Quick Author's Note:
To answer your question PyroSolracIII, it's really up to you. I try to be as close to game as possible so I'm not really sure if I'm going to make the Wario and Waluigi cousins to the Mario and Luigi. However, their rivalry is pretty much going to be the same.
As for Wendy's appearance, I always picture her to appear the same as she is in the game. But now that you mentioned it, she could have a bit of a more anthro (or human) appearance to show that she has aged. In any case, that's up to you guys and your imagination.

So... Please Enjoy This Chapter :)

Chapter 22:
His Orabelle
...
"Do we really have to be there? Can't we just skip it and eat somewhere else?"
"Sorry Wendy, but we have to go. Princess Peach set it up herself and it will be rude if we don't show up." Luigi explained.
Both he and Wendy were walking through Toad Town as they head towards Peach's castle. The Princess had invited them over for a small get together between couples and friends. Wendy had transformed herself into a human again, wearing the same green dress she wore during their encounter with Waluigi a few days ago.
"Besides," He continues, "she's just doing it to sort of welcome you to our little group. Trust me; she's not one of those girls who hold grudges on others that steal her best friend's boyfriend."
"Hey I didn't steal anything," she said. "She's the one who keeps catching the same fish and letting it go. I simply threw my line in and let him take hold of it."
"And you have yet to let me go."
"You're darn right I haven't," Wendy smirked. "Speaking of which, is Ms. Can't-Keep-A-Man going to be there as well."
Luigi tilt his head confusedly. "You mean Daisy?"
"That's what I said,"
The green plumber thought about it. He haven't seen or heard from Daisy since he had officially called off their relationship about a week ago. Any news he does hear about her came from his brother. And from what he told him, the flower princess had shut herself in her room and was refusing to come out for anybody. Luigi knew his presence will only make her feel worse so he avoid visiting the castle completely unless he was needed.
"Uhm, I don't know; she most likely will be," He replies.
Wendy scowled. She didn't like the sound of that. Her expression didn't go unnoticed to Luigi. He stopped her and held her hands into his own as her tries to reassure her.
"Don't worry, everything will be fine." He said. "Nothing's going to happen between me and Daisy. We just friends now; nothing more, nothing less"
Wendy raised an eyebrow. "You sure?"
"Completely"
She sighed. "Alright, I'll go. But if she tries to start something, I'm not backing down."
Luigi shrugged. "Fair enough,"
They share a promise kiss, one that caused the people watching nearby to go 'awe'. Luigi blush slightly at the audience. The moment they stepped into town together, people has been watching and whispering about them as they walked by. Since the Summer Ball, their reputation has become extremely popular. Not as popular as Peach and Mario, but enough to have a crowd of people approach around them. Before they could move on, a small yellow toad ran up to them. He stood there shyly for a moment before presenting Wendy with a small white flower.
"You're very pretty," He said.
Wendy giggled and accepted the flower from him. "Thank you,"
The small toad beamed and ran off to tell his friends he talked to the pretty lady. After the toad left, several others started to approach the couple. Luigi of course got shy under the attention, but Wendy seemed to grow power from it. In fact, she loved being the center of attention.
Before they knew it, they were surrounded with fans and people of the likes. A news crew had appeared out of nowhere and suddenly they found themselves doing an interview. Luigi knew they were going to be late if they didn't get going so he had to pry Wendy away from the camera whose was reluctant to leave. After losing their audience, they arrive at the castle where the others were waiting for them.
"Hello Master Luigi, Lady Fettuccine, glad you two can make it" greeted Toadsworth.
The gathering was relatively small. Only very close friends were invited and that includes Toad and Toadette.
"Sorry we're late; we got caught up in something." Luigi apologized.
"Oh right, what kind of something?" Mario smirked.
"The kind that involves a camera," Wendy answered.
"That's fine." said Peach "As long as everyone's here, we could get started."
"What about Princess Daisy?" Toadette asked. "Isn't she coming?"
Peach frowned. "I'm afraid Daisy won't be joining us. She left for home early this morning."
Luigi was saddened by the news, but he knew from experiences that it takes time to get over break-ups. Wendy, however, was pleased at the fact that she wouldn't have to deal with the Sarasaland princess.
"I'm sure Daisy will be fine," Peach continues. "Now, let's head over to the garden shall we?"
Everyone nodded and followed her to the garden where a table was ready for them. The table was set with plates of cookies, biscuits and tea. Once everyone was sited, they dig into the sweets. After a few minutes, Toadsworth opened up with some lively conversation.
"So, Lady Fettuccine, where are you from?"
Wendy took a sip of her tea, giving her some time to think of a lie before she could reply to his questions. "I'm actually from the Mayim Kingdom." (1)
"The Mayim Kingdom?" Mario questioned.
"I have heard of that kingdom." said Peach. "It's a water kingdom known for its beautiful waters and famous water parks."
"Yup, I was born in the Mayim Kingdom when my family decide to move somewhere with more land."
"You must have travel far from home to reside here."
"You could say that."
...
...
The gathering went pretty well. Wendy was on her best behavior, posing as the 'Lady' Luigi's friends think she is. She answered their questions with the best lie she could think of and was appreciable for everyone else.
Copying what he did in front of her friends at the night club, Wendy would display small signs of affection towards Luigi like holding his hands and staring at him flirtatiously. Her fondness had him flush, of course, and didn't go unnoticed to the others. Peach and Toadette giggled to themselves as Toadsworth lightly shook his head, mumbling something about young love. Mario and Toad just look at them with a cocky grin on their faces.
At some point, she decided to drop the 'Lady' act in favor to sit on the green plumber's lap. She told the others that the chair had gotten uncomfortable. When they offered to bring her a new one, she decline and stated she was quite comfortable with her 'new' seat. Luigi didn't say anything against it, flushing even more. The others didn't say anything against it; however, Toadsworth did frown upon them with disapproval and Mario just kept on grinning like an idiot.
After about three hours, Wendy announced that she must get going and Luigi offered to take her home. They thank the princess and wave good-bye to everyone as they headed outside the castle. It wasn't until they were out of hearing distance that Wendy revealed that she had lied to get out of the party early. Now, the two were back in town, walking around aimlessly.
"Next time your friends decided to have a little get together, don't invite me."
Luigi turned to her and frown. "Why not? You did fine back there."
"Yeah, but it was boring." Wendy said. "All we did was talk and drink tea...not my idea of a get together by the way."
"Well, you got us out early, what do you want to do now?"
Wendy shrugged. "I don't know,"
Luigi raised an accused eyebrow. "You don't know?"
Wendy raised her hands in defense. "Hey, I just wanted to get out of there. Whatever we do next doesn't matter to me."
Luigi sighed "Okay, I guess we could just hang out together."
She nodded. "Works for me,"
Taking each other's hand, they started back to the tree outside of town. After avoiding the crowd and the news crew, they walked up the path that would lead them there.
"So," Luigi started. "The Mayim Kingdom... have you actually been there before?"
"No, but I held a lot of great things about it." Wendy smirked. "Not everything I told your friends was a complete lie. Although I never visit the Mayim Kingdom, I was born in a water-based kingdom."
"You were born in another kingdom?" Luigi asked surprised. "I always thought you were born in the Koopa Kingdom."
Wendy shook her head. "Nope, believe it or not, I was actually born in the Kappa Kingdom." (2)
"The Kappa Kingdom?" He frowned. "I never heard of that kingdom before."
Wendy shrugged. "Don't be surprise; the Kappa Kingdom falls under Koopa territory. Even though it's a kingdom of its own, it rarely gets mention outside of non-Koopa kingdoms."
"Okay, so what's it like?"
"I guess you can say it's like the Koopa Kingdom but more on the aquatic side."
"Is that why you usually fight around water?"
Luigi had notice that recently the pink koopa had fought with a water and sometimes ice theme. During their battles, she had proven herself to be an excellent swimmer underwater and a great ice-skater. Since she was born in a water based kingdom, it would explain her aquatic fighting style.
She nodded. "Yup, I love water; my middle name is even name after it. Ora - it means 'seacoast'." (3)
"Ora," Luigi said, letting the name roll off his tongue. "Ora...hmm,"
He smiled; he liked the sound of that.
...
...
Before long, the two made it to their tree. Wendy pulled out her wand and transformed herself back into a koopa as they rests under the shade.
"Can you tell me more about the Kappa Kingdom?" Luigi asked.
"Well," Wendy sat up and lean against the tree bark. "The Koopas there are sort of our sea-side cousins; they're called the Kappas."
"Hints the Kingdom,"
"Exactly," she smiled. "Anyways, they live on their own island; farther south from and out in the open sea. Rarely any Kappa leave the island so don't be surprised if you never get to see one."
"I won't. How long have you lived there?"
"I lived there for about a year or two before I moved to the Koopa Kingdom."
"Okay, so does Bowser rule over the Kappa Kingdom as well as the Darklands?"
Wendy shook her head. "No, the Kappas have their own monarch, but we do have an alliance with them."
Luigi nodded. One thing he shared with his brother was the excitement of exploring new places. How they get to explore is what makes them different. His brother likes to explore while he's on an adventure, when danger can happen at any turn. He likes to explore outside of the adventure, when the danger has pass so he can take in all the sights. Luigi would love to visit the Kappa Kingdom and even the Mayim Kingdom. Maybe someday, he could take a trip there with Wendy.
"Hey, Luigi,"
Luigi broke out of his thought bubble and turn back to Wendy. The pink Koopa had narrowed her eyes and was looking at him suspiciously. He frowned,
"What is it?"
"You're not dating me just because I'm princess, are you?" She asked.
Of course she has her reasons to be suspicious. All the other men she dated had only come after her because she was a princess and was going to inherit something from the king. But since she was adopted and had no ties with the royal Koopa line, it's most likely she won't inherit much of anything at all. (4) She still hope to find the right mate in her life time and dating power-hungry men isn't going to help her find him, and that includes plumbers.
"No, I would never do that to you." Luigi reasoned. "I don't care if you're a princess or not, neither way I treat you like I treat everyone else...with respect." He smiled softly. "Besides, I like you for you, not your title status. It was your personality that got my attention and why I asked you to be my girlfriend."
Wendy blushed and turned to face the ground. She should have known better and now she felt ashamed of herself. Luigi wasn't one of those men. In fact, he was the complete opposite. Those men were full of arrogance and cared nothing but themselves; Luigi was tender and only wish to please others.
"Sorry," She apologized. Luigi shook his head.
"It's okay; I can understand where you were getting from."
He could actually. He had seen plenty of guys lust after girls because they were either pretty, rich, or both. Waluigi was a good example. Luigi wasn't one of them; he was looking for love through and through.
"And I promise, from the bottom of my heart, that I couldn't be telling anyone about you and your family secret."
Wendy smiled. "Thanks, Luigi,"
They shared a passionate kiss, one that lasted for about a minute before they parted. Luigi was happy to have put Wendy's fears to rest but there was still one question that bothered him; what will become of her and others if they have no ties with the Royal blood line?
"Can I ask you one more question?" He asked her.
"Shoot,"
"Well, if Bowser Junior is the one who gets the throne, where actually does that leave you and the others?"
Wendy thought about it. "As his underlings, I guess. But I doubt any of us will let him treat us as such." She answered. "Even though we're not related, Daddy-kins had raised us up as siblings and had gained us all a high-ranking status over the Koopa Troops. Junior may be the heir, but he's still just a little brat. Ludwig was granted the title of prince regent so he'll still get to be in charge and be labeled as his guardian until the little trouble maker learns to grow up." (5)
Luigi nodded. For about another hour, they hang out with each other until Wendy's wand started beeping, indicating that she had to return to the castle. Although a bit disappointed, she places a kiss on the plumber's cheek and wave good-bye to him.
"I'll see you tomorrow, okay?"
"Okay," Luigi replies. "Good-bye, my Orabelle,"
Wendy blushed heavily but kept on walking home. She wasn't sure if he knew this or not, but he had just called her his beautiful sea-coast. (6)

Ending Note:
(1) - The Mayim Kingdom is a kingdom I made up. Mayim is a Hebrew name for water.
(2) - To anyone re-reading this, I have change the name Torsega (which I made up) to Kappa, based off a Japanese folklore of a river child with reptile skin. Since Wendy loves water and her battle theme seem to be mostly based on water and ice, I'm figure it will make sense if she was born in a place mostly based on water.
(3) - I tried to find a nice (preferably long) middle name for Wendy that means water. Unfortunately there's not a lot that starts with 'O' so I settled with this one. Ora has at least five different meanings including 'pray' and 'light'. In Hebrew, it means 'seacoast' or 'beautiful seacoast'.
(4) - I read a few things about adoptive children taken in by a royal family. Different monarchs have different rules so I made up my own. The Koopalings are given royal status and privileges; however, they won't be capable of inheriting the throne.
(5) - Prince regent is a prince who rules a monarchy as regent instead of a monarch as a result of the Sovereign's incapacity (minority or illness) or absence (remoteness, such as exile or long voyage, or simply no incumbent).
(6) - I know Ora already means 'beautiful seacoast' but I wanted to separate the two words so I can add Belle (which means Beautiful) and make a nickname Luigi can call her.
