Description: Male, Altmer, mid 20s, Suspicious Actions and Motives
Background: A fellow Altmer known as 'Resh' came to our attention only recently, and this is the first the Thalmor has heard of him, as if he didn't exist. For anyone let alone another Altmer to enter the Summerset isles without a trace is a terrifying prospect to think of, one we must look into. Not just to discover how it was accomplished, but why one of us would even want to stay away from our observation.
Reports on the man have been hazy at best, most of our agents have been unable to locate him or the rest of the party he travels with. And those that have either don't return, or do, but with little to no information. Leading us to conclude that those spies were lying and that this 'Resh' (last name unknown) is a suspicious individual, all returning agents believed to have given false information have been executed.
Operational Notes: Instead of wasting more time, agents and gold we have decided to leave him alone and his part alone. The Altmer seems to have a habit of showing up in places of importance unannounced, but somehow allowed in despite there being no records of it. His name was only obtained due to the overhearing of him being asked a question by a female companion. The question was unimportant and about alcohol.
The aforementioned woman could possibly be a means of finding the information wanted, she appears to be a liability for the team as she was often scolded by Resh, so we could exploit that through interrogation.
Interest overall in this person is negligible, and as few resources should be wasted as possible. No more than 3000 septims of the Thalmor's funds will be used, but he will remain suspicious and a person of minor interest.

Updated Description: 'Appears' Male? Tsaesci (powerful shape shifting beast-race from akavir), Unknown age due to possible immortality
Updated Background: After a few weeks of having been taken into custody, Kayci has told us a great deal of information about Resh and the rest of the party, as well as their motives. She started off very strong and resilient at the start, but no matter how good at enduring someone is eventually everyone breaks, no exceptions, unless of course you are living in a pathetic lie of a world.
Resh did not know of our interrogation because we hid the entire operation under the guise of myself being in a relationship with the informant. How quickly he accepted it as truth indicates his species has a fairly open view of relationships, or just that Kayci sleeps with far too many people, which currently is fortunate to our goals. Although I would never even think of being intimate with another woman in that way, I find myself having to put on a show that I am, I just hope it does not affect my public appearance.
It turns out that Resh, or 'Scaraviak Resh', is a member of an Akaviri race called the 'Tsaesci'. We don't know much about them other than a few historical feats they accomplished, with relatively small armies. From what I gather here, as mentioned before is that they are biologically immortal, usually very large, extremely powerful in strength and magical capabilities, venomous, and are shape shifters. A worthy and useful ally indeed if we can communicate with them and initiate diplomacy effectively.
Diplomacy may be difficult due to the ordered and systematic torture and rape of his friend, but I believe we can push and break her to the point where she won't speak up, so he will remain oblivious and important politics will not be jeopardised by a necessary and a, now regrettable, evil.
For this woman to break it took far longer than it should have, she could withstand physical torture, but trauma not so much, I had to call in about 20 different men and women to sate their needs until she finally cracked. Needless to say we will have to be tactful and walk on eggshells with the current situation, we don't want a war with a species so dangerous.
Brelyna POV
After reading that last extract with a hoarse and cracked voice due to the difficulty of reading her girlfriends torment, the Dunmer looked down upon her lover with tear filled eyes, the other woman looked 'empty' and merely hung her head in shame, causing Brelyna to start begging emotionally. "Kayci, I'm so sorry about all that bitch Elenwen has done to you. Please just accept it, she has it written down, please stop this denial, for me."
A few moments passed, and Kayci still hadn't replied, but remained looking at her feet. A couple more seconds passed and Brelyna went to comfort her again but Kayci finally whispered, "You're lying to me…"
Brelyna was appalled at her accusation, but remained calm, the Tsaesci was merely clutching at straws, she didn't even believe her own words as she said them, that much was clear. "You know I'm not. Please just help me let you get over this, I will send the dossiers to Resh with a letter to describe them quickly, and we will sort it all out. Let me look after you Kayce, I want to help you get better," Brelyna made a note to read Kayci's own dossier along with a few of the others when she was alone so as not to put Kayci through the trauma of the detailed accounts of her own experience.
After collapsing into her arms, Brelyna held the sobbing woman close, "Thank you…"
Emotional huh? Okay, I really hope you don't now think of Kayci as 'weak' or anything. As it is abundantly clear she is the best fighter of all of them, as well as brave too. I got very worried when I first thought of this story arc that people would think I have ruined a strong female lead. Just to let you know, I have no intention of doing that, this is merely a story arc, not an implied sexist thing about women being weak or something disgusting like that. Rape is not funny, and doesn't always happen to women, or make people any less strong and 'deep' as a character. Little announcement done.
If you're wondering why it says 'interrogator level approval', that is because in the lore Elenwen is only recently a 'First Emissary' plus, the situation isn't important enough to be on someone of that rankings radar.
Okay people, I want to let you know early, Kayci's dossiers will have mentions of rape and torture, so if that is something you don't want to read then please by all means skip past it to the bit which isn't a dossier, but I did decide not include any actual graphic depictions, just mentions.

Kayci's Dossier
Status: Affiliated to a Person of Interest (Capture if possible and Interrogate), Active but Unknown Activities and Motives, Chief Interrogator Level Approval of Negligible Importance
Description: Female, Altmer, mid 20s, Aiding those with Suspicious Actions and Motives
Background: Like the other unknown Altmer there is little we know regarding the subject 'Kayci'. Other than her race, name and a few other trivial features. Like Resh she appears to be spending a lot of time far away from the Thalmor's eyes and ears, yet appearing uninvited yet somehow welcome to a few of our events.
The reasons she has done this are beyond our current grasp, and should be found out. Kayci does not appear to have much importance to what the group are doing due to how she acts compared to the seriousness of the others, so she is low priority and likely just a 'tag-along' with the party. She may still know some information about them, so interrogation is a good choice as she seems likely to bend to our wills.
Operational Notes: It can be observed that Kayci has little focus when it comes to checking her surroundings and being careful, so a simple kidnapping is likely to work. But something less obvious may be advised as making fewer enemies and ruffling less feathers is a preferred choice.
A possible option would be for an agent to attempt to seduce her and then extract her from the others for questioning under the guise of a romantic coupling. This way would be less likely to cause distress and paranoia to the Resh and any others. It's worth noting this could be a hard task to accomplish, as although it appears Kayci is very sexually active she has only been sighted attempting to partner with other females, so finding an agent willing to take part in this mission may be difficult.

You can't seriously expect me to be the one who tries to seduce this 'Kayci'! I don't like women, I'm sure there are plenty of agents you could send to do this, why does it have to be me? I'm an interrogator, not an infiltrator.
Please reconsider sending me to do this, there are better people to do the job. I wrote the Dossier and gave it to you, surely that's enough for my part. Think about what this could do to my public reputation, if people think I've been 'having relations' with some woman I've only just met rather than the traditional decades of courting they'll think I'm some kind of whore! How will I ever manage to advance with that kind of stain on my image.

Sorry sir, I'll get straight to it. I didn't realise I was the only female agent in the area who knows who she is and what she looks like. I guess I don't really have much of a choice.

Updated Description: Female (she's a shapeshifter, but assured us she was female), Tsaesci (powerful shape shifting beast-race from akavir), Unknown age due to possible immortality and she said she can't count high enough
Updated Background: She started off very resistant to what I was trying to do, fighting back at every opportunity and refusing to give me any information. Usually takes only a couple of days to get the information I'm looking for no matter how strong they are, but here were are, a few of weeks later and only now do I feel I've gotten it all.
And at the same time I am becoming more and more worried I have made a terrible mistake doing this to her. She only cracked and told me everything once I called in some of my Agents to 'have their way with her', and through her trauma and mental torment I discovered she is a species called a 'Tsaesci', fairly high up the ranks in that species too. I have described their species in the other Dossier about Resh.
I have made her custody a top priority for every Thalmor in the area, this isn't to get out to anyone, and for good reason. Diplomacy could be completely destroyed with this new race if it does, and we need a strong ally, we could rule Tamriel with one.
Updated Operational Notes: We already have all the information we need from her, but there is still the situation of her other party member and the diplomatic repercussions if she were to tell them what occurred under our 'care'. That is definitely not something we want our first contact with another powerful race to be tainted by.
Resh, and the other Tsaesci, are still under the impression that she is in a relationship with myself, so that takes our usual method of 'killing them' out of the equation because they would think I have done it, and blame the Thalmor again.
The only conceivable option I can think of is that we continue doing what we have already, be to a much greater extent, until we completely break her, leaving her unlikely to ever tell anyone. Her kind doesn't even have a word for 'rape' because it simply just doesn't happen there, if we can push her enough she'll be too scared to reveal what we have done to her, and all will be well again. I'll also try and drill into her head that we 'were' in a relationship, and she might just think I was too hardcore for her.
I also discovered some of the Agents who took turns with her wrote their own accounts of what happened, but I had them destroyed, and the Agents killed. We can't allow something of this importance to become public knowledge.
If this doesn't get me that promotion I don't know what will.
Brelyna POV
The Dunmer felt genuinely sick to her stomach at what she read. How anyone could command their Agents to do something so disgusting revolted her, Elenwen wasn't going to get away with everything she had done to Kayci, even if it had been so long ago
She didn't care that they were on bad terms, Resh was definitely going to hear of this. Maybe then he would reconsider whatever idiocy he was planning with the evil woman. With any luck he would slay that repulsive Altmer to get revenge, if he didn't Brelyna was going to do it herself, regardless of the risk. She wouldn't allow something so cruel to happen to the woman she loved with no reprisal.
For now though she needed to look after the recovering woman, she had re-lived a lot of pain and trauma recently, and needed someone there for her to love her and make sure she was okay. Writing a brief explaining letter and wrapping up the rest of the books Brelyna handed them off to the College's local Courier, paying him double to make sure they remained safe and untouched. She was sure the moment he reads them he would want Elenwen dead just as much as she did.
Brelyna didn't know whether she should be pleased and take solace in the knowledge all the people that had actually touched her were already dead, and even more pissed off that she couldn't flay them alive herself. One thing was certain though, the Thalmor were going to pay.
Resh POV
It was only once he arrived in Riften did the package finally arrive, the Courier had taken his time on this one, fortunately Resh was unaware it was to be expected, so regarded as if it was on time, and not weeks late.
Resh growled, not wanting this thing now, he had things to do. The only thing keeping him from just throwing the package in the inn somewhere to go through it later was the fact it could have been from Elenwen giving him more information on his mission.
The package itself was fairly large and comprised entirely of large books, whatever they were definitely wasn't quest objectives otherwise Elenwen would be expecting far too much of him, he may want to do things to help her out, but there was only so much that he could manage.
Deciding to read the letter that came with it first Resh realised who had sent this, Brelyna. He only had to read the first few words before he recognised the handwriting, and angrily threw the now scrunched up letter into the gutter before seeing whatever it was the books were about.
'Thalmor Dossiers? how did these get here?' he thought in confusion as he looked at the beautifully leather bound books, each one with Elenwen's seal of approval. After a few moments he reached the conclusion Kayci must have stolen them for some reason, probably not even knowing what they were. he was tempted to go through them himself, after all, it might be important for his scouting mission, and anything else to do with the war or dragons.
Opening the cover to the first one he picked out he read a familiar name, 'Kayci'. Sighing, he closed the book again, he may have wanted to know what was inside, but this was private and likely personal information written by Elenwen about their relationship. He had no right to go snooping around in other people's business.
Re-sealing the package Resh went to go find a Courier to send it back to the Embassy, hopefully he could smooth this over with Elenwen and pretend this never happened. And after that he could go looking for this 'Esbern' man for her.
Dammit Resh! You should've read the Dossiers and seen the truth! I guess that's just too bad huh? Oh well, I guess I'll be writing more Thalmor affiliation and stuff to that effect. Yay, more manipulative Elenwen, it's fun writing her. I hope you all enjoyed, even those of you that didn't read the mentioned non-con bit, and those that don't like the Thalmor unlike myself, I hope it is remaining interesting for you and fun to read.
