Hey it's G.T. with a second update for Naruto Rise of the Ryukage and the Omnigan. I have bad news and good news. The bad news is that this fic is getting close to ending, but the good news is that it won't be for a few more chapters. For now focus on enjoying the story. Especially since it's rare when I can update this and Soldiers of the Skies twice in one year.

Enemies and Beginning Preparations
{Hi no Kuni: Fire Daimyo's Palace}
It was not long since Naruto sent Sora home for the night that he stopped while on the way in with his friends from the Leaf.
"Uh guys." Naruto began getting everyone's attention. "I just remembered somethings." He said sweating a little.
"What is it Naruto?" Sakura asked slightly concerned due to the fear on her friends face.
Without answering Naruto summoned Gamakichi and Gamatatsu.
"Hey bro" The toads said in unison.
"Kichi, I need you to head to Kumo, and tell Yugito I'll be staying at the fire palace a bit to begin final preparations on Ryugakure." Naruto said to his friend with urgency.
"Okay Naruto, but why so scared?" Kichi asked causing everyone to be curious.
"Last time I didn't let Yugito and A know what I was doing, she almost killed me when I got back to Kumo because she was worrying a lot." Naruto answered.
"Okay bro." Kichi said before dispelling and going to Kumo.
"Whipped." Kiba said before laughing a little.
"Kiba would you want to take chances with a teenage female jinchuriki who has access to her tailed beasts chakra, and is still a bit emotional due to the betrayal of her village and near death by Akatsuki?" Naruto asked showing claw marks in his neck.
"I wondered how you got those." Sasuke chimed in.
"It took Bee using his tailed beast's power to pry her off me." Naruto told his friends.
"Hey bro why am I here though if Kichi was needed to head to Kumo?" Tatsu asked.
"Can you reverse summon Jiraiya?" Naruto asked.
"Sure!" Tatsu chirped excitedly before a puff of smoke appeared between them revealing Jiraiya crouched with a telescope in hand.
"Guess I did a favor by calling you since it seems I saved a bunch of beautiful women somewhere huh Ero-Sennin." Naruto said with a smirk.
{Konohagakure: Hotsprings}
Anko Mitarashi, Hana Inuzuka, Kurenai Yuhi, and Yugao Uzuki were enjoying a nice relaxing soak in the hotsprings before they all sneezed at the same time before having a feeling of hugging someone for saving them from the eyes of a pervert.
{Hi no Kuni: Fire Daimyo's Palace}
"You know brat that really wasn't fair." Jiraiya said pouting while putting away his telescope.
"Relax perv, I just needed to tell you to have your spy network drop their focus on Akatsuki for a while and focus on finding the Four, Five, and Six tailed jinchurikis." Naruto said gaining everyone's attention.
"Care to explain?" Jiraiya asked.
"Well I have only met Two, Three, Seven, and Eight during my trips, so I need to know where they are so I can extend an invitation for them to my village." Naruto answered.
"Oh I get it, plus with so many jinchuriki in a village protected by it and protecting it, the Akatsuki would then target villages with one single host." Jiraiya replied.
"I also still need to give the Tsuchikage information on the rest of the Akatsuki before later." Naruto added.
"Do you have a way besides a summon?" Jiraiya asked.
"Besides Sora? No." Naruto replied.
With that Naruto summoned Sora.
"Yes Naruto?" Sora asked.
"Can you fly me to Iwagakure?"
"Sure, as long as we don't go inside the village." Sora replied.
With that Naruto got on Sora and they began to fly to Iwa.
{Kumogakure: Raikage's office}
As Naruto and Sora were flying to Iwa Gamakichi poofed into on A's desk.
"Yo." Kichi said with a wave.
"Hello again Gamakichi." A said with a sigh.
"Kichi why are you here?" Yugito asked.
"Naruto wanted me to tell you that he's going to stay at the Fire Daimyo's palace either a night or a couple days to catch up with his friends from the Leaf while beginning final preparations for Ryugakure." The summon answered.
"And he wanted this mentioned to us by summon why?" Yagura asked.
"Because he didn't want a repeat of why he was gone for a while." Kichi replied looking at Yugito. "He still has the claw marks in his neck from when you tried to kill him last time." He added making Yugito turn away.
"Well Gamakichi since your message has been delivered, you may go." A chimed in.
With that the toad disappeared.
"I can't believe that." Yugito said feeling embarrassed.
"I guess you got super worried when he went to get his dragon summons huh?" Fu asked.
"I see so Naruto didn't mention he was going somewhere and you try to kill him out of worry." Yagura said with a light chuckle.
{Iwagakure: Gates}
While Yagura and Fu were having fun at Yugito's expense, Naruto and Sora landed outside the gates of Iwa before she went home. Naruto only got to the gates, however, before he was stopped by a big man in heavy red armor.
"Halt, who are you, why are you in Iwa, what is your business, and why do you resemble the Yellow Flash?" The man asked.
However, Naruto heard the question his attention was in his mind scape.
"So this guy is the host of Kokuo the five tails?" Naruto asked.
"Yep, Ko-chan while proud, is very graceful and powerful, so it kind of makes sense that the host would wear such heavy armor, especially due to Ko's steam release." Kurama added.
Naruto was intrigued until a punch brought him to reality.
"I asked you some questions." The man spoke with rage.
"I heard, but from one host to another, how close are you two?" Naruto asked.
"Close?" The armored man asked.
"Oh I get it you see five as a form of power and a weapon." Naruto said before walking in.
"Care to explain how you see yours?" The man asked.
"A friend and partner, and even though I can't use all nine tails, she helps keep me in control when going past seven tails." Naruto said.
"So by treating a tailed beast as a friend more power is given?" The man asked.
"Depends on why you fight, and if you really mean to treat five like a friend." Naruto began. "If you fight to protect people you care for, and treat five as close as family like I do with nine you gain more than power." Naruto finished.
"And that would be?"
"A friend, ally, family, maybe even a lover depending how you feel about your tailed beast." Naruto answered. "Now if you'll excuse me my name is Naruto Uzumaki-Namikaze, and I need to see the Tsuchikage about giving him information on the Akatsuki." He added.
"Han, and why would you do that?" Han asked.
"Because the Akatsuki are hunting all nine of us for our partners, and it will end in their extraction." Naruto answered.
"By the way I'm forming a hidden village, the Tsuchikage has given his support, it's meant to be a second chance for missing nin, and jinchuriki like us." Naruto began. "I was wondering if you would be willing to join, and try to live a normal life, if not can you at least pass the invitation on to Four?" He finished.
"A tempting offer, but who would be the kage?" Han asked.
"You're speaking with him." Naruto answered.
"A jinchuriki leading a village, and giving a peaceful home to the rest of us." Han began with closed eyes. "I'll think of your offer son of Namikaze, and I'll pass the invitation to Roshi as well." He added.
"Thanks Han, can you also guide me to the Tsuchikage tower?" Naruto asked.
"For a fellow host? Of course." Han replied.
With that the two proceeded to the Tsuchikage's office where Naruto knocked on the door. After waiting a few minutes the two walked in, and saw Onoki arguing with a kunoichi around Naruto's age with short dark hair, and black pupil less eyes that scream cocky.
"Why do I have to be an ambassador at some no name village soon to be created." She asked.
"Because Kurotsuchi if things worked out the way the blonde Namikaze behind you planned, than it could be the sixth great village, probably on par with Konoha." Onoki answered.
"You just want me out of the way so you can stay kage longer don't you gramps?" Kurotsuchi asked with a suspicious tone.
"So you really were going to send me your granddaughter Tsuchikage-sama?" Naruto asked. "I thought it would be a brilliant sign of trust when I heard from the Earth Daimyo, but if this is how she reacts, I don't think it would work out." Naruto spoke gaining their attention.
"I was hoping you wouldn't meet until I sent her to you Naruto, and I see you've met Han." Onoki replied.
"Yes, and I gave him an invitation to my village when it's created, while ensuring Roshi gets it. Where is he by the way?" Naruto asked at the end.
"He left years ago due to his treatment, and it was made worse because people didn't like a Jinchuriki as friends with a Kage back then." Onoki replied solemnly.
"I see, well hopefully I'll get to meet him one day." Naruto said before pulling out a small book, and presenting it to Onoki. "This has all the information on the current Akatsuki members." Naruto said.
Onoki took the book, and flipped through the pages before his eyes widened in shock.
"So he joined them after betraying our village, that brat." The old Kage growled his eyes full of betrayal.
"I guess you've had some history with Deidara then?" Naruto asked before Kurotsuchi and Han looked at him surprised.
"Deidara was a brother figure to Kurotsuchi, a valued student of Lord Tsuchikage, and a candidate to be our Yondaime." Han replied.
"Wow all that promise, and he winds up being a rogue nin hunting us huh?" Naruto spoke before turning around.
"Where are you going?!" Kurotsuchi said angry out of hurt because Deidara was part of Akatsuki.
"To begin the preparations for Ryugakure's construction, with a skilled carpenter, and a certain Leaf ANBU, we can start the interior buildings of the village, but we would need a few strong shinobi and Kunoichi to help create the walls and many important buildings in the village." Naruto answered.
"Are you hinting at wanting Iwa's help to create this village?" Kurotsuchi asked.
"No I'm asking Iwa to help build its defenses and shields. With the help building the village, as well as a high ranked nin on the village council it will actually help strengthen the bond between our villages." Naruto replied.
"Actually that is a strong political move, when will you wish for our aid?" Onoki asked impressed with the blonde's mind.
"It would be hard to say, but when we need Iwa's help, I'll come personally to ask Lord Onoki." Naruto answered.
"How exactly?" The old man asked curious.
"With your permission I would like to place on your desk the mark of the Hiraishin, my father's famed jutsu to allow me to come speak with you when we need to, with little time." Naruto replied.
"Very well, but are you not afraid of us trying to recreate the jutsu for our own village?" The kage asked.
"No because to protect the family secrets, I added a secondary seal within that prevents it from being analyzed, or recreated by anyone unless I allow it." The blonde nin replied.
"Impressive, you seem to be able to gain anyone's respect, especially if you can gain mine." Onoki said with pride surprising Kurotsuchi and Han.
"Until we meet again Lord Onoki." Naruto said before disappearing in a yellow flash.
{Hi no Kuni: Fire Daimyo's palace}
The Leaf nin were talking amongst themselves when they were taken out of their conversation by a yellow flash before seeing Naruto.
"Hey guys, I'm back." Naruto announced.
"Where'd you go anyway?" Sasuke asked.
"Iwa, to give information about Akatsuki, and to strengthen a possible alliance with them." Naruto answered.
With that they proceeded to catch up not knowing how much things will change with not just the construction of Ryugakure.
{Orochimaru's base}
"Lord Orochimaru, I must question the sudden desire of yours for Naruto, when you seek the Sharingan." Kabuto spoke.
"Tell me Kabuto, do you know how powerful a transformation seal can be?" Orochimaru asked.
"Actually I don't, but what does that have to do with Naruto?" The medic questioned.
"A transformation seal can be engraved on a person's soul, and can change their gender completely unless released." Orochimaru began. "I myself asked Uzumaki Mito herself for such a seal." The sennin finished before making a handsign, and within a bright flash before Kabuto stood a female Orochimaru as if that was what he was meant to look like.
"Lord Orochimaru, how are you a woman?" Kabuto asked.
"When I was about to go into the Academy, I had learned one of my classmates would be Jiraiya, and knowing how much of a perv he was back then I requested Mito Uzumaki for a seal that would make me a male, with intention to remove it once I graduated, however, I became too used to the male form especially since I had Jiraiya as a teammate." Orochimaru replied.
"And the interest in Naruto?" Kabuto asked.
"Do you know why the Uzumaki clan were feared?" Orochimaru asked.
"Because of their skills with kenjutsu and sealing as well as their lifespans." He replied.
"My interest in Naruto is not only using the genetics of an Uzumaki Jinchuriki to strengthen the bodies I transfer to, but to recreate the Uzumaki Clan because he embodies everything about the clan Lady Mito would speak of." Orochimaru explained.
"So until now no one except Mito, Tsunade's grandmother, knew you were really a woman hiding from Jiraiya in plain sight?" Kabuto asked.
"Did you really think my skills in stealth and personality were the only reasons I was able to form a contract with the Snakes?" She asked with a smirk before the two left to begin planning on how to gain Naruto and Sasuke.
{Amegakure: Pein's tower}
Pain and Konan, two of the leaders of Akatsuki, were standing on their platforms as the holographic images of their colleagues appeared one by one before noticing four were missing.
"Zetsu where are Itachi, Kisame, Hidan, and Kakuzu?" The Rinnegan wielder asked.
"It seems that Itachi and Kisame betrayed us, and joined up with the Nine-Tails host." White Zetsu answered about half the missing men.
"However, this was after Kakuzu and Hidan were killed after they captured the Nibi." Black Zetsu included about the other two.
"Really and who was it that killed the Immortals hmm?" Asked a man with a long ponytail.
"Turns out it was the nine-tails." White Zetsu began. "He had been holding back training from Danzo and Itachi, seems to have gained a bloodline combined from the Sharingan, Rinnegan, and Byakugan, and he is creating a village with the support of all five kage." Black Zetsu finished.
"So a jinchuriki is making a hidden village huh, can you explain more about that?" Came the raspy voice of Sasori.
"It's meant to be a peace keeper between Leaf, Stone, and Cloud, and is said to be a second chance for missing-nin and Jinchuriki." The white half answered.
"How many jinchuriki side with him?" Came Konan's question.
"The Nibi, Sanbi, Nanabi, and Hachibi are close to him, and it seems he has made contact with the Gobi Jinchuriki." Came Black Zetsu's answer.
"The Ichibi container is said to become Kazekage in the future." Sasori added.
"Hmm this means that the only ones we can target while trying to raise our ranks are the Rokubi and Yonbi." Deidara spoke.
"Tobi will become the first new member due to the shortage, and while he and Zetsu scout for possible members, I want Sasori to track the Yonbi and Rokubi." Pain began. "The nine-tails has already set us back greatly by killing two members, recruiting the other two, and is quickly gaining allies from his fellow jinchuriki." He finished before the images began to fade.
"So it seems the Kyubi Jinchuriki is more resourceful than we had expected." Came a voice from behind the two making the two turn to see a man with a spiraled orange mask.
"He seems to be able to set us back more than anyone, and if his village will possess multiple hosts we would need to go for villages with only one, as well as those who left their villages." Konan added.
"Beware his bloodline Pain, for it is possibly as powerful as each of the parts that compose it." The masked man warned before turning to leave.
"His eyes may be powerful, but they cannot outmatch the eyes of a god." Pain replied.
"For your sake you had best be right." Replied Tobi as he proceeded to leave.
"For him to break the genjutsu I had on Yagura, Naruto's eyes are quite powerful indeed." Tobi thought to himself.
{Konohagakure}
Sai, Foo, Torune, and their teammates had been spying on the members of the Civilian Council to find incriminating evidence of underground dealings. At the start Sai had split the Aburame, Inuzuka, and Hyuuga under them into some were given a leader, others followed him, Foo, and Torune. Each group had been assigned a member of the council to spy on, even Mebuki Haruno. Currently they were in one of the old ROOT bases.
"Report." Sai stated.
"It seems Tsunade and Jiraiya's assumption of the Civilian Council making under the table deals is true." Foo began.
"Many have been making deals with Oto-nin, bandits, and even giving them village secrets." Torune added.
"I've witnessed the same things, so all that remains is to report to Tsunade, and let her decide the fates of the councilors." Sai completed.
With that the tree elite ROOT nin gathered their reports to give to Tsunade tomorrow.
[Next day]
Tsunade sat in her office doing the morning's paperwork Shizune had brought in, but had to keep it from blowing away as Sai Shushined in her office.
"Yes?" Tsunade asked.
"Lady Tsunade, I am Sai, a member of ROOT." He introduced shocking her.
"ROOT?!" Tsunade yelled preparing to fight.
Before she could do anything, however, Sai placed a large book on her desk.
"This information will prove that ROOT and Danzo-sama were aiding you today Lady Tsunade, as on behalf of Naruto, I, two other high ranking ROOT operatives, and many shinobi were sent here to research the Civilian Council to see if they were involved in illegal deals." Sai explained surprising the blonde kage.
"I see." Tsunade began as she started flipping through the book. "Would you be willing to kill them in the shadows, or do you think there should be a public execution to show them what happens to traitors who betray their village and three kages?" She asked.
"As a ROOT my opinion would be in the shadows, for this you would need Lord Danzo's council on this." Sai answered.
"Can you contact him?" Tsunade asked.
"Sadly Lord Danzo is preparing all ROOT not on missions for when Naruto orders the construction of Ryugakure." Sai began. "If you wish to speak with Danzo you must first contact Naruto." He finished placing a certain three-pronged kunai on her desk before leaving.
"Did he really learn his father's most famous jutsu?" She thought to herself surprised.
{Hi no Kuni: Fire Daimyo's palace: Three days later}
Naruto was preparing to leave the Daimyo's palace when he saw his friends and Jiraiya waiting for him.
"Hey guys what's up?" Naruto asked.
"We wanted to know what you plan to do next before we don't see you for some time." Sasuke answered.
"I was going back to Wave to tell the Daimyo that it's time to get an escort mission from the Leaf." Naruto replied surprising them.
"Why?" Sakura asked stunned.
"For one to give a way out to a bunch of shinobi, Teuchi, and Ayame, and to gain the help of a certain ANBU to help Tazuna build my village." He answered before walking out, and summoning Sora.
"Yes Naruto?" Sora asked.
"Can you fly me to Wave to begin the final preparations for Ryugakure's construction?" Naruto asked as she nodded.
With that he got on her, and they flew to Wave. Once there he got off, and want to Tsunami's mansion as Sora dispelled. After arriving he saw Tazuna and Inari in the office with Tsunami.
"Naruto this is a surprise visit." Tsunami began with a smile before she turned serious. "Does that mean it's time?" She asked.
"Yes, it's time to begin the construction of Ryugakure no Sato." He answered.
I thought this was a good place to end it. I want to confess that I wanted to make another chapter before posting this so I could have done two at once, and made three updates for this in one year. I got held back though by a tough semester of college, and writer's block for other stories. Anyway, I hope you enjoy this nice filler chapter.
