This report has been written with the intention of clearing up any possible misunderstanding surrounding the Moebius Four Armament Program. As the proper guidelines, rules, jurisdictions, and agreements underlying this program have already been outlined in previous reports that are available upon request to Colonel Abel August Kevinson, the length of this particular report will be as brief and concise as possible in the interest of time. If more questions must be answered, please contact the Secretary of Defense for further inquiry.
In addition, several names must be kept classified in order to ensure the protection of said names' protection.

GENERAL OVERVIEW
The origins of the Moebius Four Armament Program date back to the aftermath of the acts of terrorism committed on September 11, 2001, resulting in the collapse and destruction of the World Trade Centers and becoming the first attack of terrorism on American soil. Forty-eight hours after the attack on the Pentagon, United States Navy Admirals Josiah Kohls and Walker Cunningham issued a contract with an American research team, blacklisted as "PROJECT CONSTITUTION" under the Moebius One Armament Program. The primary aim of Moebius One was to strengthen American naval defense forces along the East Coast and the Atlantic seaboard.
However, it was later revealed that due to the government's diversion of military funding shortly after the contract was established, Constitution did not have adequate funding to finish out their contract and was forced to disengage from the agreement, thus terminating Moebius One in 2002.
One of the former members of Constitution, Ken Simpson, allegedly refused to cease work on the program and eventually partnered with stem cell researchers and scientists specializing in genetic surgery from Europe to revive Constitution, and with this new team the contract was reestablished, beginning the Moebius Two Armament Program. Instead of producing additional warships for use by the United States Navy, the goal of Moebius Two was to produce humanoid, android-like personnel to provide a constant seaboard line of defense against both airborne and seaborne threats, including potential international nuclear attacks, future acts of terrorism such as the ones committed on Sept. 11, and possibly even cyber warfare.
Work on Moebius Two continued until 2005, when Simpson was arrested and charged with possession and trafficking of illegal medical goods, such as black-market organs, contraband medicinal drugs, and illegally harvested stem cells into the United States. He was convicted and sentenced to forty-five years in prison for the above-mentioned crimes, effectively removing the main driving force behind Constitution and the Moebius Two program and thus terminating Moebius Two.
Then, in 2009, the Moebius program was again revitalized when members of the highly classified Seal Team Six showed interest in the program. The exact names of specific members are to be held classified for their protection. They requested permission from the United States Federal Government to resume work on the program, and upon receiving permission, they collaborated with the incarcerated Simpson to help him finish his work. Moebius Three was set to complete in early 2013.
However, with the recent outbreak of what are known as "Abyssal Naval Personnel" in the highly classified and high-risk waters of "Sector B", Constitution decided to force termination of Moebius Three in mid-2012 to move the program to Okinawa, Japan, an American naval base closest in proximity to Sector B. This was done for two reasons: the first is already mentioned and self-explanatory; the second is due to a clandestine military agreement forged between the Japanese government and the United States government known as the "Moebius Four Armament Pact".
The Moebius Four Amament Pact outlines the following agreements:
-The Moebius Four Armament Program effectively terminates Article 9 of the Japanese Constitution of 1947.
-All territories within Japanese spheres of influence held by the United States shall be returned to Japanese government control, including all military bases controlled and operated by United States military personnel.
-Japan now has the governmental power to declare and wage war to resolve issues regarding national safety and terrorist threats involving the defense of the state - but not to declare war on other sovereign countries.
-The Moebius Four Armament Program will be comprised strictly of newly constructed "naval personnel" tasked with the responsibility of engaging and eliminating the Abyssal threat.
-The Moebius Four Armament Program is required to have an American officer at the head of command. Japanese-native naval officers are strictly prohibited from issuing any command or order related to direct military procedure or protocol.
-The Abyssal threat must be contained to the area known as Sector B. If any information about the Abyssal threat is found to be leaked to the public, this will result in the swift and automatic termination of the Moebius Four Program.
-The Japanese Maritime Self-Defense Force is required to assist the Moebius Four Program upon request of the commanding officer of the Moebius Four Program.
-The Abyssal threat is to be strictly the responsibility of the Japanese government. No other government, including the United States government, can be held liable or responsible for damages inflicted by either the Abyssal naval personnel or Moebius Four naval personnel.
The Moebius Four Armament Pact is currently in effect until the Abyssal threat is neutralized.
THE ABYSSAL THREAT
On December 7, 2013, at approximately 0900 hours, several Japanese commercial fishing vessels were attacked at high seas by unidentified and heavily armed vessels. Of the four vessels attacked, there was only one that survived. The survivors of that particular craft described the destruction of the other craft as casualties of long-range bombing. The Japanese Maritime Self-Defense Force launched a reconnaissance mission on December 8 to identify and detain the attackers with a task force of the J.M.S.D.F. Atago, J.M.S.D.F. Kongou, J.M.S.D.F. Souryuu, and J.M.S.D.F. Hyuuga. At 2215 hours, the task force engaged a small group of enemy hostile personnel, presumably the same group that had assaulted the aforementioned fishing vessels. Battle results were reported to be inconclusive, and the task force suffered minor casualties and damage but failed to detain or even wound the attackers.
These hostiles, dubbed "Abyssals" for their dark appearance in both uniform and physical nature and even armaments, are highly dangerous and skilled seafaring personnel. Current intel suggests that most Abyssals categorized as light cruisers or vessels of greater capability appear as humanoid figures, albeit with some kind of supernatural feature about them. Abyssal destroyers almost always appear as alien-like creatures that attack with peculiar cannons and various other armaments projecting from inside their mouths. They are exclusively located in the highly classified location of Sector B, which has since been quarantined off from international shipping, and international flights wishing to fly over Sector B airspace are no longer allowed to do so and must take detours or connecting flights to reach their destinations. Currently, only military personnel are permitted to enter Sector B waters.
Much remains to be discovered about the Abyssals. It is unknown who leads these Abyssals or if the Abyssals have such a designated leader figure or role; it is entirely possible, given intel on Abyssal troop movement, that the Abyssals instead are guided by a collective hive mind. As this may suggest, the origins and intents of the Abyssals are also unknown. No sign or evidence of their existence prior to December 7, 2013 is available, and their objectives remain a mystery until a live Abyssal specimen can be captured and possibly interrogated - but this would also beg the question of whether the Abyssals understand conventional language, if any conventional language at all.

The conflict against the Abyssal threat is not to be considered a war; the Japanese government as classified the Abyssal threat as an external and persistent terrorist threat.

The Abyssals pose no immediately significant threat to any country except Japan. Countries in or bordering the Pacific Ocean, however, have been notified to bolster their seaborne defenses in cases of unforeseen emergency.

NAVAL PERSONNEL UNDER THE MOEBIUS FOUR ARMAMENT
The Moebius Four Armament Program has constructed what are known as "naval personnel" or "ship girls" to handle the engagement and extermination of the new Abyssal threat. These naval personnel are young women, with the appearance of being anywhere from thirteen to twenty-four years of age, who have been created using the works of Constitution. They are quasi-androids, heavily genetically modified human beings constructed to combat the Abyssals at sea. Their bodies are constructed with a highly classified material called "Smartsteel", a biological form of steel that mimics the characteristics and properties of human skin and tissue. Because of this material, these naval personnel are highly resistant to damage, highly mobile, highly intelligent, and vastly superior and more efficient at Abyssal combat than are modern warships.
Underground facilities in the Tokyo region in Japan, under the jurisdiction of Constitution, have been manufacturing these naval personnel steadily since the initial outbreak of the Abyssal threat, meaning that the naval personnel have been stationed at Tokyo to be briefed and trained on their mission. Upon circumstance or request, whichever is deemed demanding enough, the Moebius Four Armament Headquarters located at Tokyo, Japan, will transport naval personnel to Okinawa, Japan, where the primary base of operations for the naval personnel is currently located, in one of the former air force bases operated by the United States military.
The existence of these naval personnel is highly classified. Like the Abyssals, they are unknown to the rest of the world. Although they will be exposed to life outside of the base, the naval personnel have been ordered to never reveal their identities to any unauthorized personnel. Failure to comply will result in the immediate and swift "scrapping" of the naval personnel at fault. Anyone found guilty of revealing the identity of these naval personnel will be detained and prosecuted, and depending on the effect on the world public, the naval personnel, too, will be scrapped.
All naval personnel directly engaged in the conflict against the Abyssal threat are to be stationed at Hansen Air Force Base in Okinawa, where they are to reside until the Abyssal threat is neutralized. As of the compilation of this report, there are currently twenty-one naval personnel capable of effective combat against the Abyssal threat residing at Hansen Air Force Base. It is expected that this number will increase in the future. Resources and supplies are provided by the Japanese government and the Japanese Maritime Self-Defense Force.
LONG-TERM ISSUES WITH NAVAL PERSONNEL
As of the compilation of this report, neither Constitution nor Seal Team Six have given statements regarding the utility of naval personnel after the eventual neutralization of the Abyssal threat. As the Moebius Four Armament Pact leaves this field of concern to be desired, both the governments of Japan and the United States have laid claim to the fleet of naval personnel. Please be advised that this conflict may reach the United Nations as an international military dispute between Japan and the United States, and any deterrence to this outcome is greatly preferred by both nations.
The ability of the naval personnel to assimilate into modern society has been clearly demonstrated and proven, but concerns are being raised regarding their knowledge of classified information and the risk of such information being accidentally released into the general public. In addition, concerns have been raised regarding the acceptability of what are essentially androids co-existing with humans, pointing out the possibility of an international public scare should the existence of naval personnel be revealed.
Suggestions have been made to scrap and dismantle all naval personnel after the end of the Abyssal threat for international safety.
