sama...I am at your service."

"Takami, I want you to fire 20 missiles at our forces at dawn" said Naruto darkly, as the Kiri captain was mortified on hearing the order.

"But, Yagura-sama those are our soldiers..." said Takami in protest, as Naruto flashed his Mangekyo again.

"You will fire, is that clear?" asked Naruto flatly,

"As you command, Mizukage-sama" said Takami in a robotic voice, his mind devoid of any sense of thoughts or freedom.

Naruto quickly absorbed the other dead Kiri shinobi inside his vortex and instructed Takami to wipe out any trace of blood. Everything was going according to his plan...but he could still not find Yagura even with the help of his sensor abilities.

But when those missiles would destroy a large portion of Kiri's forces, it would compel Yagura to come out and stop the chaos.

"Well, I could still search for him...it won't take me more than a few hours. But then again, this is necessary for the creation of the empire..." thought Naruto calmly,

He had already destroyed Iwa's forces, by the end of the war they would not have the military strength to oppose his empire. Their economy would be in shambles, and he was going to do the same thing to Kiri.

The ninja villages waged wars because they had military strength and their ever increasing need for resources and power. All of them were independent, and he was going to change that.

But in order to that, he needed to reduce their strength making them dependent. He was going to link all the villages together, in order to prevent them from starting another war. But to build that system, a lot of bloodshed was needed.

So either way, these Kiri ninja needed to die...

"Now, let's complete phase two..."

(Rebel Fortress)

Mei Terumi worriedly stared at the map in front of her. She was surrounded from all sides and there was no way she could get her people out of here alive. The Mizukage forces had already showed that they were here to slaughter them when they even killed teenagers.

She only had 375 ninja under her command now...

At the very most she could hold the enemy forces for another few hours before being over run. Many of her ninja under the leader ship of Ao were with Kagami Uchiha assisting in Operation Flash against Iwa. When they had heard news about the fall of Miyasato islands, they were sure of Yagura's retreat only to be proved terribly wrong.

And the thousands of Kiri shinobi surrounding her fort sent chills down her spine...

The reinforcements from Konoha would take at least 1 day to get from her position. Even the Blacklight Paratroopers were fighting in Kiri and Iwa...

"Kami, I could really use your help right now..." said Mei tiredly,

"Then perhaps I can be of some help..."

Mei quickly turned around and saw a young boy standing behind her. He was wearing the uniform of a Jounin and had the Konoha headband on his forehead, his face was covered by a dark black face mask.

The boy had light brown hair and dark blue eyes...

"Who are you?" asked Mei sternly,

"The reinforcement from Konoha..." said Naruto calmly, as an angry look came on the kunoichi's face.

"Don't fuck with me..." said Mei dangerously, as she took out a couple of kunai.

"I won't mind fucking you...but this is taking a lot of time" said Naruto in a bored voice, as his Mangekyo activated.

"Kamimusuhi"

The young kunoichi quickly froze as she felt herself being attracted towards those eyes until they disappeared and were replaced by the boy's original eyes.

"What did you do to me?" asked Mei cautiously, she didn't feel anything different about herself.

"Now do you believe I am a Konoha shinobi?" asked Naruto seriously,

"Yes"

A dark chuckle escaped from his lips, so this power really worked on humans too.

"Kamimusuhi is the ultimate genjutsu of this world. It is the power of a god that allows me to control a person's soul, this genjutsu can't be undone not even by another Mangekyo sharingan" thought Naruto victoriously,

"Cough"

He quickly collapsed on his knees as a lot of blood came out of his mouth. Now of all times...

"Not yet...not yet" thought Naruto with determination, as he slowly got back up while Mei was curiously observing the boy.

He slowly regained his strength and walked towards the beautiful red head. It was true that his genjutsu was ultimate, but it was cursed too. And he knew very well, what would happen if he used this power too much...

Naruto could still remember the first time he lost control over this power...

This genjutsu was the power of a god, but it not only harmed him physically, it also was making him lose his mind.

His eyes shifted to Mei, she was a slender woman in her thirties. She had green eyes, and ankle-length, auburn hair styled into a herringbone pattern at the back, a top-knot tied with a dark blue band, and with four bangs at the front. Two bangs were short, with one covering her right eye, and two were long, crossing each other on her bust, just below her chin.

She was wearing a long-sleeved, dark blue dress that was falling just below the knees. It seems to be closed at the front with a zipper, and was kept open on the front-right side from the waist down.

"It seems I am destined to meet one red head after another..." thought Naruto bemusedly,

It all began with Mito, then Kushina and now Mei Terumi...

"What's so funny?" asked Mei curiously, as he just waved his hand nonchalantly.

"It's nothing...you are quite beautiful, Mei-san" complimented Naruto honestly, as a light blush came on her face.

"Thank you...but I still want to know why did Konoha send you alone?" asked Mei seriously,

"I am more than enough to ensure that you and your men survive. How many men do you currently have?" asked Naruto curiously,

"375"

"Mei-san, what are your abilities?"

"I have two Kekkai Genkai. I can use Yoton and Futton based attacks..." said Mei truthfully, she didn't know why but she felt she knew this boy for years and could trust him without any doubt.

"Impressive, Mei...I want you to divide your forces into 10 teams each having a strength of 30 ninja" ordered Naruto,

"What do you have in mind? We cannot attack the enemy head on...my men will be butchered..." said Mei in protest,

"It has been taken care of...you just need to follow my orders and I promise you and your men will emerge victorious" said Naruto promisingly, and a satisfied smile came on his face when Mei bowed in front of him.

"What are your orders?" asked Mei devotedly, as Naruto gently raised her back on her foot and looked her straight in the eye.

"Take the rest of your 75 men under your command, make sure they are your most powerful water and earth ninjutsu style users. At dawn, your forces must cast a deep mist in the entire area, is that clear?" asked Naruto sternly,

"Understood"

"Tonight, I will crush your plans Madara..." thought Naruto darkly,

(Minutes From Dawn)

Naruto casually sat on a small chair in a room at the top of the fort, he could easily see all the positions of the enemy forces. Mei had already stationed her men outside the fort as per his orders and divided them into 10 teams, and taking a small force under her own command.

The Rebel ninja were first opposed to this decision, but they had faith in Mei. She had told her ninja that one of her clones was staying inside the fort and would be issuing the orders while keenly observing the enemy's movements.

And that clone was in reality Naruto himself.

"I will issue orders in her voice...if these rebels follow my orders then victory will be theirs" said Naruto seriously, as he finished placing chess pieces on the map in front of him.

This battle would be his test, if he failed here then he was not fit to create the Japanese empire. He had to win this battle as Kiri would be the first addition in his empire...

He spotted the sun rising in the sky, and his sharingan spotted a lot of movement on the Mizukage's fleet.

"Right on time..." thought Naruto quickly,

"All teams initiate the attack..." said Naruto through his communication device, his voice being exactly identical to Mei's.

"Hai" replied all the teams in unison,

"Kirigakure no Jutsu (Hiding in Mist Technique)"

Thick clouds of mist spread in the entire area rendering the Mizukage's forces without any vision of their enemy or their position.

"What should we do, Captain?" asked one of the Kiri soldiers,

Naruto was keenly listening to the conversation among the enemy forces, his wood clones were really doing an admirable job of providing him vital information. Everything was going as per plan.

"Mizukage-sama has given the orders, we will charge now. Send the wind users ahead in order to dispel this mist..." instructed the Kiri commander,

Naruto quickly put 2 pawns ahead, as he shifted his hand on the communication device.

He could easily wipe out the entire Kiri army if he wanted, but it was vital for him to maintain his cover and not reveal his identity.

"Team 1 and Team 2, move 300 meters ahead" instructed Naruto,

"Yes, Mei-sama"

"Team 3, Team 4 shift 500 meters towards the north west position. Team 5, 6, 7 position yourselves around the north-east position" said Naruto seriously,

"Hai"

Naruto watched patiently, as his rebel soldiers quickly followed his orders. He had 11 teams under his command, including the 1 special team of Mei. The enemy were attacking from the front, it was time to initiate the next attack.

The fort was stationed on a small mountain top, and this was the perfect opportunity for him to draw Yagura out.

"Mei, take your team behind the fort and do the special attack of yours" said Naruto slyly,

"Acknowledged"

Naruto spotted Mei's ninja performing a set of hand seals, the mist around the enemy forces was doing an admirable job of concealing his soldier's movements.

"Doton Jishin (Earth Release: Earthquake Jutsu)"

The entire slope behind the fort started shaking dangerously, and after a few moments another group of Mei's ninja stepped forward and performed a set of hand seals.

"Suiton: Hahonryu (Water Release: Rapid Crasher)"

Torrents of water waves were launched on the already unstable soil, and as expected the entire slope started to collapse straight on an entire column of Kiri forces.

"AHHHHHH"

"It's an avalanche"

"KAMI!"

"Tell the other division to advance from-"

All these panicked voices were heard on Naruto's communication device before his own wood clones got destroyed indicating the destruction of an entire enemy side.

Yagura had divided his forces into 6 parts that had surrounded Mei's fort from all sides. Each force consisted of at least 2,000 enemy forces...and he just destroyed 2,000 enemy forces.

"The enemy is advancing an entire column from the south side..." said Mei quickly,

"Let them come closer...Team 8, 9, 10 are you in position?" asked Naruto calmly, and he sensed the enemy forces on the front moving quickly.

"Yes, we are in position. Preparations are still going on...we need more time," said one of the rebel commanders,

Naruto quickly drew two lines on the back of the fort's position on his map. So, 4000 enemy forces were charging towards his position indicating the enemy had launched an all out attack from the back.

"Mei, take your entire team to the front and hold of the enemy forces as long as possible" said Naruto loudly,

"But they are so many enemy..." said Mei worriedly,

"JUST HOLD THEM FOR A FEW MINUTES!" yelled Naruto angrily,

"Understood" said Mei defeatedly,

He watched silently as Mei took her men ahead and soon sounds of battle could be heard showing the battle had began. Though, Mei was right...they only had a few minutes before they were overrun from the back. Even if Mei was powerful, she could only hold 4000 ninja for a few minutes...and the mist was slowly disappearing too.

His gaze shifted towards Team 1 and 2 who were standing dangerously close to the Kiri forces.

"Charge!"

Those 2 teams were shocked when the entire Kiri forces charged forward and surrounded them from all sides.

"Commander...we are surrounded!"

"They are so many!"

"We must do it now!"

Naruto painfully closed his eyes, as he slowly made a hand seal.

"Your sacrifice will not go in vain...soldiers" said Naruto sadly, there was no other way for these rebels to win.

BOOOM!

Hundreds of Kiri ninja were blown to shreds as the explosive tags hidden inside the uniform of the 2 rebel teams went up and chaos erupted on the entire field.

In one single strike more than 1000 Kiri forces were killed...but his own 60 soldiers did lose his life. But their sacrifice was not in vain as many of the commanding officers of the Mizukage's forces were killed in the blast rendering the enemy forces leaderless.

He slowly picked up his 2 chess pieces and removed them from the board. These rebel soldiers were something else, to think they willingly sacrificed their lives for their comrades by acting as suicide bombers. It only showed that there were still many honorable shinobi left in this world...

"Team 3, 4, 5, 6, 7 fire all your kunai, shuriken and exploding tag on the incoming enemy forces. As soon as you run out, fall back immediately inside the fort" said Naruto commandingly,

"Hai" was the unison reply from all the teams.

"This is team 11, we have suffered terrible losses. We cannot hold them any longer..." shouted Mei angrily,

"Team 8, 9, 10 are your preparations finished?" asked Naruto quickly, they were really cutting it close.

"It's done..."

"Mei, fall back immediately...I repeat fall back!" said Naruto urgently, as he spotted the teams on the front and left, right side of the fort getting ready to fire.

"HAI!" yelled Mei worriedly, before her communication got cut.

Naruto quickly used his sensor skills, more than 3000 of Yagura's forces were killed up till now. But more than 90 rebel soldiers had been killed in various fronts. He also sensed the movement which he was waiting for.

"FIRE!"

"BOOOM!"

"AHH"

"THEY ARE ATTACKING FROM ALL SIDES"

"Lieutenant Shinji is hit"

"Taro!"

Naruto patiently watched as his 5 teams started attacking the incoming enemy forces with every weapon they had. Due to the mist and the chaotic atmosphere, the enemy forces were in disarray and were getting slaughtered quickly,

But he knew it was only a few minutes before they got back into formation and destroyed all his soldiers.

He quickly ran towards the back as he saw Mei carrying a rebel soldier on her back, as her team was trying to fall back with thousands of Kiri soldiers charging towards them from behind.

"Amaterasu"

A long wall of black flames was formed between Mei's team and the incoming enemy forces. A few platoons of Kiri forces ran straight into his black flames and started burning badly.

"We are running out of weapons"

"The enemy have fallen back into formation...our attacks are useless"

"What are the orders?"

Naruto saw Mei and her team entering the castle, as he stopped the black flames. His eyes shifted towards the sky as a cunning smile came on his face.

"Check mate" said Naruto victoriously,

"All teams fall back in the fort...you have 30 seconds. Run!" yelled Naruto urgently, as he himself started to disappear in a dark vortex.

He saw his remaining 5 teams falling back into the fort, a few of his ninja stayed behind providing time for the rest of their comrades to escape. Such bravery, such sacrifice...today his respect for the Kiri shinobi greatly increased.

Every enemy ninja was charging towards the fort from all sides, this scene was really frightening as almost 9000 ninja were attacking together. Even the entire ground was shaking.

He slowly disappeared in his pocket dimension as his eyes spotted the 20 missiles in the sky.

BOOOOOOOOOOOOOOOOOOOOOOOOOOOOOM!

A series of monstrous blasts occurred one after other in the entire area. Even the sun was eclipsed by the brightness of the blast as a tremendous shock wave washed over the entire area and the screams of thousands of people echoed everywhere.
