He hadn't been lying when he told Mozzie that if he ran, New York would only be a memory.
Mozzie spends weeks planning their departure to an island paradise. He doesn't have the heart to tell Moz that for him, getting out of the city is as simple as turning himself in (to the proper authorities mind you). That even less, it would only take him one encrypted text and he would receive the order to pull out and he would be on the next transport home.
But telling that to Moz means telling him that all Neal Caffrey has ever been was a shiny mask hiding who he really was. That very little of the person Moz considered his brother was real.
For all his cold hearted ruthlessness, he can't do that to Moz - to the only person who held out a hand to a drowning man, who unknowingly helped a broken spy put his life back together. He'll lie to Moz and Peter and Diana and June and El and Jones but he will not break their hearts.
So he holds his tongue and lives a lie because that's all Neal Caffrey ever was and ever will be - a lie and fabrication. He hadn't been lying when he told Mozzie that if he ran, New York would only be a memory.
