Hey everyone it's Gold Testament with THE BEGINNING OF THE END! But in all seriousness, this is the first part of the finale of Naruto Rise of the Ryukage and the Omnigan. In addition in case none of you know, I've begun setting up a Bleach fanfic. I know I said I didn't want to post any new fics till I got one or two more complete, but the idea wouldn't leave. I already have its second chapter up, but I want it to have at least 10 reviews. Also there is a poll on the pairing for my Bleach fic, I will warn all of you Orihime and Rukia fans now that those two are only there as a courtesy. Neither will be paired with Ichigo. Rukia will have a sibling bond with him, while Orihime will be trying to regain friendship with him. Also since Fem. Byakuya is a choice, I'm going to make him a woman in the fic. Phase 1: Mission Request and Punishment
{Wave Country: Tazuna's house}
Tsunami, Inari, and Tazuna just stood there as Naruto announced that it was time to begin construction of Ryugakure no Sato.
"You sure brat?" Tazuna asked sobering up instantly from any sake he drank before.
"Yeah, I've contacted most of the jinchuriki, all the major villages know about Akatsuki, and gotten the approval of the five kage and the elemental daimyo's, not to mention the Akatsuki have just been set back to give some breathing room." Naruto told the family of three.
"I see, so how long do you think I should wait before going to the Leaf for those nin?" Tazuna asked.
"Until the rest of the Rookie Twelve and their senseis return so they can join you and that Anbu I mentioned." Naruto replied.
"What if we need to contact you again?" Tazuna asked to which Naruto provided a three pronged kunai making the old man's eyes widen in shock.
"Wow brat if the Leaf knew your heritage you would've been-" Tazuna began before Naruto held a hand up stopping him.
"I prefer not to think of what ifs Tazuna, also when you go to the Leaf, and you see a girl with Hyuuga eyes and short dark blue hair among the rookies, be nice Hinata's very shy due to emotional abuse caused by her clan due to her kind heart and her desire to get rid of the cursed seal half her clan uses to subjugate and abuse the other." Naruto said.
"A Hyuuga with a kind and gentle heart huh?" Tazuna began. "I'll bring Tsunami along as well so she can give the girl some support by a strong kind woman." The old man declared making his daughter look at him with surprise.
"I was hoping you would." Naruto commented.
"So since we wait a couple days before leaving, we will arrive a little after those other rookies and their senseis right?" Inari asked.
"Yep, and I'm going to let them know about the plan in case they want to join the village since it would be a prime way to sneak out of the Leaf." Naruto answered and added before disappearing in hiraishin.
{Fire Daimyo's palace}
Naruto reappeared with his friends, their sensei, and Jiraiya surrounding him.
"So why'd you disappear like that Naruto?" Ino asked.
"Oh I just went to Wave to start phase 1 of Ryugakure's construction." Naruto answered.
"Tazuna?" Kakashi asked.
"Yep, and I gave him a large list of nin to request, you guys, my fellow rookies, and an Anbu named Tenzo." Naruto added with a smirk.
The rest of the rookie twelve just looked confused while the Jounin and Jiraiya looked impressed with Naruto's planning.
"Good way to smuggle your friends out of the village Naruto, especially since Tazuna would be a high profile target." Jiraiya commented.
"Precisely perv." Naruto replied making the senseis except Kakashi laugh.
Of course while they were having fun at Jiraiya's expense Naruto looked shocked before disappearing in a Hiraishin.
{Konoha: Tsunade's office}
Within a flash Naruto found himself in Tsunade's office right across from said woman.
"Wow so you really did master your father's famous jutsu!" She exclaimed.
"I guess Sai gave you that kunai to call me about their findings on the civilian council?" Naruto asked as Tsunade nodded.
With that Tsunade handed over the book with the findings from the ROOT operatives allowing Naruto to flip through it before he slammed it shut.
"Have Sai and the others arrest them in broad daylight, and have them punished for the severity of their crimes. The stealing money from the village would require them having all their assets seized as well as jail time. Those who gave up village secrets should get public execution and their crimes made public." Naruto said.
"I thought the same, but I needed another opinion, do you think we can also get Danzo's input since they are his soldiers?" Tsunade asked.
As an answer Naruto place a scroll on Tsunade's desk, and once she opened it there was a seal resembling a summon seal.
"Before you ask it's a seal that literally summons Danzo sensei. I placed another seal on him that he can't find, so in order for him to reverse the summoning, he has to focus his chakra throughout his whole body." Naruto told her.
"Impressive, so I can just summon Danzo with this seal and get his input huh?" Tsunade asked as she tried it, and within a puff of smoke appeared Danzo Shimura himself.
Before anything was said Naruto was instantly on the ground cradling his head.
"Naruto I told you no one was to know of that seal unless it was important." Danzo said with complete annoyance.
"Actually Danzo I needed your input on the punishments of the civilian councilors." Tsunade said as she had Danzo look through the book.
"Did Naruto already mention seizing the assets of the thieves, and executing the traitors?" Danzo asked as Tsunade nodded with a huge sweatdrop that only got bigger as Danzo flared his chakra and poofed away.
"Well you got your answer, within a few days when the Rookies return, Tazuna will come requesting a mission." Naruto told her before he flashed back to his friends.
{A few days later}
The Rookies, their senseis, and Jiraiya were finally arriving back in the Leaf when they saw everyone gathering in the square in front of the Hokage Tower.
"Citizens of Konoha, this village has fallen deeply since its founding by my grandfather and Madara Uchiha, as well after the death of our Yondaime." Tsunade began. "The restrained civilian council members have been stealing funds from the village, and even going as far as selling village secrets to enemies like Oto which is run by my former teammate Orochimaru!" She continued shocking everyone. "When I had my suspicions I had the exiled son of our Fourth Naruto Uzumaki Namikaze gain the assistance of Danzo Shimura so I could prove that these council members are guilty beyond the shadow of a doubt." She finished.
"THE DEMON BRAT AND THAT TRAITOROUS ELDER LIE!" One of the civilians shouted.
Unfortunately for him before he could trigger the mob mentality of fools a lightning covered hand signifying the Chidori was rammed through his chest.
"YOU PEOPLE ARE IDIOTS JINCHURIKI ARE NOT THE TAILED BEASTS SEALED IN THEM!" Sasuke shouted shocking them all.
"Jinchuriki like Naruto and Gaara of the Sand were regular people with a burden forced on them by our own leaders. They never even had a choice." Sasuke began.
"Some jinchuriki are forced to be weapons, while some are made with the kage wanting them to be heroes as was the case with Naruto when the Fourth sealed the Nine-Tails in his own son. While most are treated as the monsters they contain by foolish villagers that turn them into the monsters they hold back." Neji continued.
"Even now Naruto is protecting you stupid idiots not just from the Kyuubi, but also from yourselves, or in this case, your civilian councilors who are bleeding the village dry." Jiraiya finished.
With the words of a Sennin, a prodigy Hyuuga, and the Last Uchiha in Konoha, the people were starting to actually think about Naruto and how he never acted like a tailed beast, half the populace started feeling guilty.
"After the evidence was provided by Danzo's ROOT, I had asked Naruto and Danzo for their opinions of a proper punishment for these traitors." Tsunade began looking at the restrained council. "The ones that stole funds for the village such as the hospital and the academy are to have their assets seized to pay off the debt they owe for the money they stole, and the ones who sold village secrets to our enemies like Orochimaru will be executed." Tsunade finished.
With that a woman with short blonde hair walked up revealing Mebuki Haruno, former Konoha Kunoichi and current Civilian Council member.
"Lady Tsunade, as a retired Kunoichi of Konoha, and a Civilian councilor, I would like to personally execute my treasonous colleagues." She told her kage.
"Granted since you seemed much different when the truth about Naruto was revealed." Tsunade answered.
With that Mebuki took out some kunai with ninja wire tied around them, threw them in the air, and began a series of hand signs.
"Lightning Style: Storm Slaughter Jutsu!" She shouted as lightning formed around the kunai as the wire started to glisten before they fell on the traitors causing the lightning to intensify electrocuting them.
Once the jutsu ended everyone could see the charred remains of the former council members that sold secrets to Orochimaru. While the ones who simply stole money were staring wide-eyed.
With that the punishment sentencing was completed, and everyone proceeded to leave. Unknown to the Rookies the Daimyo of Wave and her family saw the whole thing and smiled seeing justice for Naruto as they proceeded to the Hokage tower.
{Uchiha Compound}
Sasuke Uchiha was resting in his family's home thinking about the time he hung out with Naruto and the others at the Daimyo's palace wondering when they'll have a chance to possibly join Naruto. However, he was taken out of his thoughts by someone knocking on his door only to discover an ANBU.
"Uchiha San, the Hokage requests your presence for an important mission." The masked nin told him before putting a hand on Sasuke's shoulder and taking him there in a Shushin.
{Hokage Tower: Tsunade's Office}
Once he arrived Sasuke was shocked from seeing the rookies, their sensei, Jiraiya, even Hiashi Hyuuga as well as another ANBU.
"Everyone this is a mission that could grant us an alliance with an up and coming village as well as regain alliances we lost along with possible peace with Kumo and Iwa." Tsunade began. "Bring in the client." She yelled.
As soon as she did Shizune came in with Tazuna and his family.
"Tazuna here was requested by Naruto to help construct Ryugakure, his daughter plans to go with to oversee progress as the Daimyo of Nami no Kuni, and they have requested all of you as their entourage." Tsunade explained.
"Then what are the ANBU and Hiashi doing here?" Sasuke asked.
"Well with the ROOT that were helping Tsunade I asked them to smuggle the entire branch house with all of you along with a copy of the cage bird seal so Naruto can free them and set up a Hyuuga Clan there under Neji and Hinata." Hiashi explained.
"I am here because due to Orochimaru's experiments before fleeing the village, I was the only survivor of many infants implanted with Hashirama Senju's cells, this means that I am needed for my wood style to help build the village's inner infrastructure." Explained the ANBU gaining wide eyes from many.
From this knowledge everyone went to prepare for the mission that some would not return from.

I repeat it will not be IchiRuki or Ichihime. Rukia is one of the people Ichigo holds closest to his heart, so she is most needed as a sister figure.
