There was a spy in the ministry. Dumbledore's spy. Every time something major happened in the ministry Dumbledore just happened to find out. So we can reasonably assume that there must be someone high in the ministry. This man is none other than Percy Weasley.
Percy was always different from the other Weasley's. They came in groups, Bill and Charlie, Fred and George, Ron and Ginny. It was him alone all the time. Percy wanted to be perfect so he followed the rules. But he realized that he was the one who was least liked by others. His peers shunned him and he grew up alone and friendless.
So when his Dad told him to quit the ministers job, Percy was undeniably furious. Whatever he worked for his whole entire life was gone if he listened to his father. Saying those hateful word's, he left his family angrily. But over time he still missed him. Just as he was about to go back, Dumbledore came to him.
"I know you miss your family." Said Dumbledore "I can help"
"But I need a spy in the minister and you are in the perfect position" He said.
Percy took his only chance of redemption and began to spy on the minister. In fact, the fact that the trail was told by Percy. Did you know how Dumbledore just managed to prepare his office in time to disappear when the minister came to arrest him. He received a tip off from Percy. Percy was on constant alert. One mistake and he would wake up in a cell in Azkaban.
When Minister Rufus Scrimengueor was trying to catch death eaters, Percy was subtly trying to help him. Notorious death eater Travers was captured by the ministry on Percy's information. But as the war was destroying families, Percy was using it to mend his.
But this all fell apart when one day Percy was caught. Nick Prewett saw a tip off Percy gave to Dumbledore and thought he was a death eater. Ministry officials were notified. Percy managed to send out an emergency alert before he lost the duel against 10 aurors and smashed into the wall unconscious.
Dumbledore was in the middle of an order meeting discussing ways to catch death eaters. Harry and the others were allowed in this one time only. Then he received Percy's patronus.
"Ministry arrested me thinking I was a death eater most likely going to Azkaban without trial help me" The eagle said. No one knew who the patronus was from except Dumbledore. Immediately, Dumbledore was out of his seat.
"Kingsley, Tonks report with me to the ministry" He said before apparating.
Immediately the order was on alert. At the ministry when Dumbledore arrived thought it was too late for them to do anything. Percy was to receive the kiss and there was no way other than personally going to Azkaban to retrieve the order. Dumbledore went to Azkaban immediately with Kingsley and Tonks. Once they saw the order the minister wrote to them. They started shouting orders. Dumbledore and the guards just ran to the execution chamber just to see the dementor about to administer the kiss. Dumbledore's patronus saved Percy at the last minute. The dementor flew away leaving Percy's hunched over body, living and with his soul but on the verge of death.
