Dreams
Over the years Gaara of the Sand had learned that the most important dreams belonged to others. Be they the dreams of those who would save the world or those who sought to end it, they were the ones who decided the fate of the world, after all.
And as Kazekage, Gaara had learned how to put the dreams of others to work for him. He learned who to support to get the best for the Hidden Sand, when to put his faith in others and when to make his own desires known.
The world was run by dreams, all leaders knew that. It was the ones who dreamed the biggest who came out on top.
Gaara might not have dreamed the biggest, but he had his dreams. He was just lucky that others shared them.
