SUMMARY: The local Doctor, Fourth, establishes a residence not far from Nine and Rose so his new apprentice could have his early lessons and his mother for another few years...Francis was deemed still too young for adventures in the TARDIS after Fourth spent just one day chasing after him.
A Fruitful Home
"And Robinson Island has assigned a human who is also a Living Immortal Fixed Point to be the Island's liaison to the Council?" A whinging councilor that Fourth didn't even remotely have any use for spat. "That's even worse than that highly disrespectful old woman they sent at first."
Originally, Fourth had laughed at the thought...but meeting Harkness after the High Council had annoyed Myra had him twitching and shuddering for close to a week until he got used to it...as Ninth had warned. Still, it was worth it now, since watching the Council's shudders and exclaimations of discomfort was priceless.
"Yes, well, they're not asking permission, Councilor." Fourth told him bluntly. "Harkness is the assigned liaison, and that's their final word on the subject. My counterpart's wife is very close to delivering her twins and we don't have time for you just now. If you will excuse me, I need to get back to support the Alterverse-Ninth. He's a bit distracted just now."
"Twins!"
"Girls, yes."
"A rare man that has a fertile wife, twins!"
"Have you located her counterpart from our universe?"
"Yes, but it will be some time before she makes the conversion that will make such a match possible, if she does. Circumstances are not the same, Chairman."
"But you have her with you?"
"Yes...in the TARDIS, of course, but yes."
"What is her name?"
'"Azelea. She's different enough from Rose that there is no danger of universal collapse."
"Very well, we'll have it logged that she's your wife, effective immediately." One of the councilors in charge of Genetics announced. "Fertile females are too preciously rare to waste, so we've already made the needed adjustments to her DNA. Not that she minded, we asked permission, of course, as we're not barbarians. We asked her if she'd like to have a comparable lifespan and the ability to bear your children instead of having to loom them. She agreed...squealing in glee, I must say." He told the gaping Fourth.
"Now, about that...apprentice...of your's. Legally, oh yes, it was done quite well. Nothing for us to try to undo...and we did look...into EVERYTHING that boy. But as smart as any child of Gallfrey, and smarter than most, truth be told, if much more troublesome. Frankly, he reminds me of you when you were at the same stage of development...you deserve him. Go fetch young Francis and go home."
"Home?"
"Oh yes, didn't we mention? You're on permanent assignment there as our representative. If we must put up with Jack permanently, then they have to put up with two Doctors...permanently...that's only fair, especially since the Concious in the Moment likes him enough to come out and play with him...you can take that statement anyway you like and never be wrong, by the way."
Fourth's lips twitched at the comment, but he chose not to mention how well he and his alternative counterpart got along. At least it would be a pleasant duty.
"I see you've learned, finally, when arguing with us is useless. Go find your lad and get going." The vice chair told him.
**WHO**
"They said what? It can't be that easy, can it?"
"When Jack isn't driving them nuts he's flirting...and doing his absolute very best to convince them all to let him follow through. Rose made him so vortex heavy there's nothing they can do...it would take half the TARDIS' in existance and even then it's a bit iffy, what with shaky science. They're distracted." Fourth told Nine with a mile wide grin.
Laughter from the TARDIS contingent exploded into the night air.

A/N: Yes, I know...it was a bit cruel...but I am
not the Doctor and I haven't made any silly
promises that I wouldn't be, now...have I? I get
very tired of miserable Doctors, so since the
Gallifreyan High Council is such a pain the
ass, I decided to make them miserable instead.
